Article 2.—LOTTERY RETAILERS
111-2-330. Cosentino’s Price Chopper Grocery Give-A-Way. (a) The term of this promotion shall begin at 5:00 a.m. on December 4, 2023 and end at 8:59 p.m. on December 15, 2023.
(b) During the term of this promotion with participating chain numbers 1436 and 1732 Cosentino’s Price Chopper stores in Kansas, the player shall receive an entry for the “Grocery Give-A-Way” promotion drawing for each qualifying purchase. A qualifying purchase shall be a Super Kansas Cash purchase of $3 or more on a single ticket. Lottery terminals shall automatically dispense an entry form for each qualifying purchase at participating retailers during the term of this promotion. The qualifying purchase may be for a single draw or for multiple draws.
(c) During the term of this promotion, sealed drop boxes for the deposit of entries shall be provided by the Kansas lottery and placed at all participating retailer locations. All drop boxes shall be collected by participating retailers’ personnel at the end of the promotion and held for Kansas lottery personnel to conduct the drawing.
(d) Entry into the “Grocery Give-A-Way” promotion shall be accomplished as follows:
(1) During the term of this promotion, with every qualifying purchase an entry form shall be automatically produced by the lottery online terminal.
(2) The purchaser must complete the information on the entry form in a legible manner. Only one name shall appear on each entry form.
(3) The completed entry form must be placed into the designated drawing receptacle provided at any participating retailer location no later than 8:59 p.m. on December 15, 2023.
(4) The holder of the entry is not required to personally attend the drawing or be present at the time of the drawing to be determined a winner.
(5) The drawing shall be conducted by Kansas lottery personnel at Cosentino’s corporate office or at each participating retailer location during the week of December 15, 2023. One winner and two alternate entries per store shall be drawn using a bare arm technique, while looking away from the receptacle and removing only one ticket at a time from the receptacle in which all entries were placed.
(6) Only entry forms obtained during the term of this promotion may be entered in the drawing.
(e) The person whose name appears on the first entry drawn, for each participating retailer, shall be the winner of $100 in groceries. The second and third entries drawn, for each participating retailer, shall be marked 1A and 2A in the order drawn and shall be used as alternate winners in the event the prize winner cannot be contacted or does not qualify under the terms of this promotion to win a prize. The winner shall be contacted by phone at the phone number listed by the entrant on the entry form. The winner shall be instructed how to verify his or her personal identification. If the winning entry does not qualify under the terms of this promotion or the winner is not able to be contacted within seven days from the date of the drawing, the prize shall be awarded to the first alternate winner in the same manner as the original winner. If the alternate winning entry does not qualify under the terms of this promotion or the alternate winner is not able to be contacted within 14 days from the date of the drawing, the prize shall be awarded to the second alternate winner in the same manner as the first alternate winner. If the second alternate winning entry does not qualify under the terms of this promotion or the second alternate winner is not able to be contacted within 21 days from the date of the drawing, the prize shall not be awarded. A claim form is not required to claim a prize in this drawing.
(f) The Kansas lottery shall reimburse each participating retailer a $75 instant ticket credit. Cosentino’s will pay the additional $25 per store for the total $100 prize.
(g) There is no limit on the number of entries a person may make, but each person may only win once regardless of the place of entry.
(h) Eligible entrants in the promotion must be 18 years of age or older, and may not be an employee of any Cosentino’s Price Chopper store in Kansas. (Authorized by and implementing K.S.A. 2023 Supp. 74-8710; effective, T-111-12-6-23, Nov. 8, 2023.)

111-4-3766. “Ca$h Money” instant ticket lottery game number 384. (a) The Kansas lottery may conduct an instant winner lottery game entitled “Ca$h Money.” The rules for this game are contained in K.A.R. 111-3-1 et seq. and 111-4-3766.

(e) The price of instant tickets sold by a retailer for this game shall be $1.00 each.
(f) “Ca$h Money” is a key number match game with an instant win and multiplier features. The player will scratch the play area to reveal one “WINNING NUMBER” and four “GAMES” to reveal a multiplier symbol, a “YOUR NUMBER” and a prize symbol for each “GAME.” Each “GAME” plays separately. If the player matches any “YOUR NUMBER” to the “WINNING NUMBER,” the player wins the prize amount multiplied by the multiplier symbol revealed for that “GAME.”
(g) Each ticket in this game may win up to 4 times.
(h) Approximately 1,200,000 tickets shall be ordered initially for this instant game. Additional ticket orders shall have the same prize structure, the same number of prizes per prize pool of 300,000 tickets, and the same odds as were contained in the initial ticket order.

