Article 4.—INSTANT GAMES AND DRAWINGS

111-4-3836. “Happy Holidays” instant ticket lottery game number 465. (a) The Kansas lottery may conduct an instant winner lottery game entitled “Happy Holidays.” The rules for this game are contained in K.A.R. 111-3-1 et seq. and 111-4-3836.

(b) The “prize symbols” and “captions” for this game are as follows:

(c) For this game, a prize symbol shall appear in six play spots within the play area or areas.

(d) The ticket numbers in each book of tickets in this game shall start with 000 and end with 299.

(e) The price of instant tickets sold by a retailer for this game shall be $1.00 each.

(f) “Happy Holidays” is a symbol match game. The player will scratch the play area to reveal six prize symbols. If a player matches three identical prize symbols, the player wins that prize symbol amount.

(g) Each ticket in this game may win up to one time.

(h) Approximately 1,800,000 tickets shall be ordered initially for this instant game. Additional ticket orders shall have the same prize structure, the same number of prizes per prize pool of 300,000 tickets, and the same odds as were contained in the initial ticket order.

(i) The expected number and value of instant prizes in this game shall be as follows:

Article 5.—MULTI-STATE ONLINE GAMES AND DRAWINGS

111-5-181. Definitions. The following definitions shall apply to the Kansas lottery’s “Mega Millions” game unless the context requires a different meaning or is otherwise inconsistent with the intention of other rules adopted by the Kansas lottery.

(a) “Advertised Grand Prize” shall mean the estimated annuitized grand prize amount as determined by the Mega Millions Finance Committee and communicated through the selling lotteries prior to the grand prize drawing. The advertised grand prize is not a guaranteed prize amount and the actual grand prize amount may vary from the advertised amount, except in circumstances where there is a guaranteed grand prize amount as described in these rules.

(b) “Agent” or “retailer” means a person or entity authorized by the Kansas lottery to sell Kansas lottery tickets.

(c) “Drawing” or “Draw” means the formal process of selecting winning numbers which determine the number of winners for each prize level of the game.

(d) “Computer pick” or “quick pick” means the random selection of two-digit numbers by the computer system, which appear on a ticket and are played by a player in the game.

(e) “Finance and Audit Committee” shall mean the committee established by the Multi-State Lottery Association (MUSL) Agreement.

(f) “Game board” or “boards” means that area of the play slip, also known as a “panel,” which contains two sets of numbered squares to be marked by the player, the first set containing 70 squares, numbered one through 70 and the second set containing 24 squares, numbered one through 24.

(g) “Game ticket” or “ticket” means an acceptable evidence of play, which is a ticket produced by a terminal which meets the specifications defined in these rules and is either:

(1) a physical representation of the play or plays sold to a player; or,

(2) electronic evidence of a ticketless transaction in the form of a registered play.

(h) “Jackpot” or “Grand Prize” means the top prize of the Mega Millions game.

(i) “Just the Jackpot Plays” or “JJ Plays” means a purchased wager which includes two JJ Plays as part of the Just the Jackpot game play as described in these rules.

(j) “Mega Millions Finance Committee” means a committee of the Mega Millions lotteries which determines the grand prize jackpot amount (cash and annuity).

(k) “Mega Millions Lottery or Lotteries” means those lotteries that have reached a cross-selling agreement with the MUSL product group for the selling of the Mega Millions game.

(l) “Megaplier Plays” means plays purchased as part of the Megaplier Promotion described in these rules.

(m) “MM” means any Mega Millions play other than the Just the Jackpot plays described in these rules.

(n) “Multiplier” means a number printed directly on or applied to each play on a ticket, which increases non-jackpot prizes by two times, three times, four times, five times, or ten times the prize won.

(o) “MUSL” means the Multi-State Lottery Association, a government-benefit association wholly owned and operated by the party lotteries.

(p) “MUSL Board” means the governing body of the MUSL which is comprised of the chief executive officer of each party lottery.

(q) “On-Line Lottery Game” means a lottery game connected with the lottery’s computer gaming system wherein a player selects numbers out of a larger predetermined set or sets of numbers.

(r) “Participating Lottery” or “Selling Lottery” means a state lottery or lottery of a political subdivision or entity which is participating in selling the Mega Millions game and that may be a member of either MUSL or the Mega Millions lotteries.

(s) “Party lottery” means a state lottery which has joined the MUSL and, in the context of the product group rules, which has joined in selling the games offered by the MUSL Mega Millions product group.

(t) “Play” or “bet” means the six numbers, the first five from a field of 70 numbers and the last one from a field of 24 numbers, that appear on a ticket as a single-lettered selection and are to be played by a player in the game. Each play is played separately in determining matches to winning numbers and prize amounts. As used in these rules, unless otherwise specifically indicated, “Play” or “Bet” includes both “MM Plays” and “JJ Plays.” “Megaplier Plays” are separately described in these rules.

(u) “Play Slip” or “Bet Slip” means a card used in marking a player’s game plays and containing one or more boards.

(v) “Product Group” means the group of lotteries which has joined together to offer the Mega Millions lottery game product pursuant to the terms of its cross-selling agreement with the Mega Millions lotteries, the Multi-State Lottery Agreement, and the group’s own rules.

(w) “Registered play” means a wager where the play is owned by a specifically identified player through a means acceptable to the Kansas lottery, and which is recorded on the computer gaming system and internal computer system.

(x) “Set Prize” or “single payment prize” means all other prizes except the grand prize and, except in instances outlined in these rules, will be equal to the prize amount established by the MUSL board for the prize level.

(y) “Subscription” means a recurring monthly purchase of registered play transactions for every drawing in that month.

(z) “Terminal” means a device authorized by the Kansas lottery to function in an on-line interactive mode with the lottery’s computer system for the purpose of issuing lottery tickets and entering, receiving, and processing lottery transactions, including purchases, validating tickets, and transmitting reports.

(aa) “Ticketless transaction” shall include plays sold through non-standard terminals and registered plays.

(bb) “Wallet” means an online service which tracks a player’s deposits, purchases, and prize payments. A player may make deposits, purchases, and withdrawals from the wallet according to the terms and conditions of the player loyalty program defined in K.A.R. 111-18-1, et seq.

(cc) “Winning numbers” means the six numbers, the first five from a field of 70 numbers and the last one from a field of 24 numbers, randomly selected at each drawing, which shall be used to determine winning plays contained on a game ticket. 111-5-251. Subscriptions. (a) At the time of purchasing a registered play, a player may elect to purchase a subscription.

(b) The cost of a subscription shall be $5.00 per board played for each remaining drawing in the month in which the player subscribes.

(c) A player may purchase only the same numbers on the same boards when subscribing.

