111-4-3741. “Day of the Dead” instant ticket lottery game number 351. (a) The Kansas lottery may conduct an instant winner lottery game entitled “Day of the Dead.” The rules for this game are contained in K.A.R. 111-3-1 et seq. and 111-4-3741.

(d) The ticket numbers in each book of tickets in this game shall start with 000 and end with 059.
(e) The price of instant tickets sold by a retailer for this game shall be $5.00 each.
(f) “Day of the Dead” is a symbol match game with an instant win, a multiplier feature and bonus area. The player will scratch the 14 “SPINS” to reveal three play symbols and a prize symbol for each “SPIN.” Each “SPIN” plays separately. If the player reveals three matching symbols in the same “SPIN,” the player wins the prize shown for that “SPIN.” If the player reveals two “Wild” symbols in the same “SPIN,” the player wins double the prize shown for that “SPIN.” If the player reveals three “Wild” symbols in the same “SPIN,” the player wins five times the prize shown for that “SPIN.” If the player reveals two matching prize symbols in the bonus area, the player wins that prize amount.
(g) Each ticket in this game may win up to 15 times.
(h) Approximately 750,000 tickets shall be ordered initially for this instant game. Additional ticket orders shall have the same prize structure, the same number of prizes per prize pool of 712,500 tickets, and the same odds as were contained in the initial ticket order.

(f) “Day of the Dead” is a symbol match game with an instant win and a multiplier feature. The player will scratch the 24 “SPINS” to reveal three play symbols and a prize symbol for each “SPIN.” Each “SPIN” plays separately. If the player reveals three matching symbols in the same “SPIN,” the player wins the prize shown for that “SPIN.” If the player reveals two matching symbols and a “Wild” symbol in the same “SPIN,” the player wins double the prize shown for that “SPIN.” If the player reveals two “Wild” symbols in the same “SPIN,” the player wins five times the prize shown for that “SPIN.” If the player reveals three “Wild” symbols in the same “SPIN,” the player wins 10 times the prize shown for that “SPIN.”
(g) Each ticket in this game may win up to 24 times.

Article 5.—MULTI-STATE ONLINE GAMES AND DRAWINGS
111-5-249. “Ca$h 4 U from 2by2” Promotion. (a) The Kansas lottery may conduct a promotion entitled “Ca$h 4 U from 2by2” awarding five cash prizes. Entries into the drawing will be accepted beginning at 12:00 a.m. on May 15, 2023, and ending at 11:59 p.m. on June 11, 2023. The drawing will be conducted sometime after entry into the drawing has closed but before noon on June 15, 2023, at which time the winners will be announced.
(b) The specific ticket eligible for entry into this drawing shall be non-voided Kansas Lottery 2by2 tickets purchased between 4:00 a.m. on May 14, 2023, and 2:59 a.m. on June 11, 2023.
(c) Only registered Kansas Lottery PlayOn (“PlayOn”) members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted that are submitted by any method other than through PlayOn. The player may enter the required data from the entry ticket manually for entry into the drawing. If the player does not enter the ticket data manually, the player may scan, if available, the ticket to enter data to be used for entry into the drawing using a mobile device and a downloaded Kansas Lottery PlayOn app. After the ticket data is successfully entered either manually or scanned using an app, the player will receive one entry per dollar based on the cost of the ticket. The Kansas lottery is not responsible for electronic malfunction or player error.
(d) The procedures set forth in K.A.R. 111-18-5 for selecting winners and alternate winners shall be followed. The five players selected will each receive $7,000 cash.
(e) A player may enter the drawing with as many “2by2” tickets as they have purchased, but shall win only one prize.
(f) The procedures set forth in K.A.R. 111-18-5 for contacting winners and the claiming of prizes shall be followed, except that in this promotion the 10-day deadline for the winners to return their claim forms shall commence with the date of the announcement of the winners.
(g) By entering the promotion, entrant agrees to PlayOn terms and conditions.
(h) Winners are responsible for any state and federal income taxes.