Article 19.—SPECIFIC PLAYER LOYALTY CLUB RULES
111-19-167. X Cash Blitz Bonus Drawings. (a) The Kansas Lottery may conduct promotional drawings for each of the four instant ticket games listed in subsection (b) entitled “X Cash Blitz Bonus Drawings” awarding cash prizes to players selected as winners. Entries into the drawings will be accepted beginning at 12:01 a.m. on the day the instant tickets are first offered for sale to the general public and ending at 11:59 p.m. on September 22, 2024. The drawings will be conducted sometime after entry into the drawings has closed but before noon on September 26, 2024, at which time the winners will be announced.
(b) The specific tickets eligible for entry into these drawings shall be the following Kansas Lottery instant ticket games: $5 “50X Cash Blitz” game number 376; $10 “100X Cash Blitz” game number 377; $20 “200X Cash Blitz” game number 378; and $30 “300X Cash Blitz” game number 379.
(c) A player shall enter the drawings through the Kansas Lottery PlayOn program available at www.kslottery.com. The player shall follow the hyperlink specifically designated for the purpose of accessing the “X Cash Blitz Bonus Drawings” promotion. The player may enter the required data from the entry ticket manually for entry into the drawings. If the player does not enter the ticket data manually, the player may scan, if available, the ticket to enter data to be used for entry into the drawings using a mobile device and a downloaded Kansas Lottery PlayOn app. After the ticket data is successfully entered either manually or scanned using the app, the player will receive one entry into the drawings based on the specific ticket.
(d) The procedures set forth in K.A.R. 111-18-5 for selecting winners and alternate winners shall be followed. The first entrant selected in each drawing shall be the winner of a cash prize.
(1) The first drawing conducted shall be from among the entrants in the $5 50X Cash Blitz, game number 376, drawing. The cash prize awarded to the first entrant selected in the first drawing shall be $5,000.
(2) The second drawing conducted shall be from among the entrants in the $10 100X Cash Blitz, game number 377, drawing. The cash prize awarded to the first entrant selected in the second drawing shall be $10,000.
(3) The third drawing conducted shall be from among the entrants in the $20 200X Cash Blitz, game number 378, drawing. The cash prize awarded to the first entrant selected in the third drawing shall be $15,000.

111-19-168. Rival Shootout drawing. (a) The Kansas lottery may conduct a drawing entitled “Rival Shootout” in which one Kansas lottery player will win tickets and a parking pass for the Kansas University versus Kansas State University basketball game at Bramlage Coliseum in Manhattan, Kansas, on February 5, 2024. The Kansas lottery will accept entries into the drawing beginning at 12:01 a.m. on January 8, 2024, and ending at 11:59 p.m. on January 14, 2024. The drawing will be conducted sometime after entry into the drawing has closed but before noon on January 18, 2024, at which time the winner will be announced.
(b) Only registered Kansas Lottery PlayOn (“PlayOn”) members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted which are submitted by any method other than through PlayOn.
(c) A total of 422 player loyalty club points are required for a PlayOn member to enter once in the drawing. A player may enter the drawing as many times as his or her points allow.
(d) The procedures set forth in K.A.R. 111-18-5 for selecting the winner and alternate winners shall be followed. The Kansas lottery shall award the winner selected loge box tickets for four people and a parking pass to the February 5, 2024, Kansas University versus Kansas State University men’s basketball game. The winner will also receive: private pre-game tour of the Kansas State University training facility; Coach Jerome Tang autographed Kansas State basketball; Coach Bill Self autographed Kansas University basketball; and state and federal mandatory income withholding taxes paid by the Kansas lottery. The prize package is valued at approximately $3,218.31.
(e) The procedures set forth in K.A.R. 111-18-5 for contacting the winner and the claiming of prizes shall be followed, except as follows: in this promotion the winner will have a 5-day deadline to return their claim form. The Kansas lottery is not responsible for electronic malfunction or player error.
(f) In the event any prize awarded for this drawing is postponed, changed, or canceled in whole or in part, no cash prize substitutions shall be provided.
(g) The Kansas lottery retains the right to substitute an alternate prize of approximate equal value.

