Article 4.—INSTANT GAMES AND DRAWINGS

111-4-3762. “Wild Side” instant ticket lottery game number 358. (a) The Kansas lottery may conduct an instant winner lottery game entitled “Wild Side.” The rules for this game are contained in K.A.R. 111-3-1 et seq. and 111-4-3762.

(b) The “play and prize symbols” and “captions” for this game are as follows:

(c) For this game, a play/prize symbol shall appear in 56 play spots within the play area or areas.

(d) The ticket numbers in each book of tickets in this game shall start with 000 and end with 059.

(e) The price of instant tickets sold by a retailer for this game shall be $5.00 each.

(f) “Wild Side” is a key number match game with instant wins, a multiplier area and three wild bonus symbol match areas. The player will scratch the play area to reveal five “LUCKY NUMBERS,” 12 “YOUR NUMBERS” and 12 “YOUR WILD NUMBERS” with a prize amount below each of the “YOUR NUMBERS” and “YOUR WILD NUMBERS.” If a player matches any of the “YOUR NUMBERS” to any of the “LUCKY NUMBERS,” the player wins the prize shown below that number. If a player matches any of the “YOUR WILD NUMBER” to any of the “LUCKY NUMBERS,” the player wins five times the amount shown below that number. The player will scratch the three wild bonus play areas; if the player reveals a symbol of a 10.00, 25.00 or a 50.00 in any or all of the bonus areas, the player wins that prize amount.

(g) Each ticket in this game may win up to 21 times.

(h) Approximately 750,000 tickets shall be ordered initially for this instant game. Additional ticket orders shall have the same prize structure, the same number of prizes per prize pool of 150,000 tickets, and the same odds as were contained in the initial ticket order.

Article 19.—SPECIFIC PLAYER LOYALTY CLUB RULES

111-19-165. College Bowl. (a) The Kansas lottery may conduct either or both of two drawings entitled “College Bowl” awarding a prize package to one player selected as the winner in each drawing conducted. The Kansas lottery may accept entries into the drawings beginning at 12:01 a.m. on October 16, 2023, and ending at 11:59 p.m. on November 26, 2023. Any drawing conducted pursuant to this regulation will be conducted sometime after entry into the drawings has closed but before noon on November 30, 2023, at which time the winners will be announced.

(b) Only registered Kansas Lottery PlayOn members may enter the drawings. PlayOn members must enter themselves into the drawings according to the terms and conditions of PlayOn. Entries shall not be accepted that are submitted by any method other than through PlayOn.

(c) A total of 900 player loyalty points are required for a PlayOn member to enter once in either of the drawings. A player may enter one or both of the drawings as many times as his or her points allow. A player shall select either the Kansas State University drawing described in paragraph (e)(1), if offered by the lottery, or the Kansas University drawing described in paragraph (e)(2), if offered by the lottery, each time they enter. A player winning one drawing will not disqualify the same player from winning the other drawing.

(d) The procedures set forth in K.A.R. 111-18-5 for selecting the winners and alternate winners shall be followed for each drawing.

(e) The lottery may conduct one drawing to select one winner for each prize package as follows:

(1) If Kansas State University is selected to play in a 2023-24 college football postseason bowl game, the winner of this drawing shall receive:

(A) Two tickets for the bowl game;

(B) Round trip coach airfare on an airline approved by the Kansas lottery that is departing from Wichita, Kansas, Manhattan, Kansas, Kansas City, Missouri, or Denver, Colorado;

(C) $250 Uber gift card;

(D) Three nights’ hotel accommodations, double occupancy, room and tax only;

(E) Invitation to a tailgate event endorsed by Kansas State University;

(F) Two Kansas State University football jerseys; and

(G) $1,000 VISA gift card.

If Kansas State University is not selected to play in a bowl game, the winner of this drawing shall instead receive $2,000 cash.

(2) If Kansas University is selected to play in a 2023-24 college football postseason bowl game, the winner of this drawing shall receive:

(A) Two tickets for the bowl game;

(B) Round trip coach airfare on an airline approved by the Kansas lottery that is departing from Wichita, Kansas, Manhattan, Kansas, Kansas City, Missouri, or Denver, Colorado;

(C) $250 Uber gift card;

(D) Three nights’ hotel accommodations, double occupancy, room and tax only;

(E) Invitation to a tailgate event endorsed by Kansas University;

(F) Two Kansas University football jerseys; and

(G) $1,000 VISA gift card.

If Kansas University is not selected to play in a bowl game, the winner of this drawing shall instead receive $2,000 cash.

(f) State and federal mandatory income withholding taxes shall be paid by the Kansas lottery based on the final value of the prize in each drawing.

(g) The maximum estimated value of each prize package is approximately $8,000.