Article 19.—SPECIFIC PLAYER LOYALTY CLUB RULES
111-19-145. Day of the Dead Bonus Cash Drawings. (a) The Kansas lottery may conduct a promotional event entitled “Day of the Dead Bonus Cash Drawings.” The promotional event shall consist of a series of three preliminary drawings and a cash prize giveaway event. In each preliminary drawing five alternates will also be drawn. The Kansas lottery will accept entries into the promotional event beginning at 12:01 a.m. the day Kansas lottery “Day of the Dead” instant tickets are first offered for sale to the general public and ending at 11:59 p.m. on October 8, 2023. The cash prize giveaway event will be conducted at the Kansas lottery Headquarters in Topeka, Kansas, on November 2, 2023, beginning at 9:30 a.m. The cash prize giveaway event will be audio and video recorded.
(b) The specific tickets eligible for entry into these drawings shall be non-winning tickets for the following Kansas lottery instant ticket games: $5 “Day of the Dead” game number 351 and $10 “Day of the Dead” game number 352.
(c) A player shall enter the promotional event through the Kansas lottery PlayOn program available at www.kslottery.com. The player shall follow the hyperlink specifically developed for the purpose of accessing the promotional event. The player may enter the required data from the entry ticket manually for entry into the promotional event. If the player does not enter the ticket data manually, the player may scan, if available, the ticket to enter data to be used for entry into the promotional event using a mobile device and a downloaded Kansas lottery PlayOn app. After the ticket data is successfully entered either manually or scanned using an app, the player will receive one entry per each $5 ticket entered and two entries per each $10 ticket entered.
(d) Three preliminary drawings will be conducted to select finalists in the cash prize giveaway, as follows:
(1) Entry deadline for the first preliminary drawing will be 11:59 p.m., July 16, 2023. The first preliminary drawing will be conducted sometime after entry into the drawing has closed but before noon on July 20, 2023, at which time four finalists will be announced;
(2) Entry deadline for the second preliminary drawing will be 11:59 p.m., August 27, 2023. The second preliminary drawing will be conducted sometime after entry into the drawing has closed but before noon on August 31, 2023, at which time four finalists will be announced; and
(3) Entry deadline for the third preliminary drawing will be 11:59 p.m., October 8, 2023. The third preliminary drawing will be conducted sometime after entry into the drawing has closed but before noon on October 12, 2023, at which time two finalists will be announced.
(e) The finalists in the promotional event shall each receive a cash prize, subject to federal and state mandatory income withholding taxes, as follows:
(1) Five will win $10,000 cash;
(2) Three will win $25,000 cash;
(3) One will win $50,000 cash; and
(4) One will win $75,000 cash.
(f) Any entries not selected as finalists shall remain eligible to be selected as a finalist in any subsequent drawing.
(g) There is no limit on the number of non-winning tickets a person may enter. If a person is selected as a finalist in any drawing, the finalist shall not be eligible to be selected as a finalist in any subsequent drawing(s).
(h) On each day the finalists are announced, the procedures set forth in K.A.R. 111-18-5 for contacting the finalists shall be followed, except in this promotion the 10-day deadline for the finalists to return their claim forms shall commence with the date of the announcement of finalists. The Kansas lottery is not responsible for electronic malfunction or player error.
(i) In addition to becoming finalists in the cash prize giveaway, the ten finalists selected in the three preliminary drawings shall also each receive the following:
(1) One night accommodations at a hotel selected by the Kansas lottery for two adults, including all hotel taxes and fees; and,
(2) $200 cash.
(j) If, due to circumstances related to safety or security, the executive director of the Kansas lottery reasonably determines that changes need to be made to the dates of the drawing(s) or the drawing procedure, any changes will be posted on the Kansas lottery’s website, www.kslottery.com prior to said changes becoming effective.
(k) The winners of the cash prizes in the promotional event will be determined as follows:
(1) The 10 finalists of the promotional event or their proxies will present themselves to Kansas lottery officials;
(2) The Kansas lottery will present identical mock up cutout sugar skulls that are roughly fourteen inches by twelve inches in size. Hidden signage that is not identifiable until the reveal will be displayed inside each sugar skull. The signage inside the sugar skulls will indicate a cash value for one of the prizes.
(3) In the same order as their names were drawn during the preliminary drawings, the finalists or designated proxy shall come forward, one-by-one, and select a sugar skull of his or her choice and shall reveal the signage inside the sugar skull. Each finalist shall receive the prize described on the signage inside the sugar skull that they selected.
(l) Following the determination of the cash prize winners, a claim form will be mailed or given to each finalist. Each finalist shall then have until 5:00 p.m. on the tenth day following the presentation or mailing of a claim form to the finalist, whichever is applicable, to present the fully-executed claim form to lottery headquarters. If the tenth day following the mailing of a claim form to the finalist falls on a weekend or holiday, the deadline shall be extended to the next business day. If the cash prize winner cannot be located or is declared ineligible, or fails to timely present a fully-executed claim form to Lottery headquarters, the prize will be awarded to an alternate pursuant to K.A.R. 111-18-5.
(m) A finalist may complete a form provided by the Kansas lottery to designate a proxy to participate in the cash prize giveaway event on behalf of the finalist. If a finalist or their designated proxy in the cash prize giveaway event is not present at the time of the drawing, the Kansas lottery may appoint a proxy or replacement proxy to select a prize for that finalist or their designated proxy. The finalist in the cash prize giveaway event shall be the winner of the prize selected by his or her proxy. Any person acting as proxy for a finalist shall not be entitled to any cash prize.
(n) Prior to the cash prize giveaway event, Kansas lottery security personnel shall record and certify in writing to the event manager the name of any individual serving as proxy on a finalist’s behalf at the cash prize giveaway event. Prior to the cash prize giveaway event the event manager shall confirm that the finalist’s name correctly corresponds with the designated proxy individual’s name.
(o) Upon completion of the drawings and cash prize giveaway event, the security official and the event manager shall issue a report to the executive director certifying that the names of the prize winners are correct and that to the best of their knowledge the procedures required by these rules were followed in selecting the prize winners.