(d) Seven days before the first drawing in the next month after subscribing, the player will be charged an amount calculated pursuant to paragraph (b) for that month according to the terms and conditions of the player loyalty program defined in K.A.R. 111-18-1, et seq. If the player does not have sufficient funds to complete the purchase, the Kansas lottery may at its sole discretion contact the player to resolve the issue or allow the subscription to expire.

(e) The Kansas lottery may pause or decline to renew a subscription at any time for any reason. The lottery may at its sole discretion cancel a subscription and refund the player for any remaining drawings during a subscribed month. A player may elect not to renew a subscription at any time for any reason.

(f) The Kansas lottery may require a player to demonstrate a regular presence in Kansas between subscription periods prior to renewing a player’s subscription. (Authorized by and implementing K.S.A. 2024 Supp. 74-8710; effective, T-111-7-9-25, June 18, 2025.)

Article 23.—SPECIFIC eINSTANTS RULES

111-23-22. “Hand to Hand Tactics” eInstant lottery game. (a) The Kansas lottery may conduct an eInstant lottery game entitled “Hand to Hand Tactics.” The rules for this game are contained in K.A.R. 111-22-1 et seq. and 111-23-22.

(b) The “play symbols” for this game are as follows:

Prize and bonus prize symbols shall be randomly assigned at the time of purchase and may appear in any combination that equals any prize described in paragraph (i).

(c) For this game, there shall be fifteen play spots in each game. Each game spot shall remain dim until the game is purchased by the player.

(d) Each pool shall consist of 1,000,000 shares and consist of a single denomination as defined by the prices in paragraph (e).

(e) The price for a share of this game shall be $1.00, $2.00, $5.00, $10.00, $20.00, or $30.00.

(f) “Hand to Hand Tactics” is a symbol reveal game. The player may purchase a share of this lottery game by selecting a denomination defined in paragraph (e). The player may purchase the game by pressing the “Play” icon. The player may reveal the play symbols in each play spot by selecting a “Rock,” “Paper,” or “Scissors” play symbol. The play symbol will illuminate with either a red background and a play symbol that beats the player’s symbol, a green background and a play symbol that loses to the player’s symbol, or no background and a symbol that matches the player’s symbol. The player may continue playing until they lose three times. The prize legend for the game will increment each time a player wins. If a player reveals a Multiplier symbol in any game, the prize legend multiplier will increment by one. The player may manually click on each play symbol or click the “Reveal All” icon at any time after purchase. The play symbols shall win or lose according to the statement: Paper beats Rock, Rock beats Scissors, Scissors beats Paper. All outcomes are predetermined and manual selection of a play symbol shall not affect the outcome.

(g) The total number of prizes and bonus prizes in any winning game may be variable but shall equal any prize described in paragraph (i).

(h) This lottery game shall consist of approximately 6,000,000 shares, with each pool of approximately 1,000,000 shares defined by a single denomination. Additional orders shall have the same prize structure, the same number of prizes per prize pool of 1,000,000 shares, and the same odds as were contained in the initial order.

(i) Each prize shall be calculated by multiplying the prize multiplier by the game denomination. The expected number and value of prizes in this game shall be as follows:

111-23-23. “Primetime Payout” eInstant lottery game. (a) The Kansas lottery may conduct an eInstant lottery game entitled “Primetime Payout.” The rules for this game are contained in K.A.R. 111-22-1 et seq. and 111-23-23.

(b) The “play symbols” for this game are as follows:

(e) The price for a share of this game shall be $1.00, $2.00, $5.00, or $7.50, multiplied by the number of play areas purchased at the time of play.

(f) “Primetime Payout” is a symbol reveal game with a bonus play feature. The player may purchase a share of this lottery game by selecting a denomination defined in paragraph (e) and then selecting between one and four play areas to play at the time of purchase. The player may purchase the game by pressing the “Play” icon. The player may reveal the play symbols in each purchased play area by manually clicking on each symbol, or by clicking on the “Reveal All” icon. If the player reveals three matching symbols in a single play area, the player wins the prize amount revealed for that play area. If the player reveals four matching symbols in a single play area, the player wins double the prize amount revealed for that play area. The Coin symbol shall be a wild card that matches any symbol except Golden Football, Touchdown, and Field Goal symbols. If the player reveals the Golden Football and the Touchdown symbols, the player will play a Touchdown bonus game. In the Touchdown bonus game, the player will click on a football to move their player across a football field. The player will have four chances to score a touchdown and win a prize. If the player reveals the Golden Football and Field Goal symbols, the player will play a Field Goal bonus game. In the Field Goal bonus game, the player will click on a football to kick a football through upright goal posts. The football will land on a grid marked with a number of prizes in each section of the grid. The player will win a number of prizes equal to the number displayed in the section of the grid where the football lands. Each bonus game will win at least one prize.

Article 301.—SPECIFIC LOTTERY FACILITY GAMES AT LOTTERY GAMING FACILITIES

111-301-77. Name of the game; rules and regulations. The Kansas lottery may conduct a lottery facility game at the Boot Hill Casino & Resort in Dodge City, Kansas, entitled “Double Down Madness Blackjack.”

The rules and regulations for the game of “Blackjack” are contained in K.A.R. 111-301-77 through 111-301-79, and applicable generic rules are contained in K.A.R. 111-201-1 et seq. (Authorized by K.S.A. 2024 Supp. 74-8710 and K.S.A. 74-8748; implementing K.S.A. 2024 Supp. 74-8710; effective, T-111-7-9-25, June 18, 2025.)

111-301-78. Definitions. The following definitions, when used in the Southwest Kansas Lottery Gaming Zone and pertaining to the game of “Double Down Madness Blackjack,” shall have the following meanings unless the context clearly indicates otherwise.

(a) “A blackjack” shall mean an ace and any card having a point value of 10 dealt as the initial two cards to a player or a dealer.

(b) “Burned” shall mean to remove a card from play.

(c) “Dealer” shall mean the person responsible for dealing the cards at a gaming table.

(d) “Discard rack” shall mean the receptacle into which cards are placed after each round of decisions is rendered in a game.

(e) “Double down wager” shall mean an optional wager made that doubles the amount of the player’s current wager.

(f) “Flush” shall mean three cards in the same suit.

(g) “Hard total” shall mean the total point count of a hand which contains no aces or which contains one or more aces that are each counted as having one point in value.

(h) “Hit” shall mean the player requests one or more additional cards be dealt to the player.

(i) “Insurance wager” shall mean an optional wager made when the dealer’s card dealt face up is an ace.

(j) “Push” or “tie” shall mean the player does not lose or win the hand played.

(k) “Score” shall mean the cumulative value of all cards in a player’s hand or a dealer’s hand.

