Notice of Hearing
The Kansas Department of Health and Environment (KDHE) has prepared a proposed new Kansas Water Pollution Control Permit, A-UAPN-C009, for ILS Feeders, LLC, located in Larned, Kansas.
This is a new permit for a facility for 88,000 head (88,000 animal units) of beef cattle weighing more than 700 pounds. The facility will consist of open lot pens, a commodity storage area, collection channels, five (5) sediment basins, and four (4) waste storage ponds. The proposed facility will be located in Section 23 and the Southeast quarter of Section 14, Township 23 South, Range 16 West in Pawnee County, Kansas. A notice in the Kansas Register dated February 13, 2025, informed the public of the availability of the proposed water pollution control permit for ILS Feeders, LLC.
Copies of the permit application, draft permit, and other documents may be viewed in person at the Topeka office by scheduling an appointment, or requested by writing to: KDHE, Livestock Waste Management Section, 1000 SW Jackson St., Suite 430, Topeka, KS 66612 or via telephone at 785-296-6432 or fax at 785-559-4258. A copy of the permit application can be found on our website at www.kdhe.ks.gov/livestock. Appropriate copying charges will be assessed for each request. The public hearing has been scheduled in conformance with Kansas Administrative Regulation 28-16-61.

Prior to the meeting, there will be an open informational session where representatives from KDHE will be able to answer questions regarding the permitting process and specific questions regarding the facility. This informational session will be at the same location from 5:30 p.m. to 6:15 p.m.
The purpose of the public hearing is to inform the public, stakeholders, and regulated community about the proposed Water Pollution Control Permit. The hearing will consist of outlining the proposed facility and proposed permit, then the hearing will be open for public comment. Any individual with a disability may request accommodation to participate in the public hearing process and may request the provided documents in an accessible format. Requests for accommodation to participate in the hearing should be made at least five working days in advance of the hearing by contacting KDHE.