111-19-146. Country Stampede VIP Concert Package. (a) The Kansas lottery may conduct a drawing entitled “Country Stampede VIP Concert Package,” in which five Kansas Lottery players will win a concert package for the 2023 Country Stampede Music Festival in Topeka, Kansas. The Kansas lottery will accept entries into the drawing beginning at 12:01 a.m. on April 17, 2023, and ending at 11:59 p.m. on June 11, 2023. The drawing will be conducted sometime after entry into the drawing has closed but before noon on June 15, 2023, at which time the winners will be announced.
(b) Only registered Kansas Lottery PlayOn (“PlayOn”) members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted that are submitted by any method other than through PlayOn.
(c) A total of 325 player loyalty club points are required for a PlayOn member to enter once in the drawing. A player may enter the drawing as many times as his or her points allow, but shall win only one concert package.
(d) The procedures set forth in K.A.R. 111-18-5 for selecting winners and alternate winners shall be followed. The concert packages shall consist of the following:
(1) two VIP tickets for Thursday, July 13, 2023, Friday, July 14, 2023, and Saturday, July 15, 2023, including a reserved seat, access to the VIP/Platinum Club building, and food and beverages;
(2) two meet and greet passes for each day;
(3) parking pass for each day; and
(4) $400 cash.
(e) Each concert package is valued at approximately $2,250.70.
(f) State and federal mandatory income withholding taxes shall be paid by the Kansas lottery.
(g) The procedures set forth in K.A.R. 111-18-5 for contacting winners and the claiming of prizes shall be followed, except in this promotion the 10-day deadline for the winners to return their claim forms shall commence with the date of the announcement of the winners. The Kansas lottery is not responsible for electronic malfunction or player error.
(h) Prizes are not exchangeable for cash. The Kansas lottery retains the right to substitute an alternate prize of approximate equal value.
(i) In the event the concert package awarded for this drawing is postponed, changed, or canceled in whole or in part, no cash prize substitutions or other compensation shall be provided. Any portion of this prize not used by the winner for any reason shall be forfeited.
(j) All winners and guests shall release the Kansas lottery from any liability for injuries sustained while redeeming any portion of the prize.
(k) Performer lineups or availability are subject to change without notice.
(l) By entering the drawings, entrant agrees to PlayOn terms and conditions.