(l) “Shoe” shall mean the receptacle into which cards are placed to be held for dealing to the players and dealer.

(m) “Soft total” shall mean the total point count of a hand containing an ace when the ace is counted as having 11 points in value. (Authorized by K.S.A. 2024 Supp. 74-8710 and K.S.A. 74-8748; implementing K.S.A. 2024 Supp. 74-8710; effective, T-111-7-9-25, June 18, 2025.)

111-301-79. Play and payouts. (a) Before play begins, all cards shall either be shuffled by an automatic shuffling device or manually shuffled by the dealer. If manually shuffled, after the cards have been shuffled, the dealer shall offer the stack of cards to a player to be cut. The player may cut the cards by placing a cutting card provided by the dealer. The cut card shall be placed in the stack so there are no fewer than approximately 52 cards on either side of the cut card.

(b) Before any cards are dealt, each player wishing to participate in that round of play must place a blackjack wager within the limits posted at the table and may make an optional Push 22 side wager.

(c) At the commencement of each round of play, the dealer shall deal one card to the dealer face down, and then starting on the dealer’s left and continuing around the table, deal the cards in the following order:

(1) One card face upwards to each spot on the table game layout in which a wager is contained; and

(2) One additional card face down to the dealer, at which time the dealer shall turn the dealer’s first card face up and place it on top of the dealer’s second card.

(d) Whenever the first card dealt to the dealer is an ace, each player shall have the right to make an insurance bet which, except as otherwise provided herein, shall win if the dealer’s second card is a king, queen, jack or 10 and shall lose if the dealer’s second card is an ace, 2, 3, 4, 5, 6, 7, 8, or 9. An insurance bet may be made by placing on the insurance line of the table game layout an amount up to one-half the amount bet on the player’s original blackjack wager.

(e) If the dealer’s face up card is an ace, king, queen, jack or 10, then using the peeking device at the table, the dealer will then check the dealer’s second card to determine if it constitutes a blackjack. If the dealer has a blackjack, the dealer will turn the dealer’s first card face up, collect all original blackjack wagers and Push 22 wagers, and pay all insurance wagers at odds of two to one, at which time that round of play is over.

(f) If the dealer does not have a blackjack, the dealer will collect all losing insurance wagers. Beginning with the player to the dealer’s left, the dealer shall then have each player indicate whether the player wishes to stand by maintaining their current hand, hit by requesting an additional card or double down by wagering any amount up to double their most recent blackjack wager. This process shall be repeated until the player stands or the cumulative point value of the player’s hand exceeds 21. If the player’s first card is an ace, the player shall only receive one additional card. If the player’s hand constitutes a blackjack, no double down is allowed. No splitting of pairs is permitted.

(g) If the player’s hand constitutes a blackjack, the player shall immediately be paid at odds of three to two.

(h) As each player indicates the player’s decision(s), the dealer shall deal face upwards additional cards, if any, necessary to effectuate such decision.

(i) If the cumulative point value of a player’s hand exceeds 21, the player’s blackjack wager shall be collected, the dealer shall remove that player’s cards from the table game layout and that player shall not participate further in that round of play, except a Push 22 wager made by that player shall remain in play and will be settled at the appropriate time.

(j) After the decision(s) of each player has been implemented and all additional cards have been dealt, the dealer shall turn the dealer’s second card face up. If needed, the dealer shall then draw additional cards to the dealer’s hand face up until the dealer has:

(1) A hard total of 17, 18, 19, 20, or 21, whichever comes first; or

(2) A soft total of 18, 19, 20, or 21, whichever comes first.

(k) All remaining wagers shall then be settled as follows:

(1) If the cumulative point value of the dealer’s hand is less than the player’s hand or if the cumulative point value of the dealer’s hand exceeds 21, the player’s blackjack wager shall be paid at the odds of one to one;

(2) If the cumulative point value of the of the player’s hand is less than the dealer’s hand and the dealer’s hand has a cumulative point value of 21 or less, the player’s hand shall lose, and the dealer shall collect the player’s blackjack wager;

(3) If the cumulative point values of the dealer’s and player’s hands are equal, the hands will be a push and the player’s blackjack wager will be returned to the player; and

(4) If the cumulative point value of the dealer’s hand is anything other than 22, each Push 22 wager shall lose, and the wagers shall be collected by the dealer. If the cumulative point value of the dealer’s hand is exactly 22, the dealer shall pay each Push 22 wager at odds of eleven to one. Article 401.—NORTHEAST GAMING ZONE

111-401-35. Method of play. The Hollywood Casino at Kansas Speedway may designate certain poker games to participate in the Bad Beat jackpot. The jackpot will be funded from each pot reaching a minimum of $20. When the pot for a game reaches $20, $2 is placed in the Bad Beat drop box (a box located at each game table designated for the receipt of chips or cash). The contents of each Bad Beat drop box will be taken to the count room during the regular table games drop (the removal of chips and money from the gaming tables). The contents of each Bad Beat drop box will be counted daily and the amount will be added to the existing Bad Beat jackpot amount by a poker supervisor. The following additional rules shall apply to the Bad Beat jackpot:

(a) A minimum of $20 (including pot money and rake) must be in the pot for that hand in order for the hand to qualify for the Bad Beat jackpot.

(b) All Bad Beat funds collected will be credited to the “primary fund,” “secondary fund,” “tertiary fund,” and “promotional fund” according to any of the following sets of percentages as requested by the casino manager and pre-approved by the Kansas lottery:

(1) Set one:

(A) Three percent (3%) shall be credited to the primary fund;

(B) one percent (1%) to the secondary fund;

(C) one percent (1%) to the tertiary fund; and,

(D) ninety-five percent (95%) to the promotional fund.

(2) Set two:

(A) Three percent (3%) shall be credited to the primary fund;

(B) one percent (1%) to the secondary fund;

(C) zero percent (0%) to the tertiary fund; and,

(D) ninety-six percent (96%) to the promotional fund.

(3) Set three:

(A) Five percent (5%) shall be credited to the primary fund;

(B) one percent (1%) to the secondary fund;

(C) zero percent (0%) to the tertiary fund; and,

(D) ninety-four percent (94%) to the promotional fund.

(4) Set four:

(A) Seven percent (7%) shall be credited to the primary fund;

(B) one percent (1%) to the secondary fund;

(C) zero percent (0%) to the tertiary fund; and,

(D) ninety-two percent (92%) to the promotional fund.

(c) The primary fund shall be used to pay winners of the Bad Beat jackpot as set forth in these rules.

(d) The secondary fund shall be transferred to the primary fund after a Bad Beat jackpot has been paid.

