CHAPTER 161

Senate Concurrent Resolution No. 1615

A Concurrent Resolution honoring the life and legacy of Charlie Kirk and recognizing October 14, 2026, and every October 14 thereafter, as Charlie Kirk Free Speech Day.

WHEREAS, In 2012, Charlie Kirk, a staunch advocate for free speech and debate, founded Turning Point USA; and

WHEREAS, Through his work at Turning Point USA, Charlie Kirk showcased his commitment to free speech and civil discourse on college campuses across the country; and

WHEREAS, Charlie Kirk was tragically assassinated on September 10, 2025, while speaking at a Turning Point USA event in Utah; and

WHEREAS, Charlie Kirk’s legacy will continue to serve as an example of the importance of free speech, the values of the First Amendment and our nation’s commitment to civil debate: Now, therefore,

Be it resolved by the Senate of the State of Kansas, the House of Representatives concurring therein: That we condemn the assassination of Charlie Kirk and extend our heartfelt condolences to his family; and

Be it further resolved: That, to honor Charlie Kirk’s legacy, the Legislature hereby recognizes October 14, 2026, and every October 14 thereafter, as Charlie Kirk Free Speech Day in Kansas; and

Be it further resolved: That, because October 14 is Charlie Kirk’s birthday, it is a particularly special day to recognize his legacy; and

Be it further resolved: That the Legislature encourages the Governor of the State of Kansas to join the Legislature in recognizing October 14, 2026, and every October 14 thereafter, as Charlie Kirk Free Speech Day in Kansas to honor the life of Charlie Kirk and to provide an opportunity for all Kansans to reaffirm the importance of free speech and civil discourse; and

Be it further resolved: That we encourage Kansans to celebrate each Charlie Kirk Free Speech Day by exercising their freedom of speech and engaging in civil discourse to honor the memory of Charlie Kirk; and

Be it further resolved: That the Secretary of State shall send enrolled copies of this resolution to Senator Shallenburger and the Governor of the State of Kansas.
