111-4-3749. “Super Loteria” instant ticket lottery game number 323. (a) The Kansas lottery may conduct an instant winner lottery game entitled “Super Loteria.” The rules for this game are contained in K.A.R. 111-3-1 et seq. and 111-4-3749.

(c) For this game, a play symbol shall appear in 47 play spots within the play area or areas.
(d) The ticket numbers in each book of tickets in this game shall start with 000 and end with 059.
(e) The price of instant tickets sold by a retailer for this game shall be $5.00 each.
(f) “Super Loteria” is a three-part symbol match game. The first two parts consist of separate grids with 16 “LOTERIA” play symbols each covered with translucent material and the third part consists of a “CALLER CARDS” with 14 play symbols and a “BONUS CARD” with one play symbol. The player will remove the scratch-off material to reveal 14 “CALLER CARDS” symbols and one “BONUS CARD” symbol. For each “CALLER CARDS” symbol and “BONUS CARD” symbol, the player will find the corresponding grid symbol and scratch only that square. If the player uncovers four contiguous play symbols in a straight horizontal line in a grid, four contiguous play symbols in a straight vertical line in a grid, or four contiguous play symbols in a diagonal line from top left to bottom right in a grid, the player wins the prize amount shown for that line in that grid.
(g) Each ticket in this game may win up to two times.
(h) Approximately 600,000 tickets shall be ordered initially for this instant game. Additional ticket orders shall have the same prize structure, the same number of prizes per prize pool of 240,000 tickets, and the same odds as were contained in the initial ticket order.

(c) For this game, a play/prize symbol shall appear in 78 play spots within the play area or areas.
(d) The ticket numbers in each book of tickets in this game shall start with 000 and end with 014.
(e) The price of instant tickets sold by a retailer for this game shall be $20.00 each.
(f) “Sparkling Cash Riches” is a key number match game with instant wins, multiplier features and three bonus symbol match areas. The player will scratch the play area to reveal five “WINNING NUMBERS” and 35 “YOUR NUMBERS” with a prize amount below each of the “YOUR NUMBERS.” If a player matches any of the “YOUR NUMBERS” to any of the “WINNING NUMBERS,” the player wins the prize shown below that number. If a player reveals a symbol of a 5X, the player wins five times the amount shown below that symbol. If a player reveals a symbol of a 10X, the player wins 10 times the amount shown below that symbol. If a player reveals a symbol of a 20X, the player wins 20 times the amount shown below that symbol. If a player reveals a symbol of a 50X, the player wins 50 times the amount shown below that symbol. The player will scratch the three bonus play areas; if the player reveals a symbol of a diamond in any or all of the bonus areas, the player wins $100 for every symbol of a diamond shown.
(g) Each ticket in this game may win up to 38 times.
(h) Approximately 300,000 tickets shall be ordered initially for this instant game. Additional ticket orders shall have the same prize structure, the same number of prizes per prize pool of 300,000 tickets, and the same odds as were contained in the initial ticket order.

Article 15.—RAFFLE GAMES
111-15-1. Name of the game; rules and regulations. The Kansas lottery may conduct a lotto game entitled “Holiday Millionaire Raffle” beginning at 4:00 a.m. September 1, 2023, for a drawing to be conducted on January 2, 2024.
The rules and regulations for the “Holiday Millionaire Raffle” game are contained in K.A.R. 111-15-1 through 111-15-11 and K.A.R. 111-15-21, and applicable generic rules are contained in K.A.R. 111-6-1 et seq. 111-15-3. Game description; retail sale of tickets. (a) “Holiday Millionaire Raffle” is a raffle drawing which offers a total of 150,000 online tickets available for sale. Each ticket shall bear a ticket number on the face of the ticket. The Kansas lottery will conduct three “Holiday Millionaire Raffle Early Bird Drawings” according to the following schedule, unless delayed by reasons determined by the executive director to be beyond the reasonable control of the Kansas lottery:

For each Early Bird drawing, one ticket number will be drawn to determine the winner of an Early Bird drawing prize. A ticket must be purchased by 6:59 p.m. the day of the Early Bird drawing to be eligible for that drawing. In the event a ticket wins a prize in an Early Bird drawing, the ticket will remain eligible for any remaining drawings, including the final drawing held on January 2, 2024. For the final drawing an electronic drawing machine shall randomly select a total of 5,645 winning numbers. A player wins by exactly matching his or her ticket number to a winning number that was selected in the drawing. The first winning number selected during the drawing process shall be the grand prize winner. The second winning number selected during the drawing process shall be the second prize winner. The third winning number selected during the drawing process shall be the third prize winner. The next two winning numbers selected during the drawing process, which shall be drawn in the order of the fourth winning number and fifth winning number, shall be the fourth prize winners. The next 10 winning numbers selected during the drawing process, which shall be drawn in the order of the sixth winning number through the 15th winning number, shall be the fifth prize winners, and the next 30 winning numbers selected during the drawing process, which shall be drawn in the order of the 16th winning number, through the 45th winning number, shall be the sixth prize winners. The next 800 winning numbers selected during the drawing process, which shall be drawn in the order of the 46th winning number through the 845th winning number shall be the seventh prize winners. The next 4,800 winning numbers selected during the drawing process, which shall be drawn in the order of the 846th winning number through the 5,645th winning number shall be the eighth prize winners. To play the “Holiday Millionaire Raffle,” a player shall purchase a “Holiday Millionaire Raffle” ticket which bears a ticket number on the face of the ticket.
(b) A “Holiday Millionaire Raffle” ticket shall sell for $20.
(c) Tickets shall not be sold to any person under the age of 18 years. Each retailer may require a person purchasing tickets to produce proof of age.
(d) Each ticket shall be purchased from a terminal operated by a retailer.
(e) All tickets sold by a retailer shall be a “computer pick” or “quick pick” ticket.
(f) A validated ticket shall be the only proof of a game play. The only method of claiming a prize or prizes shall be the submission of the original winning ticket to and receipt of said ticket by the lottery or its authorized agent.
(g) The only guaranteed methods of checking a ticket to determine whether the ticket bears a winning number shall be through the Kansas lottery ticket checker machines, or submission of a ticket to the Kansas lottery or an authorized retail agent.
(h) A ticket shall not be voided or cancelled by returning the ticket to the selling retailer, including tickets that are printed in error. Exchange tickets shall be printed by the lottery for Early Bird drawing winners.
(i) Ticket sales will begin at 4:00 a.m. central time on September 1, 2023.
(j) Ticket sales will end at 6:59 p.m. central time on January 2, 2024, or whenever all tickets that are available for sale are sold, whichever comes first.
(k) The game will officially close at 6:59 p.m. on January 2, 2024, or whenever the 150,000th ticket is sold, whichever occurs first.
(l) After the drawing official has verified the game is closed, the final drawing shall be conducted at a secure location under conditions and procedures promulgated by the executive director of the lottery.
(m) Each player shall have the sole responsibility for verifying the accuracy and condition of the data printed on the ticket. The purchase of a ticket is done at the player’s own risk through the online retailer who is deemed to be acting on behalf of the player in entering the play or plays.
(n) For any reason or under any circumstance, the liability of the Kansas lottery or its agents shall be strictly limited to a refund of the amount of the ticket purchase price.
(o) Winning ticket numbers shall be made available to the public on or about noon, January 3, 2024. Article 19.—SPECIFIC PLAYER LOYALTY CLUB RULES
111-19-155. Powerball First Millionaire of the Year. (a) The Kansas lottery may conduct a drawing entitled “Powerball First Millionaire of the Year” awarding prizes to the 20 players selected as winners. Entries into the drawing will be accepted beginning at noon on August 8, 2023, and ending at 11:59 p.m. on September 24, 2023. The drawing will be conducted sometime after entry into the drawing has closed but before noon on September 28, 2023, after which time the winners will be announced.
(b) The specific ticket eligible for entry into this drawing shall be winning or non-winning Kansas Lottery Powerball and Kansas Lottery Powerball with Power Play tickets purchased on or after 4 a.m., August 7, 2023.
(c) Only registered PlayOn members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted that are submitted by any method other than through PlayOn. The player may enter the required data from the entry ticket manually for entry into the drawing. If the player does not enter the ticket data manually, the player may scan, if available, the ticket to enter data to be used for entry into the drawing using a mobile device and a downloaded Kansas Lottery PlayOn app. After the ticket data is successfully entered either manually or scanned using an app, the player shall receive one entry for each dollar spent on a Kansas Lottery Powerball ticket. Each Kansas Lottery Powerball ticket with the Power Play option will receive double the entries. The Kansas lottery is not responsible for electronic malfunction or player error.
(d) The procedures set forth in K.A.R. 111-18-5 for selecting winners and alternate winners shall be followed.
(e) There is no limit on the number of tickets a player may enter into the drawing, but a player may win only once in this promotion.
(f) One drawing will be conducted by the Kansas lottery. The 20 players selected will receive $1,000 cash and a semi-finalist position for a chance at a finalist position in the Powerball First Millionaire of the Year promotion drawing executed by the Multi-State Lottery Association. The finalist shall also receive a trip prize package to New York City provided and fulfilled by, or on behalf of, the Multi-State Lottery Association consisting of the participation in the Powerball First Millionaire of the Year event on January 1, 2024, and other amenities as proposed by the Multi-State Lottery Association and approved by the Kansas lottery.
(g) The procedures set forth in K.A.R. 111-18-5 for contacting the winners and the claiming of the prize shall be followed, except that in this promotion the 10-day deadline for the winners to return their claim forms shall commence with the date of the announcement of the winners.
(h) In the event the prize package awarded for this drawing is postponed, changed, or canceled in whole or in part, no cash prize substitutions shall be provided.
(i) Prizes are not exchangeable for cash. The Kansas lottery retains the right to substitute an alternate prize of approximate equal value.
(j) By entering the drawing, entrant agrees to PlayOn terms and conditions.
(k) Prize package for finalist is valued at approximately $20,000.00. State and federal mandatory income withholding taxes shall be paid by the Kansas lottery.
(l) All winners and guests shall release the Kansas lottery from any liability for injuries sustained while redeeming any portion of the prize. The trip prize winner and guest shall follow all rules of any venue selected as part of the trip prize, and failure to abide by any such rules may subject the winner and/or their guest to expulsion and forfeiture of any remaining portion of the prize.

