MESSAGES FROM THE GOVERNOR

House Bill No. 2044

An Act concerning income taxation; relating to Kansas adjusted gross income; providing a subtraction modification for amounts received as compensation for serving in the armed forces; relating to the homestead property tax refund act; providing that a person shall not lose eligibility for a homestead property tax refund claim or the selective assistance for effective senior relief (SAFESR) tax credit if the appraised valuation of the homestead subsequently exceeds $350,000 after qualifying in a previous tax year; amending K.S.A.79-4522 and K.S.A. 2025 Supp. 79-32,117 and repealing the existing sections.

Message to the Legislature of the State of Kansas

This bill contains issues that warrant serious discussion by the Legislature. The discussion should take place using traditional legislative procedures and within the context of other discussions related to taxes. Those discussions should then be juxtapositioned with budget issues to ensure that, should it be enacted, the state can continue to meet its obligations and remain fiscally sound long term.

That process did not occur regarding this bill.

Therefore, pursuant to Article 2, Section 14(a) of the Constitution of the State of Kansas, I hereby veto House Bill 2044.