(h) The procedures set forth in K.A.R. 111-18-5 for contacting the winners and the claiming of the prize shall be followed. The Kansas lottery is not responsible for electronic malfunction or player error.

(i) By accepting any portion of the prize for which a ticket, voucher, certificate or pre-paid gift card is provided, winner must abide by any terms, conditions, and restrictions provided thereon. Lost, mutilated, or stolen tickets, vouchers, certificates, or pre-paid gift cards will not be replaced.

(j) Prizes are not exchangeable for cash. The Kansas lottery retains the right to substitute an alternate prize of approximate equal value.

(k) In the event the trip prize package awarded for either drawing is postponed, changed, or canceled in whole or in part, no cash prize substitutions shall be provided.

(l) All winners and guests shall release the Kansas lottery from any liability for injuries sustained while redeeming any portion of the prize.

(m) By entering the drawing, entrant agrees to PlayOn terms and conditions.

Article 501.—SOUTH CENTRAL GAMING ZONE

111-501-6. Rules of the game. (a) The cards shall be shuffled under the following circumstances:

(1) A new set of decks are put into play.

(2) When the cut card appears during the course of the play, in which case the shuffle will take place prior to the next round of play.

(3) Whenever the cards have been dropped or otherwise mishandled.

(4) Whenever instructed to do so by the table game supervisor or higher ranking casino official.

(5) At no time will the dealer shuffle at the request of a player unless authorized to do so by a table games supervisor or higher ranking casino official.

(b) The dealer is to maintain physical and visual contact with the deck at all times while the deck is out of the shoe; however, the cards shall be placed back in the dealer’s shoe for commencement of play.

(c) A card shall be burned for the following reasons:

(1) After a shuffle of the cards.

(2) A card has been exposed or dealt by mistake unless the card was exposed or dealt by mistake to the player who acts immediately prior to the dealer.

(3) When a dealer is relieved, the new dealer shall burn a card.

(4) If there are players at the table, upon the arrival of new players, the dealer shall burn a card.

(d) All cards shall be dealt from a dealing shoe secured to and located on the extreme left-hand side of the table.

(e) All players’ cards should be delivered face up, starting on the dealer’s left and continuing clockwise around the table.

(f) After each player has received one card, the dealer shall take one card face down. A second card should be dealt to each player face up and the dealer’s final card will be dealt face up. The card should be placed underneath the first card which is now turned face up and should cover the hole card in such a way that no part of that card is visible.

(g) A player may elect to double down with any initial two cards, and bet up to the amount of his original bet on the condition that only one additional card shall be dealt to the player.

(h) The additional chips for the double-down bet should be placed next to the original wager before the double down card is dealt.

(i) The double down card will be exposed and placed across the two cards involved, in such a manner as to keep the number exposed on the player’s second card.

(j) When paying double down bets, the bet is not combined into one stack and the stack is not sized into the other stack. The dealer is not permitted to move the player’s bet with chips in the dealer’s hand.

(k) Whenever the initial two cards to a player are of the same face value, the player may elect to split the cards into two separate hands, provided that the player makes a bet equal to the original bet. The following rules apply to splitting cards:

(1) After splitting, the first hand will receive a card. This hand will be completed by either hitting again or staying before the next hand is dealt to.

(2) The second hand will receive a card. This hand will be completed by either hitting again or staying before moving on to the next hand.

(3) A player may split up to three times excluding aces which may only be split once. When aces are split, the player will only receive one card per ace.

(l) The dealer will ask if any player wishes to place an insurance bet when the dealer’s card dealt face up is an ace.

(m) Insurance is a separate bet. The player is betting that the dealer has blackjack. If the dealer does not have blackjack, then the player loses the player’s insurance bet.

(n) The player can take insurance for any amount up to one-half of the original bet.

(o) The insurance bet shall be placed on the insurance line on the table layout.

(p) The dealer will then verbally close the time for accepting insurance bets.

(q) If the dealer’s hand is a blackjack and the player has taken insurance, the dealer will take the losing bet and pay off the winning insurance bet with it in an amount not to exceed the player’s original bet. Insurance will be paid at a rate of 2 to 1.

(r) If the player’s hand is a blackjack and the dealer’s card dealt face up is an ace, the player can announce even money and be paid the amount of the player’s bet.

(s) Players may insure a toke bet and the bet is handled by the same procedure as any other insurance bet.

(t) A player may place more than one-half of their original bet on the insurance line but only one-half of their original bet is in action. Any overage will be returned to the player after it is determined that the dealer does or does not have blackjack.

(u) All blackjacks will be paid at odds of 3 to 2. The dealer shall pay the player having a blackjack during the normal course of the dealer’s take and pay procedures. If the dealer and a player have blackjack, the player’s bet will be a tie.

