Notice Concerning Kansas/Federal Water Pollution Control Permits and Applications
In accordance with Kansas Administrative Regulations 28-16-57a through 63, 28-18-1 through 17, 28-18a-1 through 31 and 33, 28-16-150 through 154, 28-46-7, and the authority vested with the state by the administrator of the U.S. Environmental Protection Agency, various draft water pollution control documents (permits, notices to revoke and reissue, notices to terminate) have been prepared and/or permit applications have been received for discharges to waters of the United States and the state of Kansas for the class of discharges described below.
The proposed actions concerning the draft documents are based on staff review, applying the appropriate standards, regulations, and effluent limitations of the state of Kansas and the Environmental Protection Agency. The final action will result in a Federal National Pollutant Discharge Elimination System Authorization and/or a Kansas Water Pollution Control permit being issued, subject to certain conditions, revocation, and reissuance of the designated permit or termination of the designated permit.

The proposed action is to issue a new State/NPDES permit for a new facility. This facility is a groundwater extraction and treatment system installed to control and remediate the carbon tetrachloride contamination associated with Commodity Credit Corporation (CCC)/USDA’s former facility. Groundwater is pumped from three (3) extraction wells and conveyed to the treatment system via underground piping. The carbon tetrachloride will be removed from the extracted groundwater by an air stripper with tray aeration. Treated groundwater will then be conveyed through underground piping to an outfall structure. Treated water will be surface discharged to Turner Creek via Outfall 001A. The extraction wells are expected to produce a total of approximately six gallons per minute (gpm); the air stripper is designed to be capable of treating the contaminated groundwater at a slightly higher rate. The proposed permit contains limits for Carbon Tetrachloride and pH, as well as monitoring for Flow, Arsenic, Selenium, Total Phosphorus, Sulfate, and Nitrate. In compliance with Kansas and federal law, KDHE has approved an antidegradation review for this new facility for increased concentrations and mass of some pollutants to the receiving stream. The water quality of the receiving stream will not be lowered below the quality necessary to support existing designated uses. | ||

Steel parts are processed in a 3-stage conversion coating operation, in the northeast part of the plant, to prepare the steel parts for paint. This is referred to as Outfall 001A, even though the regulated wastes from this process are normally directed to an on-site evaporator system and are not discharged to the city sanitary sewer. This facility also has a wash station for the aluminum impregnator and a valve wash station that cleans grey iron and ductile castings. These operations normally do not discharge to the city sewer and is designated as Outfall 002A, if they would discharge. An application has been filed with the Kansas Department of Health and Environment (KDHE) for an aquifer remediation project which includes the use of injection wells INJ01, INJ02, and INJ03. Iuka, Kansas is located along U.S. Highway 281, approximately 6 miles north of Pratt, Kansas. The Kanza Cooperative Association is located in the extreme southern portion of the City of Iuka and was a grain storage facility. Carbon tetrachloride was first discovered in the groundwater at the site (previously known as the Iuka Cooperative Exchange) in December 1996. On December 14, 1998, the Iuka Coop entered the site into the Voluntary Cleanup and Property Redevelopment Program (VCPRP) under Voluntary Agreement No. 98VCP0031. Under the VCRP, the permittee withdraws contaminated groundwater, treats the groundwater using a granulated activated carbon (GAC) adsorption system, and is authorized to inject treated groundwater into the Quaternary alluvial aquifer.