111-19-156. Jayhawk Basketball Gameday Experience drawing. (a) The Kansas lottery may conduct a drawing entitled “Jayhawk Basketball Gameday Experience” in which three Kansas lottery players will win season tickets to the 2023-24 Kansas University men’s basketball season at Allen Fieldhouse in Lawrence, Kansas. The Kansas lottery will accept entries into the drawing beginning at 12:01 a.m. on August 14, 2023, and ending at 11:59 p.m. on September 17, 2023. The drawing will be conducted sometime after entry into the drawing has closed but before noon on September 21, 2023, at which time the winners will be announced.
(b) Only registered Kansas lottery PlayOn (“PlayOn”) members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted which are submitted by any method other than through PlayOn.
(c) A total of 691 player loyalty club points are required for a PlayOn member to enter once in the drawing. A player may enter the drawing as many times as his or her points allow, but may win only one prize package.
(d) The procedures set forth in K.A.R. 111-18-5 for selecting winners and alternate winners shall be followed.
(e) The prize packages shall consist of the following:
(1) The Kansas lottery shall award the first two winners drawn season tickets for two people in Section E, Row 4, and a parking pass for the 2023-24 Kansas University men’s basketball season. Each prize package is valued at approximately $5,908.45;
(2) The next winner drawn will receive season tickets for two people in Section 14, Row 15, and a parking pass for the 2023-24 Kansas University men’s basketball season. Each prize package is valued at approximately $4,218.31.
(f) The procedures set forth in K.A.R. 111-18-5 for contacting the winners and the claiming of prizes shall be followed, except in this promotion the 10-day deadline for the winner to return their claim form shall commence with the date of the announcement of the winner. The Kansas lottery is not responsible for electronic malfunction or player error.
(g) All winners and guests shall release the Kansas lottery from any liability for injuries sustained while redeeming any portion of the prize. Winners shall comply with the terms and conditions associated with each portion of any prize, including all venue policies, and shall follow the directions of lottery staff and event security.
(h) In the event any prize awarded for this drawing is postponed, changed, or canceled in whole or in part, no cash prize substitutions shall be provided.
(i) Prizes are not exchangeable for cash. The Kansas lottery retains the right to substitute an alternate prize of approximate equal value.
(j) By entering the drawings, entrant agrees to PlayOn terms and conditions.
(k) State and federal mandatory withholding taxes will be paid by the Kansas lottery.