(v) If the dealer looks at the dealer’s hole card and fails to recognize the fact the dealer has a blackjack, the dealer’s hand will be played as a total of 21 only, and not as a blackjack. A player that doubles down or splits will receive back any additional wagers made after their initial wager.

(w) Any player’s hand that exceeds a total of 21 has broke or busted and their hand loses.

(x) If the dealer has a card dealt face up with the value of ten, the dealer will use the peeking device built into the gaming table to check to see if the dealer has a blackjack. If the dealer has an ace dealt face up, the dealer shall offer an insurance wager to all players at the table. After all players have either made or declined to make an insurance wager the dealer will use the peeking device built into the gaming table to check to see if the dealer has a blackjack.

(y) If the dealer has a blackjack all losing bets will be collected and all blackjacks will tie.

(z) If the dealer does not have blackjack the hand will continue as normal.

(aa) A card found turned upwards in the shoe shall not be used in that game and shall be placed in the discard rack.

(bb) A card drawn in error without its face being exposed shall be used as though it were the next card from the shoe.

(cc) After the initial two cards have been dealt to each player and a card is drawn in error and exposed to the players, such card shall be burned or placed in the discard rack and will not be offered to any player or to the dealer unless the card was exposed or dealt by mistake to the player who acts immediately prior to the dealer. In that case, if the card is needed by the dealer to complete the dealer’s hand, then the card shall be retained by the dealer. If the card is not needed by the dealer to complete the dealer’s hand, then the card shall be burned.

(dd) If the dealer has a point total of a hard seventeen or more and accidentally draws a card for the dealer, such card shall be burned.

(ee) If the dealer misses dealing his first or second card to the dealer, the dealer shall continue dealing the first two cards to each player, and then deal the appropriate number of cards to the dealer.

(ff) If there are insufficient cards remaining to complete a round of play, all of the cards in the discard rack shall be shuffled and cut, the first card shall be drawn face down and burned, and the dealer shall complete the round of play.

(gg) If no cards or only one card is dealt to a player’s hand, the hand is dead and the player shall be included in the next deal.

(hh) If any card is dealt and an error occurs, at no time will any card be backed up as a result of the error.

(ii) If a dispute occurs because of a mistake during a hand, the table games supervisor or higher ranking casino official shall be authorized to declare that all or part of the hand is void and can return any disputed money.

(jj) If offered at the blackjack table, a player making a blackjack wager may also make an optional three card poker wager or TriLux wager in the area on the table designated for that optional wager so long as the wager is made prior to the first card of the hand being removed from the shoe.

(kk) If a player makes an optional three card poker wager or TriLux wager, the player may also make a three card poker wager or TriLux wager as a tip for the dealer so long as the tip wager is made prior to the first card of the hand being removed from the shoe.

(ll) Resolution of all optional three card poker wagers or TriLux wagers shall be made after all players and the dealer have received their second card and before the blackjack game continues.

(mm) An optional three card poker wager or TriLux wager will win if the dealer’s card dealt face up and the player’s two cards combined equal one of the following three card poker hands:

(1) A “flush,” which means three cards of the same suit;

(2) A “straight,” which means three cards of consecutive rank, with the ranking of cards from lowest to highest being 2, 3, 4, 5, 6, 7, 8, 9, 10, jack, queen, king, and ace, except that an ace can also be used with a 2 and 3 to make a straight;

(3) A “three of a kind,” which means three cards of the same rank; and,

(4) A “straight flush,” which means a “straight” as defined hereinabove, when all three cards are in the same suit.

(nn) An optional three card poker wager or TriLux wager will lose if the dealer’s card dealt face up and the player’s two cards combined do not equal one of the three card poker hands listed in subsection (mm).

(oo) All winning three card poker wagers or TriLux wagers shall be paid at the rate of nine to one.

(pp) All three card poker wagers or TriLux wagers shall be taken or paid from the dealer’s right to left before the blackjack portion of the game continues.

(qq) If offered at the blackjack table, a player making a blackjack wager may also make an optional king’s bounty deluxe side wager in the area on the table designated for that optional wager so long as the wager is made prior to the first card of the round being removed from the shoe.

(rr) An additional king’s bounty deluxe wager may be made by the player prior to the first card of the round being removed from the shoe in an area designated for the king’s bounty deluxe wager as a tip for the dealer.

(ss) To begin each round, a player must make his or her blackjack wager and any optional wagers the player chooses to make, including the king’s bounty deluxe wager.

(tt) The dealer then follows normal procedures for dealing the game of blackjack.