Article 501.—SOUTH CENTRAL GAMING ZONE
111-501-19. Play. (a) For the start of play, the dealer shall remove 5 cards from the automatic shuffler and spread those cards in the community area, then starting with the player farthest to his or her left and continuing around the table in a clockwise manner, deal the cards as follows:
(1) Two cards at a time face down to each player who has placed wagers.
(2) Two cards face down to the area designated for the dealer’s hand.
(b) After the dealing procedures specified above have been completed, each player shall examine his or her cards and replace the cards face down on the layout. The dealer shall then, starting with the player farthest to his or her left and proceeding in a clockwise manner around the table, ask each player if the player wishes to place a play wager prior to the dealing of the first three community cards. The player may either check or place a play wager in an amount equal to three or four times the amount of the player’s ante wager.
(c) If a player places a play wager, the wager shall be placed in the designated play betting area.
(d) If a player checks, the player shall remain in the game and defer his or her decision to place a play wager to the next betting opportunity.
(e) Once all players have either placed a play wager or checked, the dealer shall turn the first three cards in the community area face up.
(f) After the flop has been turned over, the dealer shall, starting with the player farthest to his or her left and proceeding in a clockwise manner around the table, ask each player who has not placed a play wager if he or she wishes to place a play wager prior to the dealing of the final two community cards. The player may either check or place a play wager in an amount equal to two times the amount of the player’s ante wager.
(g) If a player places a play wager, the wager shall be placed in the designated play betting area.
(h) If a player checks, the player shall remain in the game and defer his or her decision to place a play wager to the next betting opportunity.
(i) Once all players have either placed a play wager or checked, the dealer shall then turn the next two cards in the community area face up.
(j) After the final two community cards have been turned face up, the dealer shall, starting with the player farthest to his or her left and proceeding in a clockwise manner around the table, ask each player who has not yet placed a play wager whether he or she wishes to fold his or her hand or place a play wager equal in amount to his or her ante wager.
(k) If a player places a play wager, the wager shall be placed in the designated play betting area.
(l) If a player folds, the ante, blind and optional bad beat bonus wagers of the player shall be collected by the dealer and placed in the table inventory container.
(m) If the player has also placed a trips or ultimate pairs wager, the dealer shall place the cards of the player face down underneath the player’s trips or ultimate pairs wager pending its resolution at the conclusion of the round of play.
(n) If the player has not placed a trips or ultimate pairs wager, the dealer shall immediately spread the cards of the folded hand face down and place them back in the shuffle machine’s discard area.
(o) After each player has either folded or placed a play wager, the dealer shall then turn his or her two cards face up, position his or her cards near the three community cards that can be used to form the best possible five-card hand and announce the dealer’s hand to the players.
(p) If the dealer’s best possible five-card hand is lower than a pair, the dealer shall, starting with the player farthest to the dealer’s right who has placed a play wager and proceeding in a counterclockwise manner around the table, return each player’s ante wager and resolve all other wagers in accordance with subsection (q) below.
(q) If the dealer’s best possible five-card hand is a pair or above, the dealer shall, starting with the player farthest to the dealer’s right who has placed a play wager and proceeding in a counterclockwise manner around the table, turn the two cards of each player who has placed a play wager face up and announce the best possible five-card poker hand that can be formed using the player’s two cards and the five community cards. The wagers of each player shall be resolved one player at a time regardless of outcome. After all wagers placed by a player are settled, the player’s cards shall then be immediately collected by the dealer and placed back in the shuffle machine’s discard area.
(r) If the player’s five-card hand is ranked lower than the dealer’s five-card hand, the player shall lose and the dealer shall immediately collect any ante, blind and play wagers made by the player.
(s) If the player’s five-card hand is ranked higher than the dealer’s five-card hand, the player shall win and the dealer shall pay any ante, blind and play wagers made by the player provided that the blind wager shall not be paid unless the player’s winning hand has a rank of straight or higher.
(t) If the player’s five-card hand and the dealer’s five-card hand are of equal rank, the player’s hand shall be a push. In such case, the dealer shall not collect or pay the player’s ante, blind, or play wagers.
(u) After settling a player’s ante, blind, and play wagers, the dealer shall settle any trips, ultimate pairs and bad beat bonus wagers made by the player by determining whether the player’s five-card hand qualifies for a payout in accordance with K.A.R. 111-501-20. A winning trips, ultimate pairs or bad beat bonus wager shall be paid without regard to the outcome of any other wager made by the player.
(v) A player making the progressive wager also qualifies to win an envy bonus. If any player at the table is dealt a straight flush or royal flush, all other players who made a progressive wager win the envy bonus. The player dealt the hand that triggers the envy bonus shall not be paid an envy bonus.
(w) The dealer shall pay all envy bonuses at the end of the round. If more than one hand triggers an envy bonus, then multiple envy bonuses may be paid.
(x) After settling all other wagers, the dealer shall settle any progressive wagers. 111-501-161. Play. (a) For the start of play, starting with the player farthest to the dealer’s left and continuing around the table in a clockwise manner, the dealer shall deal the cards as follows:
(1) Five card packets are dealt to each player who has placed one or more wagers and to the dealer. All cards dealt to players and the dealer shall be dealt face down.
(2) After all cards have been dealt to the players and dealer, one additional card shall be dealt face down and placed in the area on the table gaming layout marked “Progressive Joker Replacement.” This card shall only be used to determine the result of a progressive wager if a player making a progressive wager has the joker card in the player’s hand, in which case the additional card shall replace the joker card.
(b) After all cards have been dealt, starting with the player farthest to the dealer’s left and proceeding in a clockwise manner around the table, the dealer shall ask each player if the player wishes to place a play wager. The player may either fold or place a play wager in an amount equal to two times the amount of the player’s ante wager.
(c) If a player places a play wager, the wager shall be placed in the designated play betting area.
(d) If a player folds, the ante and blind wagers of the player shall be collected, and if the player did not make a trips wager the player’s cards will also be collected and the player will not participate in the rest of that round of play. If the player made a trips wager, the dealer shall place the cards of the player face down underneath the player’s trips wager pending its resolution at the conclusion later in the round of play.
(e) Once all players have either placed a play wager or folded, the dealer shall turn all five of the dealer’s cards face up, position the cards to form the best possible five-card hand and announce the dealer’s hand to the players.
(f) Starting with the player farthest to the right of the dealer and working counterclockwise, the dealer shall turn each player’s cards face up and compare the dealer’s hand to the player’s hand. The dealer shall view the cards of each player who has placed a play wager face up and announce the best possible five-card poker hand that can be formed using the player’s cards. The wagers of each player shall be resolved one player at a time regardless of outcome.
(g) If the player’s hand is ranked higher than the dealer’s hand, the player shall win and the dealer shall pay any ante, blind and play wagers made by the player provided that the blind wager shall not be paid unless the player’s winning hand has a rank of straight or higher.
(h) If the player’s hand and the dealer’s hand are of equal rank, the player’s hand shall be a push. In such case, the dealer shall not collect or pay the player’s ante, blind, or play wagers.
(i) After settling a player’s ante, blind, and play wagers, the dealer shall settle any trips wager made by the player by determining whether the player’s hand qualifies for a payout in accordance with K.A.R. 111-501-162. A winning trips wager shall be paid without regard to the outcome of any other wager made by the player.
(j) If the player made a two-way bad beat wager and the player and dealer hands consist of a three-of-a-kind or higher ranking hand and do not tie, the two-way bad beat wager is paid as set forth in K.A.R. 111-501-162. The payout odds shall be based on the rank of the losing hand. If the player made a two-way bad beat wager but the player’s hand does not consist of a three-of-a-kind or higher ranking hand, the two-way bad beat wager loses and will be collected by the dealer. Two-way bad beat wagers will also lose and be collected by the dealer if both the player and dealer do not have a hand ranking three-of-a-kind or higher. If the dealer’s and player’s hands are of the same rank of at least three-of-a-kind or higher, the wager shall be a push and the player shall retain the player’s wager.
(k) After settling a player’s ante, blind, play, trips and two-way bad beat wagers, the dealer shall settle any progressive wager made by the player by determining whether the player’s hand qualifies for a payout in accordance with K.A.R. 111-501-162.
(l) A player making the progressive wager also qualifies to win an envy bonus. If any player at the table is dealt a Straight Flush or Royal Flush, all other players who made a progressive wager during the same round of play win the envy bonus in accordance with K.A.R. 111-501-162. The player dealt the hand that triggers the envy bonus shall not be paid an envy bonus.
(m) The dealer shall pay all envy bonuses at the end of the round of play. If more than one hand triggers an envy bonus, then multiple envy bonuses shall be paid.
(n) The progressive system is an optional system and is not required to operate the game. If the progressive system is not functional for any reason, the game may still be operated without it. 111-501-162. Payout odds. (a) Each winning ante and play wager shall be paid at odds of 1 to 1.
(b) Players shall be paid on each winning blind wager at the following payout odds:

For purposes of the progressive wager, no wild cards can be used in the player’s hand. If a player has made a progressive wager and the player’s hand contains a joker card, that card will be replaced with the additional card dealt during the dealing process:

(f) The progressive pool shall be funded as follows:
(1) To establish the beginning amount for each of the three progressive prize pools, the casino manager shall initially contribute $50,000 for the mega progressive pool, $5,000 for the major progressive pool and $1,250 for the minor progressive pool. A progressive pool will be replenished in those same amounts each time that progressive prize is awarded; and
(2) From each progressive wager, 10% shall be added to the mega progressive pool, 8% shall be added to the major progressive pool and 3% shall be added to the minor progressive pool.
(g) If during the same round of play one or more players are entitled to the same progressive prize pool, the total progressive amount will be split evenly between the one or more progressive winners.
(h) The following rules regarding irregularities shall apply:
(1) A card that is found face up in the shoe or the deck while the cards are being dealt shall not be used in the game and shall be placed in the discard rack. If more than one card is found face up in the shoe or the deck during the dealing of the cards, all hands shall be void and the cards shall be reshuffled. Notwithstanding the foregoing, if a card is found face up after each player and the dealer has received his or her five cards, any trips wager shall be settled in accordance with the payout odds set forth above; and
(2) If an automated card shuffling device is being used and the device jams, stops shuffling during a shuffle, or fails to complete a shuffle cycle, the cards shall be reshuffled.