(e) The tertiary fund shall be transferred to the secondary fund after the secondary fund has been transferred to the primary fund.

(f) The promotional fund will be used to pay for promotional and marketing activities related to the game of poker, including but not necessarily limited to free giveaways, no entry fee tournaments, food and beverages, and other poker player related activities offered from time to time by the Hollywood Casino at Kansas Speedway and approved by the Kansas Lottery.

(g) Distribution of the Bad Beat jackpot shall be as follows:

(1) Fifty percent (or equal portions of fifty percent if more than one player is holding a qualifying Bad Beat hand) of the Bad Beat jackpot total for the game in which the Bad Beat occurred will be given to the holder(s) of the Bad Beat (losing) hand.

(2) Twenty-five percent (or equal portions of twenty-five percent if more than one player is holding the winning hand) of the Bad Beat jackpot total in which the Bad Beat occurred will be given to the holder(s) of the winning hand.

(3) The remaining twenty-five percent of the Bad Beat jackpot for the game in which the Bad Beat occurred will be split among the remaining players at the table who were dealt a hand in that game.

(4) All payouts will be rounded up to the nearest dollar, adjusting the remaining jackpot balance accordingly.

(h) A minimum of four players must be dealt in a hand in order for the hand to qualify for the Bad Beat jackpot.

(i) Bad Beat money will not be taken from a game in which fewer than four players are dealt cards.

(j) Should there be a deviation (for example a misdeal, a missing card, two cards of the same rank and suit, extra cards, cheating) the jackpot may be declared null and void by the poker supervisor or higher ranking casino official. 111-401-256. Name of the game; rules and regulations. The Kansas lottery may conduct a lottery facility game at the Hollywood Casino in Kansas City, Kansas, entitled “Face Up Pai-Gow Poker.” The rules and regulations for the game of “Face Up Pai-Gow Poker” are contained in K.A.R. 111-401-256 through 111-401-261, and applicable generic rules are contained in K.A.R. 111-201-1 et seq. (Authorized by K.S.A. 2024 Supp. 74-8710 and K.S.A. 74-8748; implementing K.S.A. 2024 Supp. 74-8710; effective, T-111-7-9-25, June 18, 2025.)

111-401-257. Object of game. The game of “Face Up Pai-Gow Poker” is played with one deck of 53 cards, the back of which cards shall all be identical in appearance. Each deck of playing cards shall consist of 13 value cards, including an ace, 2, 3, 4, 5, 6, 7, 8, 9, 10, jack, queen, and king, in each of four suits, including hearts, spades, diamonds, and clubs, plus one joker. The object of the game is for a player to beat the dealer’s hand by creating a high hand consisting of five cards and a low hand consisting of two cards in a manner that both of the player’s hands will win against the dealer’s hands. 111-401-258. Definitions. The following definitions, when used pertaining to the game of “Face Up Pai-Gow Poker” shall have the following meanings unless the context clearly indicates otherwise.

(a) “Bank” or “banker” shall mean the house or the dealer.

(b) “Bonus wager” shall mean an optional wager that the player’s seven cards will form a qualifying poker hand, regardless of the manner in which the player set the high hand and the low hand. All bonus wagers shall be banked by the house.

(c) “Copy hand” shall mean either a two-card hand or a five-card hand of a player which is identical in rank to the corresponding two-card hand or five-card hand of the dealer.

(d) “Envy bonus” shall mean an additional fixed sum payoff made to a player who placed a bonus wager of at least $5.00 when another player at the pai-gow poker table is the holder of a premium qualifying poker hand. A player is entitled to multiple envy bonuses if more than one other player is the holder of a premium qualifying poker hand; provided, however, that a player is not entitled to an envy bonus for his or her own cards or the cards of the dealer.

(e) “High hand” shall mean the five-card hand which is formed from the seven cards dealt at the game of pai-gow poker so as to rank equal to or higher than the two-card low hand.

(f) “Natural” when referring to a hand in pai-gow poker shall mean a hand that does not utilize a joker.

(g) “Owner” shall mean the first person betting in a position, the seated player.

(h) “Premium qualifying poker hand” shall mean a five-card or seven-card poker hand with a rank of four-of-a-kind or higher formed from the seven cards dealt to a player.

(i) “Push” shall mean a player loses or has a copy hand on either the high hand or low hand, but wins on the remaining hand.

(j) “Qualifying poker hand” shall mean a five-card or seven-card poker hand with a rank of three-of-a-kind or higher formed from the seven cards dealt to a player.

(k) “Rank” or “ranking” shall mean the relative position of a card or group of cards.

(l) “Second highest” or “low hand” shall mean the two-card hand which is formed from the seven cards dealt at the game of pai-gow poker so as to rank equal to or lower than the five-card high hand.

(m) “Set” or “setting the hands” shall mean the process of forming a high hand and low hand from the seven cards dealt.

(n) “Shadow bet” or “shadow wager” shall mean a wager another player is allowed to place behind the owner’s bet. A shadow bet must abide by table minimums and maximums. The owner has complete jurisdiction over the decisions made when the cards are dealt. The shadow bet must never be stacked on top of the owner’s bet.

(o) “Suit” shall mean one of the four categories of cards, i.e., diamond, spade, club, or heart. (Authorized by K.S.A. 2024 Supp. 74-8710 and K.S.A. 74-8748; implementing K.S.A. 2024 Supp. 74-8710; effective, T-111-7-9-25, June 18, 2025.)

111-401-259. Hand rankings. (a) The ranking of the cards used in Face Up Pai Gow Poker, in order of highest to lowest rank, is ace, king, queen, jack, 10, 9, 8, 7, 6, 5, 4, 3, and 2. An ace may be used to complete a “straight flush” or a “straight” formed with a 2, 3, 4, and 5. Except as otherwise provided below, the joker is used and ranked as an ace.

(1) Five aces – a high hand consisting of the four natural aces in the deck along with the joker played in the five-card hand.

(2) Royal flush – a high hand consisting of a 10, jack, queen, king and ace all in the same suit with or without utilizing the joker in the five-card hand.

(3) Small wheel straight flush – a hand consisting of an ace, two, three, four and five card all of the same suit.

(4) Straight flush – a high hand consisting of five cards of the same suit in consecutive ranking with 9, 10, jack, queen and king being the highest ranking and 2, 3, 4, 5, and 6 being the lowest ranking.

(5) Four-of-a-kind – a high hand consisting of four cards of the same rank with four aces being the highest and four 2’s being the lowest.

(6) Full house – a high hand consisting of three-of-a-kind and a pair, with three aces with two kings being the highest and three 2’s with two 3’s being the lowest.

(7) Flush – a high hand consisting of five cards of the same suit.

