The Kansas Department for Aging and Disability Services (KDADS) is requesting a new Kansas Medicaid 1915(c) Waiver: Community Support Waiver
The Community Support Waiver (CSW) provides community-based services for individuals with intellectual and/or developmental disabilities (I/DD) who do not need continuous, 24-hour paid supports. The CSW will cover a range of home and community-based services designed to increase access, enhance natural supports, enable independent living, promote competitive integrated employment, further community integration, and provide more opportunities for choice and self-direction. Services include Assistive Technology, Behavior Therapy, Benefits Planning Services, Career Exploration and Planning, Family/Caregiver Support and Training, Home Telehealth, Home and Environmental Modification Services, Individual Directed Goods and Services, Individual Employment Support (IES) Services, Life Skill Services, Medication Reminder Services, Non-Medical Transportation, Occupational Therapy, Personal Care Services, Personal Emergency Response System and Installation, Physical Therapy Services, Remote Support Services, Respite, Speech and Language Therapy Services, Specialized Medical Equipment and Supplies, and Vehicle Modification Services. Waiver services can be delivered in multiple ways, including in-person and virtually, depending on the participant’s needs and preferences. Some services may be participant directed (through employer authority and/or budget authority, depending on the service) or provider managed.
The proposed effective date for the Community Support Waiver is October 1, 2026.
KDADS is seeking public comments from January 22, 2026, through February 21, 2026, on the proposed Community Support Waiver.

- February 10, 2026: Hays Public Library, 1205 Main St., Hays, KS 67601 from 11:00 a.m. – 1:00 p.m. (Central Time)
- February 11, 2026: Salina Public Library, McKenzie Center Meeting Room 2, 308 W. Elm St., Salina, KS 67401 from 1:00 p.m. – 3:00 p.m. (Central Time)
