MESSAGES FROM THE GOVERNOR

House Bill No. 2333

An Act concerning education; relating to postsecondary educational institutions; enacting the Kansas intellectual rights and knowledge act; providing a civil cause of action and penalties for violations of such act; authorizing students and student associations to exercise political and ideological beliefs, values and missions; amending K.S.A. 60-5311, 60-5312 and 60-5313 and repealing the existing sections.

Message to the Legislature of the State of Kansas

I have long believed that the quality of public debate in our nation has been declining, and I strongly support the toning down of political rhetoric and a return to civility. Schools and college campuses are excellent places to begin this process. However, free speech and civil discussion are already protected by our state and federal constitutions. This will cause confusion for courts and schools and create confusing caselaw.

Therefore, pursuant to Article 2, Section 14(a) of the Constitution of the State of Kansas, I hereby veto House Bill 2333.

Laura Kelly, Governor

Dated April 8, 2026.