(8) High hand straight consisting of 10, jack, queen, king and ace not all of the same suit.

(9) Small wheel straight – a high hand consisting of an ace, two, three, four and five not all of the same suit.

(10) High hand straight consisting of five cards in consecutive ranking not of the same suit, with 9, 10, jack, queen and king being the highest ranking and 2, 3, 4, 5, and 6 being the lowest ranking.

(11) Three-of-a-kind – a high hand consisting of three cards of the same rank regardless of suit.

(12) Two pair – a high hand consisting of two pairs of two cards of the same rank regardless of suit.

(13) One pair – a high hand consisting of two cards of the same rank regardless of suit.

(14 ) High card – a hand that does not encompass any of the hands above.

For purposes of setting the hands, a joker may be used as any card to complete a straight, a flush, a straight flush, or a royal flush.

(b) The following hand rankings are only applicable to Face Up Pai Gow Poker bonus wagers and progressive wagers:

(1) Seven-card natural straight flush – a hand consisting of all seven of the player’s cards in the same suit in consecutive ranking using no joker.

(2) Royal flush plus royal match – a high hand consisting of an ace, king, queen, jack, and 10 of the same suit in the five-card hand and a king and queen of the same suit in the two-card hand.

(3) Seven-card straight flush utilizing a joker – a hand consisting of all seven of the player’s cards in the same suit in consecutive ranking using a joker. 111-401-260. Wagers. (a) Only players who are seated at the Face Up Pai-Gow Poker table may touch his or her own cards.

(b) Shadow bets may be allowed at the discretion of the lottery gaming facility manager, but if allowed may only be made on the Face Up Pai Gow Poker wager made against the dealer.

(c) Prior to the first card being dealt for each round of play, each player shall make a Face Up Pai Gow Poker wager against the dealer.

(d) There is also an optional bonus wager that, if placed, must be placed prior to the first card being dealt for each round to be active.

(e) There is also an optional ace-high wager that, if placed, must be placed prior to the first card being dealt for each round to be active.

(f) There is also an optional progressive wager that, if placed, must be placed prior to the first card being dealt for each round to be active.

(g) The Face Up Pai Gow Poker wager shall win if the high hand of the player is higher in rank than the high hand of the dealer and the low hand of the player is higher in rank than the low hand of the dealer.

(h) If the optional bonus wager is placed, the wager shall win if the player’s seven cards will form a qualifying poker hand, regardless of the manner in which the player set the high hand and the low hand.

(i) Any player who makes a bonus wager of $5.00 or more shall qualify to receive an envy bonus payment. The dealer shall place an envy bonus marker immediately in front any bonus wager of $5.00 or more.

(j) If the optional ace-high wager is placed, the wager shall win if the dealer’s hand consists of an ace-high pai gow.

(k) If the optional progressive wager is placed, the wager shall win if the player’s seven cards consist of a full house or higher ranking hand.

(l) A Face Up Pai Gow Poker wager made by a player is a tie if:

(1) The high hand of the player is higher in rank than the high hand of the dealer, but the low hand of the player is identical in rank to the low hand of the dealer, which is also known as a copy hand or lower in rank than the low hand of the dealer; or

(2) The high hand of the player is identical in rank to the high hand of the dealer, also known as a copy hand, or lower in rank than the high hand of the dealer, but the low hand of the player is higher in rank than the low hand of the dealer.

(m) A winning pai-gow poker wager shall be paid off by a lottery gaming facility manager at odds of one to one, except that the lottery gaming facility manager shall extract a commission known as “vigorish” from the winning player in an amount equal to five percent of the amount won; provided, however, that when collecting the vigorish, the lottery gaming facility manager may round off the vigorish to the nearest half dollar. If a player leaves the table, but owes a vigorish of twenty-five cents or less, the casino will waive the vigorish. The vigorish will be collected from a player at the time the winning payout is made, unless the vigorish is less than a fifty-cent increment, in which event the dealer will place a lammer or marker on the player’s spot to indicate the running total of the vigorish. At the time that the vigorish reaches at least fifty-cents, it will be paid.

(n) If a bonus wager has been made by one or more players, the dealer shall observe the following procedures:

(1) The cards of any player who has placed a bonus wager shall remain on the layout regardless of the outcome of his or her pai-gow poker wager until removed in accordance with the provisions set out below; and

(2) If any player has placed a bonus wager of $5.00 or more, the cards of each player shall remain on the layout regardless of the outcome of his or her pai-gow poker wager until removed in accordance with the provisions set out below.

(o) After settling the pai-gow poker wager of a player who has placed a bonus wager, the dealer may rearrange the seven cards of the player to form the best possible hand and shall be ultimately responsible for creating such hand for purposes of the bonus wager. A joker may be used as any card to complete any hand of five aces, straight, flush, straight flush or royal flush, other than a seven-card straight flush with no joker. If any player at the table has placed a bonus wager of $5.00 or more, the dealer may rearrange the cards of each player at the table regardless of whether that player has placed a bonus wager, and then proceed as follows:

(1) If the player does not have a qualifying pai-gow poker hand, the dealer shall collect the bonus wager, if applicable, and place the cards of the player in the discard rack.

(2) If the player has a qualifying pai-gow poker hand, the dealer shall, if applicable, pay the winning bonus wager in accordance with the approved pay table and place the cards of the player in the discard rack.

(p) The dealer shall, starting from the right and moving clockwise around the table, settle with each player who has an envy bonus marker at his or her betting position or who has a bonus wager and a qualifying poker hand.

(q) If the player has an envy bonus marker, the dealer shall pay the player the appropriate envy bonus payment set forth by these rules and collect the envy bonus marker and place the cards of the player in the discard rack.

(r) If the player has a bonus wager and a qualifying poker hand, the dealer shall pay the winning bonus wager in accordance with the pay table set forth below.

(s) If the player has an ace-high wager, the dealer shall pay the winning ace-high bonus wager in accordance with the pay table set forth below.

(t) If the player has a progressive wager and a qualifying poker hand, the dealer shall pay the winning progressive wager in accordance with the pay table set forth below.

(u) All winning bonus and envy wagers made in accordance with these rules shall be paid at the following odds or in the following amounts, as applicable:

(2) Dealer has an ace-high pai gow utilizing a joker pays 12 to 1.

(3) Dealer has an ace-high pai gow without utilizing a joker pays 5 to 1.

(w) All winning progressive wagers made in accordance with these rules shall be paid based on the player’s hand at the following odds:

(1) Full House pays 4 for 1.

(2) Four-of-a-kind pays 75 for 1.

(3) Straight flush pays 100 for 1.

(4) Royal flush pays 500 for 1.

(5) Five aces pays 10% of the progressive jackpot.