(uu) All king’s bounty deluxe wagers shall be settled as follows:

(1) The king’s bounty deluxe wagers will be settled immediately after all players and the dealer receive their first two cards, except that if a player has two kings of spades and the dealer has a potential blackjack, the dealer will settle that king’s bounty deluxe wager at the end of the round of play;

(2) If the dealer has a potential blackjack, the dealer will then check the dealer’s hole card;

(3) If the dealer has a blackjack, the player will not have the option of adding to their blackjack wager; and,

(4) If the dealer does not have a blackjack, players will have the options as described in subsections (ww) and (xx) herein.

(vv) A king’s bounty deluxe wager will win and be paid at the following odds if the player’s first two cards are as follows:

(1) Two kings of spades and the dealer has a blackjack pays 1,000 to 1;

(2) Two kings of spades and the dealer does not have a blackjack pays 75 to 1;

(3) Two kings of the same suit, other than spades, pays 25 to 1;

(4) Two 10’s, two jacks or two queens of the same suit pays 10 to 1;

(5) Suited 20, two cards of the same suit whose sum equals 20, pays 6 to 1;

(6) Two king’s not of the same suit pays 4 to 1; and,

(7) Unsuited 20, which consists of two cards not of the same suit whose sum equals 20, pays 2 to 1.

(ww) Players who win a king’s bounty deluxe wager, other than players that have two kings of spades when the dealer has a blackjack shall then have the option to either collect that wager and winnings or place any amount up to the entire king’s bounty deluxe wager and winnings on the player’s original blackjack wager, but the cumulative total of the amount so added plus the original blackjack wager may not exceed the table limits.

(xx) Players who win a king’s bounty deluxe wager and apply all or part of the winnings to their original blackjack wager will have this cumulative amount considered to be their blackjack wager. If the player eventually splits pairs, the player must match the entire wager. If the player doubles down, the player may wager any amount up to a maximum of the player’s original wager.

(yy) If offered at the blackjack table, a player making a blackjack wager may also make an optional royal match deluxe wager in the area on the table designated for the optional wager so long as the wager is made prior to the first card of the hand being removed from the shoe.

(zz) If a player makes an optional royal match deluxe wager, the player may also make a royal match deluxe wager as a tip for the dealer so long as the tip wager is made prior to the first card of the hand being removed from the shoe.

(aaa) Resolution of all optional royal match deluxe wagers shall be made after all players and the dealer have received their second card and before the blackjack game continues.

(bbb) A royal match deluxe wager will win if both of the player’s two cards are in the same suit. A royal match deluxe wager will lose if both of the player’s two cards are not in the same suit.

(ccc) Winning royal match deluxe wagers shall be paid at odds of two to one, unless the two cards are a king and queen of the same suit, in which case the player’s wager shall be paid at odds of 15 to one.

(ddd) The dealer will then check the dealer’s hole card. If the dealer’s hand constitutes a blackjack, the dealer must pay the player his or her wager and winnings on the royal match deluxe wager.

(eee) If the dealer’s hand does not constitute a blackjack, a player winning a royal match deluxe wager shall have the following options:

(1) The player may collect the player’s royal match deluxe wager and winnings; or,

(2) The player may place any or all of the player’s royal match deluxe wager and winnings on their blackjack wager, except that the total amount of the blackjack wager may not exceed the maximum blackjack wager allowed for that hand of blackjack. If any portion of the royal match deluxe wager and winnings is not added to the player’s blackjack wager, that portion shall be paid to the player. A player may add to the player’s blackjack wager as set forth herein even if the player’s hand constitutes a blackjack.

(fff) If a player adds any or all of the player’s royal match deluxe wager and winnings to the blackjack wager, the amount added plus the original blackjack wager will then become the player’s blackjack wager for that hand. If during that hand of blackjack the player splits pairs, the player must match that entire wager. If during that hand of blackjack the player doubles down, the player must place an additional wager in any amount that does not exceed the amount of the amount added plus the original blackjack wager.

(ggg) Only the dealer shall touch the gaming chips in order to add all or any portion of a winning royal match deluxe wager to a player’s blackjack wager, per the instructions of that player.

(hhh) If offered at the blackjack table, a player making a blackjack wager may also make an optional $5 blazing 7’s progressive wager in the area on the table designated for the optional wager so long as the wager is made prior to the first card of the hand being removed from the shoe.

(iii) Resolution of all optional blazing 7’s progressive wagers shall be made after all players and the dealer have received their second card and before the blackjack game continues.

(jjj) A blazing 7’s progressive wager will win if at least one of the first two cards dealt to a player is a 7 card. A blazing 7’s progressive wager will lose if neither of the player’s first two cards are a 7 card. For purposes of resolving blazing 7’s progressive wagers, only the first two cards dealt to the player and the card dealt face up to the dealer are used.