111-19-157. K-State Basketball Gameday Experience drawing. (a) The Kansas lottery may conduct a drawing entitled “K-State Basketball Gameday Experience” in which two Kansas lottery players will win season tickets to the 2023-24 Kansas State University men’s basketball season at Bramlage Coliseum in Manhattan, Kansas. The Kansas lottery will accept entries into the drawing beginning at 12:01 a.m. on August 14, 2023, and ending at 11:59 p.m. on September 17, 2023. The drawing will be conducted sometime after entry into the drawing has closed but before noon on September 21, 2023, at which time the winners will be announced.
(b) Only registered Kansas lottery PlayOn (“PlayOn”) members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted that are submitted by any method other than through PlayOn.
(c) A total of 189 player loyalty club points are required for a PlayOn member to enter once in the drawing. A player may enter the drawing as many times as his or her points allow, but may win only one prize package.
(d) The procedures set forth in K.A.R. 111-18-5 for selecting winners and alternate winners shall be followed.
(e) Each prize package shall consist of season tickets for two people in Section 3, Row 25, and a parking pass for the 2023-24 Kansas State University men’s basketball season, with each prize package valued at approximately $894.37.
(f) The procedures set forth in K.A.R. 111-18-5 for contacting winners and the claiming of prizes shall be followed, except in this promotion the 10-day deadline for the winners to return their claim forms shall commence with the date of the announcement of the winners. The Kansas lottery is not responsible for electronic malfunction or player error.
(g) All winners and guests shall release the Kansas lottery from any liability for injuries sustained while redeeming any portion of the prize. Winners shall comply with the terms and conditions associated with each portion of any prize, including all venue policies, and shall follow the directions of lottery staff and event security.
(h) In the event any prize awarded for this drawing is postponed, changed, or canceled in whole or in part, no cash prize substitutions shall be provided.

(a) The Kansas lottery may conduct a drawing entitled “Baha Mar Hoops Bahamas Championship Experience” awarding a trip prize package to the player selected as the winner. The Kansas lottery will accept entries into the drawing beginning at 12:01 a.m. on August 7, 2023, and ending at 11:59 p.m. on October 1, 2023. The drawing will be conducted sometime after entry into the drawing has closed but before noon on October 5, 2023, at which time the winner will be announced.
(b) Only registered Kansas Lottery PlayOn members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted that are submitted by any method other than through PlayOn.
(c) A total of 1,297 player loyalty club points are required for a PlayOn member to enter once in the drawing. A player may enter the drawing as many times as his or her points allow.

(e) One drawing will be conducted to select a winner of a trip prize package for two persons to the Bahamas Championship collegiate basketball tournament at the Baha Mar Resort in Nassau, Bahamas, from November 16 through November 20, 2023. The trip prize package shall include:
(1) Round trip coach airfare from an airport and on an airline approved by the Kansas lottery and Lynden Pindling International Airport, Nassau, Bahamas;
(2) Shuttle transportation provided between Lynden Pindling International Airport and Baha Mar Resort.