111-19-147. Rock the Dotte Concert Ticket Package Drawing. (a) The Kansas lottery may conduct a drawing entitled “Rock the Dotte Concert Ticket Package Drawing” in which 30 Kansas lottery players will win two reserved seating concert tickets to the 98.9 The Rock Presents Rock The Dotte concert in August 2023 or September 2023 at the Azura Amphitheater in Bonner Springs, Kansas. The Kansas lottery will accept entries into the drawing beginning at 12:01 a.m. on May 1, 2023, and ending at 11:59 p.m. on June 25, 2023. The drawing will be conducted sometime after entry into the drawing has closed but before noon on June 29, 2023, at which time the winners will be announced.
(b) Only registered Kansas Lottery PlayOn (“PlayOn”) members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted that are submitted by any method other than through PlayOn.
(c) A total of 133 player loyalty club points are required for a PlayOn member to enter once into the drawing. A player may enter the drawing as many times as the player’s points allow, but shall win only once.
(d) The procedures set forth in K.A.R. 111-18-5 for selecting winners and alternate winners shall be followed, except in this promotion the five alternates drawn shall be 10. The first 15 entries drawn shall be the winners for the 98.9 The Rock Presents Rock The Dotte August 2023 concert at Azura Amphitheater, and the next 15 entries drawn shall be the winners for the 98.9 The Rock Presents Rock The Dotte September 2023 concert at Azura Amphitheater.
(e) Concert tickets are valued at approximately $334.
(f) The procedures set forth in K.A.R. 111-18-5 for contacting the winners and the claiming of prizes shall be followed, except in this promotion the 10-day deadline for the winners to return their claim form shall commence with the date of the announcement of the winner. The Kansas lottery is not responsible for electronic malfunction or player error.
(g) By accepting any portion of the prize for which a ticket, voucher, certificate or pre-paid gift card is provided, the winner agrees to abide by any terms, conditions, and restrictions provided thereon. Lost, mutilated, or stolen tickets, vouchers, certificates, or pre-paid gift cards will not be replaced.
(h) Prizes are not exchangeable for cash. The Kansas lottery retains the right to substitute an alternate prize of approximate equal value.
(i) In the event the concert awarded for this drawing is postponed, changed, or canceled in whole or in part, no cash prize substitutions shall be provided. Any portion of any prize not used by the winner for any reason shall be forfeited.
(j) All winners and guests shall release the Kansas lottery from any liability for injuries sustained while redeeming any portion of the prize.

111-19-148. NASCAR Powerball Playoff. (a) The Kansas lottery may conduct a drawing entitled “NASCAR Powerball Playoff” awarding prizes to the 20 players selected as winners. Entries into the drawing will be accepted beginning at 12:01 a.m. on May 2, 2023, and ending at 11:59 p.m. on July 2, 2023. The drawing will be conducted sometime after entry into the drawing has closed but before noon on July 7, 2023, after which time the winners will be announced.
(b) The specific ticket eligible for entry into this drawing shall be winning or non-winning Kansas Lottery Powerball and Kansas Lottery Powerball with Power Play tickets purchased between 4:00 a.m. on May 1, 2023, and 2:59 a.m. on July 2, 2023.
(c) Only registered PlayOn members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted that are submitted by any method other than through PlayOn. The player may enter the required data from the entry ticket manually for entry into the drawing. If the player does not enter the ticket data manually, the player may scan, if available, the ticket to enter data to be used for entry into the drawing using a mobile device and a downloaded Kansas Lottery PlayOn app. After the ticket data is successfully entered either manually or scanned using an app, for each dollar spent on a Kansas Lottery Powerball ticket with or without the Power Play option, the player shall receive one entry. The Kansas lottery is not responsible for electronic malfunction or player error.
(d) The procedures set forth in K.A.R. 111-18-5 for selecting winners and alternate winners shall be followed.
(e) There is no limit on the number of tickets a player may enter into the drawing, but a player shall win only once.
(f) One drawing will be conducted by the Kansas lottery. The first 20 players selected will receive $1,000 cash and have their name submitted as a semi-finalist to the Multi-State Lottery Association for a chance to be one of four finalists who win a VIP trip to the NASCAR Cup Series Championship Weekend at Phoenix Raceway, and other amenities as proposed by the Multi-State Lottery Association and approved by the Kansas lottery. One of the four finalists will win $1 million in a drawing broadcast live from the NASCAR Cup Series Championship Race event on November 5, 2023.
(g) The procedures set forth in K.A.R. 111-18-5 for contacting the winner and the claiming of the prize shall be followed, except that in this promotion the 10-day deadline for the winner to return their claim forms shall commence with the date of the announcement of the winners.
(h) In the event the prize package awarded for this drawing is postponed, changed, or canceled in whole or in part, no cash prize substitutions shall be provided.
(i) The Kansas lottery retains the right to substitute an alternate prize of approximate equal value.
(j) By entering the drawing, entrant agrees to PlayOn terms and conditions.
(k) State and federal mandatory income withholding taxes shall be paid by the winners.
(l) All winners and guests shall release the Kansas Lottery from any liability for injuries sustained while redeeming any portion of the prize. All trip prize winners and guests shall follow all rules of any venue selected as part of the trip prize, and failure to abide by any such rules may subject the winner and/or their guest to expulsion and forfeiture of any remaining portion of the prize.