(kkk) Winning blazing 7’s progressive wagers shall be paid as follows:

For purposes of determining the same suit color, the suits of diamonds and hearts are both of the same red suit color and the suits of spades and clubs are both of the same black suit color.

(lll) The blazing 7’s progressive pool seed amount and re-seed amount shall begin at $10,000 to be paid by the lottery gaming facility manager. From each blazing 7’s progressive wager 24% shall be added to the progressive pool. The progressive pool shall only be re-seeded after the 100% progressive prize is paid. 111-501-18. Wagers. (a) All wagers at Ultimate Texas Hold’em shall be made by placing gaming chips or, if applicable, a match play coupon on the appropriate betting areas of the table layout. A verbal wager accompanied by cash shall not be accepted.

(b) All ante, blind, and trips wagers shall be placed prior to the dealer dealing the hand. Except for a “play wager” as provided in K.A.R. 111-501-19, no wager shall be made, increased, or withdrawn after the dealer begins to deal the hand.

(c) Upon placing an ante wager and a blind wager, a player may also place a trips wager by placing a wager on the designated betting area of the layout. The outcome of the trips wager shall have no bearing on any other wager made by the player at the game of Ultimate Texas Hold’em.

(d) Any player who places an ante wager may also make a progressive wager by placing gaming chips on the progressive wager sensor in front of their betting position prior to the dealer dealing the first card.

(e) Play wagers shall be made in accordance with the provisions set forth in these rules.

(f) Any player who makes an ante wager may also make an ultimate pairs bonus wager by placing gaming chips on the designated betting area of the layout. The outcome of the ultimate pairs bonus wager shall have no bearing on any other wager made by the player at the game of Ultimate Texas Hold’em.

(g) Any player who makes ante, blind and trips wagers may also make a bad beat bonus wager by placing gaming chips on the designated betting area of the layout. The outcome of the bad beat bonus wager shall have no bearing on any other wager made by the player at the game of Ultimate Texas Hold’em.

(h) Only players who are seated at the Ultimate Texas Hold’em poker table may place a wager at the game.

(i) A player shall not be permitted to wager on more than one player position at an Ultimate Texas Hold’em table. 111-501-19. Play. (a) For the start of play, the dealer shall remove 5 cards from the automatic shuffler and spread those cards in the community area, then starting with the player farthest to his or her left and continuing around the table in a clockwise manner, deal the cards as follows:

(1) Two cards at a time face down to each player who has placed wagers.

(2) Two cards face down to the area designated for the dealer’s hand.

(b) After the dealing procedures specified above have been completed, each player shall examine his or her cards and replace the cards face down on the layout. The dealer shall then, starting with the player farthest to his or her left and proceeding in a clockwise manner around the table, ask each player if the player wishes to place a play wager prior to the dealing of the first three community cards. The player may either check or place a play wager in an amount equal to three or four times the amount of the player’s ante wager.

(c) If a player places a play wager, the wager shall be placed in the designated play betting area.

(d) If a player checks, the player shall remain in the game and defer his or her decision to place a play wager to the next betting opportunity.

(e) Once all players have either placed a play wager or checked, the dealer shall turn the first three cards in the community area face up.

(f) After the flop has been turned over, the dealer shall, starting with the player farthest to his or her left and proceeding in a clockwise manner around the table, ask each player who has not placed a play wager if he or she wishes to place a play wager prior to the dealing of the final two community cards. The player may either check or place a play wager in an amount equal to two times the amount of the player’s ante wager.

(g) If a player places a play wager, the wager shall be placed in the designated play betting area.

(h) If a player checks, the player shall remain in the game and defer his or her decision to place a play wager to the next betting opportunity.

(i) Once all players have either placed a play wager or checked, the dealer shall then turn the next two cards in the community area face up.

(j) After the final two community cards have been turned face up, the dealer shall, starting with the player farthest to his or her left and proceeding in a clockwise manner around the table, ask each player who has not yet placed a play wager whether he or she wishes to fold his or her hand or place a play wager equal in amount to his or her ante wager.

(k) If a player places a play wager, the wager shall be placed in the designated play betting area.

(l) If a player folds, the ante, blind and optional bad beat bonus wagers of the player shall be collected by the dealer and placed in the table inventory container.

(m) If the player has also placed a trips or ultimate pairs wager, the dealer shall place the cards of the player face down underneath the player’s trips or ultimate pairs wager pending its resolution at the conclusion of the round of play.

(n) If the player has not placed a trips or ultimate pairs wager, the dealer shall immediately spread the cards of the folded hand face down and place them back in the shuffle machine’s discard area.

(o) After each player has either folded or placed a play wager, the dealer shall then turn his or her two cards face up, position his or her cards near the three community cards that can be used to form the best possible five-card hand and announce the dealer’s hand to the players.