(6) Seven-card straight flush, with or without utilizing the joker, pays 100% of the progressive jackpot.

111-401-261. Play. (a) The starting position for the dealing of cards or the delivery of stacks of cards for the game of Face Up Pai Gow Poker may be determined in one of the following manners:

(1) The dealer shall shake a lidded container with three dice inside at least three times so as to cause a random mixture of the dice.

(A) The dealer shall then remove the lid covering the container, total the sum of pips facing up on all three dice and announce the total.

(B) To determine the starting position, the dealer shall count counterclockwise around the table, with the position of the dealer considered number one, and continuing around the table with each betting position counted in order, including the dealer, regardless of whether there is a wager at the position, until the count matches the total of the three dice.

(C) The dealer shall replace the lid on the container, shake it once and then place it to the left of the dealer’s rack; or

(2) The dealer may use a computerized random number generator to select and display a number from 1 through 7, inclusive. To determine the starting position, the dealer shall count counterclockwise around the table, with the position of the dealer considered number one, and continuing around the table with each betting position counted in order, including the dealer, regardless of whether there is a wager at the position, until the count matches the number displayed by the random number generator.

(b) The cards shall be either manually shuffled or shuffled by a shuffling machine. If shuffled manually, the dealer shall cut the cards. If a shuffling machine is used, no cutting of the cards will occur.

(c) Starting from the dealer’s left and moving to the right, the dealer shall then make seven stacks containing seven cards each and the four remaining cards shall be set aside, face down. Starting with the position on the table as determined above, the dealer shall then distribute from the dealer’s right to left all seven stacks of cards too all seven betting positions, including the dealer, regardless of whether there is a wager at the position. Each hand shall be placed face down in the appropriate area of the layout. The dealer shall deal the first hand to the starting position as determined in (a) above and moving clockwise around the table, deal all other positions, including the dealer, regardless of whether there is a wager at that position.

(d) After seven cards have been dealt to each position, the dealer shall count and determine that exactly four cards are left. The four cards shall not be exposed to anyone at the table but shall be spread on the table as proof the other 49 cards have been dealt. The four cards shall then be placed in the discard rack. If more or less than four cards remain, the dealer shall determine if the cards were misdealt. If the cards were misdealt and a player or the dealer has more or less than seven cards, all hands shall be removed from the table and new hands dealt.

(e) The dealer shall then collect any cards dealt to a position where there is no wager and place them in the discard rack without exposing the cards.

(f) Once seven cards have been dealt to each position and the dealer, and any cards dealt to a position with no wagers have been collected, the dealer shall expose and set the dealer’s hand before the players’ hands are set.

(g) The dealer shall set his or her hands by arranging the cards into a high and low hand using the following rules:

(1) No pair: Use the highest card in the high hand. Use the second and third highest cards in the low hand.

(2) One pair: Always play the pair in the high hand.

(3) Two pair: Always use the following rules for two pairs:

2, 3, 4, 5 = low pair

6, 7, 8, 9 = medium pair

ten, jack, queen, king = high pair

aces = aces

Low-Low or Low-Medium: Always split unless a king or higher hand can be played in the low hand.

Medium-Medium or Low-High: Always split unless an ace and a jack, queen, or king can be played in the low hand.

Medium-High or High-High: Always split

Aces: Always split with any other pair

(4) Three Pair – Play the highest of the three pairs as low hand.

(5) Three of a kind – Always keep unless AAA, then use one Ace with the next highest card as the low hand. 2 Three of a kind–Play a pair of highest 3 of a kind as the low hand.

(6) Straight, flush, straight flush, or royal flush – With a 6 or 7 card straight, flush, straight flush, or royal flush, use the highest card(s) in the low hand. With a straight, flush, straight flush, or royal flush along with an additional pair, use the pair as the low hand keeping the straight, flush, straight flush, or royal flush as the high hand. Break a straight, flush, straight flush, or royal flush when having two pair. The two pair rule applies as set forth above. Choose a straight over a flush dependent on whichever results in the highest low hand.

(7) Full House – Always split. If the dealer has an additional pair, then play the highest of the two pair in the low hand.

(8) Four of a kind – Apply the two pair rule, above, except that if the hand also contains an additional pair, use the pair in the low hand. Four aces always split unless the hand also contains an additional pair of kings.

(9) Five aces – Keep only with a pair of kings, otherwise split.

(h) All players shall then set their hands. The dealer shall then expose both hands of each player, starting from the right and proceeding counterclockwise around the table. The dealer shall compare the high and low hand of each player to the high and low hand of the dealer and shall announce if the pai-gow poker wager of that player shall win, lose, or be considered a tie.

(i) All losing pai gow poker wagers shall be immediately collected by the dealer and put in the table games chip tray. A pai-gow poker wager made by a player shall lose if:

(1) The high hand of the player is lower in rank than the high hand of the dealer and the low hand of the player is lower in rank than the low hand of the dealer;

(2) The high hand of the player is identical in rank to the high hand of the dealer or the low hand of the player is identical in rank to the low hand of the dealer (a copy hand) and the other hand of the player is identical in rank or lower in rank than the other hand of the dealer;

(3) The high hand of the player was not set so as to rank equal to or higher than the low hand of that player; or

(4) The two hands of the player were not otherwise set correctly in accordance with the rules of the game (for example, a player forms a three-card low hand and a four-card high hand).

(j) All hands that resulted in a winning pai-gow poker wager shall remain face up on the layout. Winning wagers shall be paid as the dealer exposes the players’ cards with the exception of the hands that require income tax withholding and/or reporting, which are paid once the necessary documents are completed.

(k) After a winning pai-gow poker wager has been paid, and the vigorish collected, the dealer shall, if applicable, then pay any optional bonus wager, envy bonus, ace-high wager or progressive wager of that player. Before paying a winning optional wager or envy bonus, the dealer shall, if necessary, reset the player’s high hand and low hand to form the hand type yielding the highest bonus payout to which the player is entitled. The dealer shall then collect the cards from that player.

(l) All cards collected by the dealer shall be picked up in order and placed in the discard rack in such a way the cards can be readily arranged to reconstruct each hand in case of a question or dispute. Article 501.—SOUTH CENTRAL GAMING ZONE

111-501-44. Rules of the game and bet definitions. (a) The stickperson, boxperson, table games supervisor or a higher-ranking casino employee shall have the authority to invalidate a roll of the dice by calling “no roll” for any of the following reasons:

(1) If the wrong player picks up the dice and throws or rolls them.

(2) If the dice do not hit the end of the table opposite the shooter.

(3) The dice do not leave the shooter’s hand simultaneously.

(4) Either or both of the dice come to rest on the chips constituting the craps bank (the chips in front of the boxperson).

