Executive Order No. 24-05
Day of Mourning for President James (Jimmy) Earl Carter Jr.
WHEREAS, former President James (Jimmy) Earl Carter Jr. was a dedicated public servant who will be remembered for his service to his country in the both the military and as President, as well as for his service to humanity, including winning the Nobel Peace Prize, facilitating the Camp David Accords between Egypt and Israel, building homes for those in need through Habitat for Humanity, supporting civil rights, and founding, with his wife Rosalynn Carter, the Carter Center, a nonprofit focused on human rights and alleviating human suffering, including the near eradication of Guinea worm that infected millions in the 1980s. As a result of their work, today, new infections total roughly a dozen worldwide; and
WHEREAS, President Carter grew up in Plains, Georgia, graduated from the United States Naval Academy and served in the United States Navy Submarine Service before returning home to Georgia to mind his family's business. He served in the Georgia State Senate and then as the Governor of Georgia before serving as the 39th President of the United States; and
WHEREAS, President Carter and Rosalynn Carter were married for 77 years and had four children; and
WHEREAS, President Biden has declared Thursday, January 9, 2025, to be a National Day of Mourning for President Carter; and
WHEREAS, State of Kansas offices were closed by Order of the Governor to mourn the passing of Presidents Kennedy, Eisenhower, Truman, Johnson, Reagan, Ford, and H.W. Bush.
NOW, THEREFORE, pursuant to the authority vested in me as Governor of the State of Kansas, I hereby designate Thursday, January 9, 2025, as a legal holiday in observance of the National Day of Mourning for President Jimmy Carter, and order that State of Kansas offices be closed in observance of the holiday. State Offices will reopen and resume normal operations on Friday, January 10, 2025.
This document shall be filed with the Secretary of State as Executive Order No. 24-05. It shall become effective immediately.