(p) If the dealer’s best possible five-card hand is lower than a pair, the dealer shall, starting with the player farthest to the dealer’s right who has placed a play wager and proceeding in a counterclockwise manner around the table, return each player’s ante wager and resolve all other wagers in accordance with subsection (q) below.

(q) If the dealer’s best possible five-card hand is a pair or above, the dealer shall, starting with the player farthest to the dealer’s right who has placed a play wager and proceeding in a counterclockwise manner around the table, turn the two cards of each player who has placed a play wager face up and announce the best possible five-card poker hand that can be formed using the player’s two cards and the five community cards. The wagers of each player shall be resolved one player at a time regardless of outcome. After all wagers placed by a player are settled, the player’s cards shall then be immediately collected by the dealer and placed back in the shuffle machine’s discard area.

(r) If the player’s five-card hand is ranked lower than the dealer’s five-card hand, the player shall lose and the dealer shall immediately collect any ante, blind and play wagers made by the player.

(s) If the player’s five-card hand is ranked higher than the dealer’s five-card hand, the player shall win and the dealer shall pay any ante, blind and play wagers made by the player provided that the blind wager shall not be paid unless the player’s winning hand has a rank of straight or higher.

(t) If the player’s five-card hand and the dealer’s five-card hand are of equal rank, the player’s hand shall be a push. In such case, the dealer shall not collect or pay the player’s ante, blind, or play wagers.

(u) After settling a player’s ante, blind, and play wagers, the dealer shall settle any trips, ultimate pairs and bad beat bonus wagers made by the player by determining whether the player’s five-card hand qualifies for a payout in accordance with K.A.R. 111-501-20. A winning trips, ultimate pairs or bad beat bonus wager shall be paid without regard to the outcome of any other wager made by the player.

(v) A player making the progressive wager also qualifies to win an envy bonus. If any player at the table is dealt a straight flush or royal flush that wins a progressive bonus, all other players who made a progressive wager win the envy bonus. The player dealt the hand that wins the progressive bonus shall not be paid an envy bonus but shall only be paid the applicable progressive prize.

(w) The dealer shall pay all envy bonuses at the end of the round. If more than one hand triggers an envy bonus, then multiple envy bonuses may be paid.

(x) After settling all other wagers, the dealer shall settle any progressive wagers. 111-501-20. Payout odds. (a) Each winning ante and play wager shall be paid at odds of 1 to 1.

(b) If a player’s five-card hand ranks higher than the dealer’s five-card hand, the player shall be paid on the player’s blind wager in accordance with the following odds:

(c) Players shall be paid on each winning trips wager at no less than the odds set forth in the alternative pay table set forth below that is implemented by the lottery gaming facility manager as approved by the executive director of the Kansas lottery:

The payouts listed above do not include the return of the player’s original bet. The trips bets are paid as each hand decision is made.

(d) Players shall be paid on each winning progressive wager in accordance with the following pay tables based upon a $5 progressive wager. To win any progressive wager in the game of Ultimate Texas Hold’em, players must use their two cards and the first three community cards to make a qualifying hand. The prizes for a royal flush, straight flush and four-of-a-kind are for a percentage of the funds in the respective progressive pool at the time of the win:

Prizes do not include the return of the player’s original wager and only the three prizes denoted as percentages shall be paid out of the respective progressive pool.

(e) The minimum progressive wager shall be in the amount of $5.00 as posted at each table that offers the progressive wager.

(f) The progressive pools shall be funded as follows:

(1) The casino manager shall initially contribute $50,000 to establish the beginning amount for the mega progressive pool, $5,000 to establish the major progressive pool and $1,250 to establish the minor progressive pool. The progressive pools will be replenished in those same amounts each time that progressive prize is awarded; and

(2) A total of 21% of each progressive wager shall be added to the progressive pools and applied as follows: 10% will fund the mega progressive pool; 8% will fund the major progressive pool; and 3% will fund the minor progressive pool.

(g) If during the same round of play multiple players are entitled to a progressive pool, the progressive pool shall be evenly divided between all winning players.

(h) Using only the two cards dealt to the player, players who made a winning ultimate pairs bonus wager shall be paid in accordance with the following pay table:

(i) If the player made a bad beat bonus wager, the wager wins if the player and the dealer are involved in a bad beat. There are two ways to create a bad beat:

(1) The player has a three-of-a-kind or higher ranking hand and loses to the dealer; or

(2) The dealer’s hand is a three-of-a-kind or higher ranking hand and the player’s hand is higher ranking than the dealer’s hand.

