Notice of Application to Expand Municipal Solid Waste Landfill
The Kansas Department of Health and Environment (KDHE) received an application from Stevens County, Kansas for a permit modification of the Municipal Solid Waste Landfill located at 1468 Road 13, Hugoton, Kansas, Permit #143.
The applicant proposes an expansion of the facility permitted disposal area from 47 acres to approximately 208 acres.
The Stevens County Commissioners have certified that the application described herein is consistent with the county’s solid waste management plan and compatible with surrounding land use. KDHE has reviewed the application and found it to be in conformance with state solid waste statutes and regulations.

KDHE is providing public notice for the permit modification application by Stevens County. A final decision to issue the permit modification has not been made, and KDHE will consider information gathered during the public comment period before making a final decision. A copy of the permit application, engineering drawings and draft permit with respect to this permit action will be available for public review at http://www.kdheks.gov/waste from February 1, 2024 through March 4, 2024, during normal business hours at the following locations:

Anyone wishing to comment on the proposed facility should submit a written statement by 5:00 p.m. March 4, 2024, to Joseph Hacker of KDHE at the address listed above or via email to Joseph.Hacker@ks.gov. Comments that are postmarked by March 4, 2024 and received within one week thereafter will also be considered.
After consideration of all formal comments as described above, KDHE will make a final decision on whether to issue the permit. Notice of the decision will be given to the applicant, anyone who submitted formal comments, and those who requested notice of the final permit decision.