(5) Either or both of the dice come to rest in the dice bowl in front of the stickperson or on one of the rails surrounding the table.

(6) Either or both of the dice go off the table.

(7) Whenever one die comes to rest on top of the other.

(8) The shooter does not have either a pass or don’t pass bet.

(9) Either or both of the dice do not move with forward motion.

(10) If the player shooting the dice removes either one or both dice from the view of the boxperson or table games supervisor or higher-ranking casino official immediately before the player shoots them.

(11) If the player attempts to deface the dice purposely or unintentionally immediately before the player shoots the dice.

(b) Whenever new dice are put into the game or existing dice are returned to the game, they shall be inspected by the boxperson before being put into the dice bowl.

(c) Permissible wagers shall be as follows:

(1) “Pass bet” shall mean a wager placed on the pass line of the layout immediately prior to the come-out roll.

(2) The “pass bet” shall win if, on the come-out roll a total of 7 or 11 is thrown, or a total of 4, 5, 6, 8, 9, or 10 is thrown and that total is again thrown before a total of 7 appears.

(3) The “pass bet” shall lose if, on the come-out roll a total of 2, 3 or 12 is thrown, or a total of 4, 5, 6, 8, 9, or 10 is thrown and a 7 subsequently appears before that total is thrown again.

(4) “Don’t pass bet” shall mean a wager placed on the don’t pass line of the layout immediately prior to the come-out roll.

(5) The “don’t pass bet” shall win if, on the come-out roll a total of 2 or 3 is thrown, or a total of 4, 5, 6, 8, 9, or 10 is thrown and a 7 subsequently appears before that total is again thrown.

(6) The “don’t pass bet” shall lose if, on the come-out roll a total of 7 or 11 is thrown, or a total of 4, 5, 6, 8, 9, or 10 is thrown and that total is again thrown before a 7 appears.

(7) The “don’t pass bet” shall be void if, on the come-out roll a total of 12 is thrown.

(8) “Come bet” shall mean a wager placed on the come line of the layout at any time after the come-out roll.

(9) The “come bet” shall win if, on the roll immediately following placement of such bet a total of 7 or 11 is thrown, or a total of 4, 5, 6, 8, 9, or 10 is thrown and that total is again thrown before a 7 appears.

(10) The “come bet” shall lose if, on the roll immediately following placement of such bet a total of 2, 3, or 12 is thrown, or a total of 4, 5, 6, 8, 9, or 10 is thrown and a 7 subsequently appears before that total is again thrown.

(11) “Don’t come bet” shall mean a wager placed on the “don’t come” area of the layout at any time after the come-out roll.

(12) The “don’t come bet” shall win if, on the roll immediately following placement of such bet a total of 2 or 3 is thrown, or a total of 4, 5, 6, 8, 9, or 10 is thrown and a 7 subsequently appears before that total is again thrown.

(13) The “don’t come bet” shall lose if, on the roll immediately following placement of such bet a total of 7 or 11 is thrown, or a total of 4, 5, 6, 8, 9, or 10 is thrown and that total is again thrown before a 7 appears.

(14) The “don’t come bet” shall be void if, on the roll following placement of such bet a total of 12 is thrown.

(15) “Place bet to win” shall mean a wager that may be made at any time on any of the numbers 4, 5, 6, 8, 9 or 10 which shall win if the number on which the wager was placed is thrown before a 7 and shall lose if a 7 is thrown before such number. All place bets shall be active on any roll, except the come-out roll, unless called “on” by the player and confirmed by the dealer through placement of an “on” button on top of such player’s wager.

(16) “Buy bets” shall mean a wager that may be made at any time, on the 4, 5, 6, 8, 9, and 10. A buy bet shall win if the particular number is thrown before a 7 is thrown and shall lose if a 7 is thrown before that number is thrown. In addition to the payout odds set forth in these rules for place bets on 4, 5, 6, 8, 9, and 10, the player may also be offered the option of receiving true odds on these bets in return for the player paying at the time of making the bet an amount not to exceed five percent of such wager.

(17) “Lay bets” shall mean a wager that may be made at any time, against any of the numbers 4, 5, 6, 8, 9, and 10. A lay bet shall win if a 7 is thrown before the particular number against which the wager is placed and shall lose if a particular number against which the wager is placed is thrown before a 7 is thrown. The player may also be offered true odds on these bets, for which the player may be charged a fee not to exceed five percent on the amount to be won.

(18) “Four the hardway” shall mean a wager, that may be made at any time, which shall win if a total of 4 is thrown the hardway (i.e., with 2 appearing on each die, before a 4 is thrown in any other way and before a 7 is thrown).

(19) “Six the hardway” shall mean a wager, that may be made at any time, which shall win if a total of 6 is thrown the hardway (i.e., with 3 appearing on each die before 6 is thrown in any other way and before a 7 is thrown).

(20) “Eight the hardway” shall mean a wager, that may be made at any time, which shall win if a total of 8 is thrown the hardway (i.e., with 4 appearing on each die before 8 is thrown in any other way and before a 7 is thrown).

(21) “Ten the hardway” shall mean a wager that may be made at any time, which shall win if a total of 10 is thrown the hardway (i.e., with 5 appearing on each die before 10 is thrown in any other way and before a 7 is thrown).

(22) “Field bet” shall mean a one-roll wager that may be made at any time which shall win if any of the totals of 2, 3, 4, 9, 10, 11, or 12 is thrown on the roll immediately following placement of such bets and shall lose if a total of 5, 6, 7, or 8 is thrown on such a roll.

(23) “Any seven” or “big red” shall mean a one-roll wager that may be made at any time which shall win if a total of 7 is thrown on the roll immediately following placement of such a bet and shall lose if any other total is thrown.

(24) “Any craps” shall mean a one roll wager that may be made at any time which shall win if a total of 2, 3, or 12 is thrown on the roll immediately following placement of such bet and shall lose if any other total is thrown.

(25) “Two Craps,” “aces,” or “low” shall mean a one-roll wager that may be made at any time which shall win if a total of 2 is thrown on the roll immediately following placement of such bet and shall lose if any other total is thrown.

(26) “Three Craps” or “ace-deuce” shall mean a one-roll wager that may be made at any time which shall win if a total of 3 is thrown on the roll immediately following placement of such bet and shall lose if any other total is thrown.

(27) “Twelve Craps,” “high,” or “boxcars” shall mean a one-roll wager that may be made at any time which shall win if a total of 12 is thrown on the roll immediately following placement of such bet and shall lose if any other total is thrown.

(28) “Eleven” or “yo” shall mean a one-roll wager that may be made at any time which shall win if a total of 11 is thrown on the next roll and shall lose if any other total is thrown.