(j) Bad beat bonus payouts are based on the rank of the losing hand only and will be paid according to the following pay table:

(k) If the player made a bad beat bonus wager but the player’s hand does not consist of a three-of-a-kind or higher ranking hand or if the player’s and dealer’s hands tie, the wager loses and will be collected by the dealer. Bad beat wagers will also lose and be collected by the dealer if both the player and dealer do not have a hand that is a three-of-a-kind or higher ranking hand.

(l) The following rules regarding irregularities shall apply:

(1) If any card dealt to the dealer in Ultimate Texas Hold’em is exposed prior to each player having either folded or placed a play wager, all hands shall be void. Notwithstanding the foregoing, if a player has placed a trips wager, the community cards shall be dealt and each trips wager shall be settled.

(2) A card that is found face up in the shoe or the deck while the cards are being dealt shall not be used in the game and shall be placed in the discard rack. If more than one card is found face up in the shoe or the deck during the dealing of the cards, all hands shall be void and the cards shall be reshuffled. Notwithstanding the foregoing, if the card(s) are found face up after each player and the dealer has received his or her initial two cards, the community cards shall be dealt and any trips wager shall be settled in accordance with the payout odds set forth above.

(3) A card drawn in error without its face being exposed shall be used as though it was the next card from the shoe or the deck.

(4) If a player is dealt an incorrect number of cards, that player’s hand shall be void. If the dealer is dealt an incorrect number of cards, all players’ hands shall be void unless the dealer can deal himself or herself the correct number of cards in sequence, provided that such cards have not already been turned face up and the deck contains the correct number of cards.

(5) If an automated card shuffling device is being used and the device jams, stops shuffling during a shuffle, or fails to complete a shuffle cycle, the cards shall be reshuffled.

(6) If an automated dealing shoe is being used and the device jams, stops dealing cards, or fails to deal cards during a round of play, the round of play shall be void and the cards shall be removed from the device and reshuffled with any cards already dealt.

(7) Any automated card shuffling device or automated dealing shoe shall be removed from a gaming table before any other method of shuffling or dealing may be utilized at that table. 111-501-126. Wagers and payout odds. (a) Minimum and maximum wagers will be posted on a sign at each table.

(b) Maximum table payouts, if any, will be posted at each table and will not be less than the maximum wager times the maximum odds.

(c) If a player has been permitted to wager less than the table minimum, the dealer will take or pay the amount actually wagered. If a player has been permitted to wager more than the table maximum, the excess will be returned to the player and the dealer will pay the correct odds on the posted maximum amount. The player will be informed of the table minimum or maximum for subsequent wagers.

(d) A player may play two hands at double the table minimum per hand not to exceed the table maximum. A player may play three hands at five times the table minimum, per hand, not to exceed the table maximum.

(e) The following describes a list of permissible wagers, payout odds, and what constitutes a win, loss, or tie:

(1) Original wagers:

(A) An original wager will be made by the player prior to the first card of the hand being dealt.

(B) An additional original wager may be made as a tip for the dealer.

(C) An original wager will win if the total point value of the player’s cards exceeds the total point value of the dealer’s cards without exceeding a total point value of 21. In the event the player’s first two cards have a total point value of 21, the player will have a blackjack.

(D) An original wager will lose if the dealer has a blackjack and the player does not have a blackjack, if the total point value of the player’s cards exceeds 21 or if the total point value of the player’s cards is lower than the total point value of the dealer’s cards.

(E) An original wager will tie if the total point value of the player’s cards is equivalent to the total point value of the dealer’s cards.

(F) When a player’s hand consists of a blackjack, the winning hand will be paid out at a rate of 3 to 2. All winning original wagers, except hands consisting of a blackjack, will be paid out at the rate of 1 to 1.

(2) Insurance wager:

(A) An insurance wager is a one-time wager in an amount up to one-half of the original wager that may be taken when the dealer has an ace for the first card dealt face up to the dealer. An insurance wager will be made prior to the dealer looking at the second card dealt to the dealer, which card is dealt face down.

(B) An additional insurance wager may be made as a tip for the dealer.

(C) An insurance wager will win at the rate of 2 to 1 if the dealer has a blackjack.

(D) An insurance wager will lose if the dealer does not have a blackjack.

(3) Double down wager:

(A) An additional wager may be made by the player up to the amount of the player’s original wager on the condition only one additional card will be dealt to the player. This wager can be made on any hand consisting of two cards including after splitting, except that the wager may not be made after splitting aces.

(B) An additional double down wager may be made as a tip for the dealer only if the player has made an original wager for the dealer.

(C) A double down wager will win if the total point value of the player’s cards exceeds the total point value of the dealer’s cards without exceeding a total point value of 21.

(D) A double down wager will lose if the total point value of the player’s cards exceeds 21 or if the total point value of the player’s cards is less than the total point value of the dealer’s cards.

(E) A double down wager will tie if the player’s hand and the dealer’s hand are of equal total point value.

