Notice of Proposed Kansas Air Quality Construction Permit
Notice is hereby given that the Kansas Department of Health and Environment (KDHE) is soliciting comments regarding a proposed air quality construction permit. Cargill Ag Supply Chain North America has applied for an air quality construction permit in accordance with the provisions of K.A.R. 28-19-300. Emissions of particulate matter (PM), particulate matter with less than or equal to 10 microns in aerodynamic diameter (PM10), and particulate matter with less than or equal to 2.5 microns in aerodynamic diameter (PM2.5) were evaluated during the permit review process.
Cargill Ag Supply Chain North America, 1425 N. Mosley, Wichita, KS 67214, owns and operates a soybean oil extraction plant located at 1425 N. Mosley, Wichita, KS 67214, at which replacement soybean cleaner and associated equipment are to be installed.
A copy of the proposed permit, permit application, all supporting documentation, and all information relied upon during the permit application review process are available for public review from the date of publication during normal business hours at the KDHE, Bureau of Air (BOA), 1000 SW Jackson, Suite 310, Topeka, KS 66612-1366 and at the South Central District Office, 300 W. Douglas, Suite 700, Wichita, KS 67202. To obtain or review the proposed permit and supporting documentation, contact Stephen Bartels at the central office of KDHE at 785-296-6421, or Josh Webb at the South Central District Office at 316-337-6042. The standard departmental cost will be assessed for any copies requested. The proposed permit, accompanied with supporting information, is available, free of charge, at the KDHE BOA Public Notice website at https://www.kdhe.ks.gov/413/Public-Notices.
Please direct written comments or questions regarding the proposed permit to Stephen Bartels, KDHE, BOA, 1000 SW Jackson, Suite 310, Topeka, KS 66612-1366. In order to be considered in formulating a final permit decision, written comments must be received no later than 12:00 p.m. Monday, February 19, 2024.
A person may request a public hearing be held on the proposed permit. The request for a public hearing shall be in writing and set forth the basis for the request. The written request must be submitted to Stephen Bartels, KDHE, BOA, 1000 SW Jackson, Suite 310, Topeka, KS 66612-1366, no later than 12:00 p.m. Monday, February 19, 2024, in order for the Secretary of Health and Environment to consider the request.
