MESSAGES FROM THE GOVERNOR
House Bill No. 2587
An Act concerning driver’s licenses; requiring that citizenship status be shown on the license; requiring that persons who present a driver’s license that identify such persons as noncitizens at a polling place be given a provisional ballot if such persons claim to be a citizen; amending K.S.A. 2025 Supp. 8-243 and repealing the existing section.
Message to the Legislature of the State of Kansas
Kansas has one of the strongest driver’s license verification systems in the country and already requires individuals to provide evidence of citizenship or lawful presence in order to obtain a license or state ID. This has been the case throughout my entire administration and HB 2587 does not solve an existing problem.
Therefore, pursuant to Article 2, Section 14(a) of the Constitution of the State of Kansas, I hereby veto House Bill 2587.
Laura Kelly, Governor
Dated April 8, 2026.