(F) A winning double down wager will be paid at the rate of 1 to 1.

(4) Split wager:

(A) An additional wager made when a player’s initial two cards are of the same face value provided the player makes a wager equal to the original wager. A player may split up to three times for a total of four hands. A player may double down after splitting with the exception of after splitting aces. A player will only receive one additional card after splitting aces.

(B) A split wager will win if the total point value of the cards in each hand held by a player exceeds the total point value of the dealer’s cards without exceeding a total point value of 21. The point value of the player’s cards and the dealer’s cards are totaled separately.

(C) A split wager will lose if the total point value of the cards in each hand held by a player exceeds 21 or is less than the total point value of the dealer’s cards. The point value of the player’s cards and the dealer’s cards are totaled separately.

(D) A split wager will tie if the player’s hand and the dealer’s hand are of equal total point value.

(E) A winning split wager will be paid at the rate of 1 to 1.

(F) An additional split wager may be made as a tip for the dealer only if the player has made an original wager for the dealer.

(5) Three-card wagers:

(A) An optional three-card wager or TriLux wager may be made by the player prior to the first card of the hand being removed from the shoe in an area designated for the three-card wager. The player must make an original blackjack wager in order to place the three-card wager or TriLux wager.

(B) An additional three-card wager or TriLux wager may be made as a tip for the dealer.

(C) A three-card wager or TriLux wager will win if the dealer’s up card and the player’s original two cards combined equal a flush, straight, three-of-a-kind, or straight flush.

(D) A three-card wager or TriLux wager will lose if the dealer’s up card and the player’s original two cards combined do not equal a flush, straight, three-of-a-kind, or straight flush.

(E) Winning three-card wagers or TriLux wagers will be paid out as follows:

(i) When the player’s original two cards and the dealer’s up card combined equal a flush, straight, three-of-a-kind, or a straight flush, the hand will be paid at a rate of 9 to 1.

(ii) All three-card wagers or TriLux wagers will be taken or paid before the blackjack portion of the game continues.

(6) Top 3 wagers or TriLux Super 3 wagers:

(A) An optional Top 3 wager or TriLux Super 3 wager may be made by the player prior to the first card of the hand being removed from the shoe in an area designated for the Top 3 wager or TriLux Super 3 wager. The player must make an original blackjack wager and a three card wager or TriLux wager in order to place the Top 3 wager or TriLux Super 3 wager.

(B) An additional Top 3 wager or TriLux Super 3 wager may be made as a tip for the dealer.

(C) A Top 3 wager or TriLux Super 3 wager will win if the dealer’s up card and the player’s original two cards combined equal a three-of-a-kind, straight flush, or a suited three-of-a-kind.

(D) A Top 3 wager or TriLux Super 3 wager will lose if the dealer’s up card and the player’s original two cards combined do not equal a three-of-a-kind, straight flush, or a suited three-of-a-kind.

(E) Winning Top 3 wagers or TriLux Super 3 wagers will be paid out as follows:

(i) When the player’s original two cards and the dealer’s up card combined equal a three-of-a-kind the hand will be paid at a rate of 90 to 1.

(ii) When the player’s original two cards and the dealer’s up card combined equal a straight flush the hand will be paid at a rate of 180 to 1.

(iii) When the player’s original two cards and the dealer’s up card combined equal a suited three-of-a-kind the hand will be paid at a rate of 270 to 1.

(iv) All Top 3 wagers or TriLux Super 3 wagers will be taken or paid before the blackjack portion of the game continues.

(7) $5 Blazing 7’s wagers:

(A) If offered at the Top 3 or TriLux Super 3 table, a player may also make an optional $5 blazing 7’s progressive wager in the area on the table designated for the optional wager so long as the wager is made prior to the first card of the hand being removed from the shoe.

(B) Resolution of all optional blazing 7’s progressive wagers shall be made after all players and the dealer have received their second card.

(C) A blazing 7’s progressive wager will win if at least one of the first two cards dealt to a player is a 7 card. A blazing 7’s progressive wager will lose if neither of the player’s first two cards are a 7 card. For purposes of resolving blazing 7’s progressive wagers, only the first two cards dealt to the player and the card dealt face up to the dealer are used.

(D) Winning blazing 7’s progressive wagers shall be paid as follows:

For purposes of determining the same suit color, the suits of diamonds and hearts are both of the same red suit color and the suits of spades and clubs are both of the same black suit color.

(E) The blazing 7’s progressive pool seed amount and re-seed amount shall begin at $10,000 to be paid by the lottery gaming facility manager. From each blazing 7’s progressive wager 24% shall be added to the progressive pool. The progressive pool shall only be re-seeded after the 100% progressive prize is paid.