(29) “Horn bet” shall mean a one-roll wager that may be made at any time which shall win if a total of 2, 3, 11, or 12 is thrown on the roll immediately following placement of such bet and shall lose if any other total is thrown.

(30) “Horn high bet” shall mean a one-roll wager that may be made at any time, which shall win if any one of the totals 2, 3, 11, or 12 is thrown on the roll immediately following placement of such bet and shall lose, if any other total is thrown. A horn high bet will be placed in units of five, with four units wagered as a horn bet and an additional unit wagered on one of the totals 2, 3, 11, or 12.

(31) “World bet” shall mean a one-roll wager that may be made at any time, which shall win if any one of the totals 2, 3, 7, 11, or 12 is thrown on the roll immediately following placement of such bet and shall lose if any other total is thrown. A world bet shall be placed on the lower line of the any seven-wager area in units of five with one unit wagered on each of the totals 2, 3, 7, 11, or 12.

(32) “3-way craps” shall mean a one-roll wager, that may be made at any time, which shall win, if any one of the following totals 2, 3, or 12 is thrown on the roll immediately following the placement of such bet and shall lose if any other total is thrown. A “3-way craps” bet will be placed with one unit wagered on each of the totals 2, 3, or 12. The dealer shall place such a wager touching the “C” of the any craps wager area and the horn or horn high wagering area.

(33) “Hop bet” means a one-roll wager that may be made at any time on a specific combination designated by the player which will win if the combination is thrown on a roll immediately following placement of such bet and will lose if any other combination is thrown.

(34) “Hop bet all others” means a one-roll wager that may be made at any time on an allowable specific combination designated by the player that will win if the combination is thrown on a roll immediately following placement of such wager and will lose if any other combination is thrown. The allowable specific combinations include 4, 5, 6, 7, 8, 9, or 10 but do not include any hardway wagers.

(35) “Hop bet hard” means a one-roll wager that may be made at any time on an allowable specific combination designated by the player that will win if the combination is thrown on a roll immediately following placement of such wager and will lose if any other combination is thrown. The allowable specific combinations include four the hardway, six the hardway, eight the hardway, and ten the hardway.

(36) “Big six” or “big 6” means a wager placed in the area of the layout marked “big six” or “big 6,” which shall win if a total of 6 is thrown before a 7 and shall lose if a 7 is thrown before a 6.

(37) “Big eight” or “big 8” means a wager placed on the area of the layout marked “big eight” or “big 8” and shall win if a total of eight is thrown before a 7 and shall lose if a 7 is thrown before an 8.

(38) “Split bet” means a one-roll wager that is placed on the line or area between two proposition bets. One half of the split bet is being bet on each side. Both bets will be left up and a net payoff is made to the player.

(39) “Craps-eleven” or “C and E” means a one-roll split bet on any craps and eleven.

(40) “High-low” means a one-roll split bet aces (2) and twelve (12).

(41) “Ace deuce–any craps” means a one-roll bet which is unique because if ace deuce (3) rolls, both sides of the bet win.

(42) “Put bets” are bets that are made directly on any number at any time, including the point, after the come-out roll has already been made. Put bets are allowed full odds as well.

(43) “All small” is an optional wager that may be offered on selected craps tables that is placed before the point is established by a new shooter and may also be placed after a winning all small wager is rolled. The wager will win if each of the totals 2, 3, 4, 5, and 6 are all rolled by the shooter before a 7 is rolled. The totals 2, 3, 4, 5, and 6 may be rolled in any order, the same total may be rolled more than once, and rolling the totals 8, 9, 10, 11, or 12 are irrelevant to the wager. The wager will lose if a 7 is rolled before each of the totals 2, 3, 4, 5, and 6 are all rolled by the shooter. An all small bet cannot be removed, called off or increased once the shooter has rolled a number other than seven.

(44) “All tall” is an optional wager that may be offered on selected craps tables that is placed before the point is established by a new shooter and may also be placed after a winning all tall wager is rolled. The wager will win if each of the totals 8, 9, 10, 11, and 12 are all rolled by the shooter before a 7 is rolled. The totals 8, 9, 10, 11, or 12 may be rolled in any order, the same totals may be rolled more than once, and rolling the totals 2, 3, 4, 5, or 6 are irrelevant to the wager. The wager will lose if a 7 is rolled before each of the totals 8, 9, 10, 11, and 12 are all rolled by the shooter. An all tall bet cannot be removed, called off or increased once the shooter has rolled a number other than seven.

(45) “Make ‘em all” is an optional wager that may be offered on selected craps tables that is placed before the point is established by a new shooter and may also be placed after a winning make ‘em all wager is rolled. The wager will win if totals 2, 3, 4, 5, 6, 8, 9, 10, 11, and 12 are all rolled by the shooter before a 7 is rolled. The totals 2, 3, 4, 5, 6, 8, 9, 10, 11, and 12 may be rolled in any order and the same total may be rolled more than once. The wager will lose if a 7 is rolled before totals 2, 3, 4, 5, 6, 8, 9, 10, 11, and 12 are all rolled by the shooter. A make ‘em all bet cannot be removed, called off or increased once the shooter has rolled a number other than seven.

(46) “Hot shooter jackpot” is an optional wager that may be offered on selected craps tables that is placed by a player prior to the come-out roll after a seven out is rolled. The minimum and maximum amounts of the wager allowed to be made, if any, shall be posted at the gaming table. A player shall win the wager if, beginning with the next roll and continuing for at least seven more rolls thereafter, a seven out is not rolled. A player shall lose the wager if beginning with the next roll of the dice a seven out is rolled in seven or fewer rolls. For all winning wagers the number of rolls made prior to a seven out and payout odds are as follows:

(A) eight to fifteen rolls pays one times the wager;

(B) sixteen to twenty-three rolls pays three times the wager;

(C) twenty-four to thirty-one rolls pays five times the wager;

(D) thirty-two to thirty-nine rolls pays seven times the wager;

(E) forty to forty-four rolls pays twelve times the wager;

(F) forty-five to forty-nine rolls pays thirty times the wager; and

(G) fifty or more rolls pays one-hundred times the wager.

Only the highest amount for which the wager qualifies shall be paid.

(47) “Power odds” may be offered on selected craps tables. Power odds may be randomly applied to one or more of the following wagers: any craps; craps; any seven; eleven; hop; horn; and all hardway wagers. Power odds shall only apply to wagers for the roll immediately following activation of the indicator light. An indicator light on the table game layout shall appear when power odds are active, but the indicator light shall not appear until after the time allowed for making wagers has expired. The lottery gaming facility manager shall pre-select either paytable one or paytable two, below. Winning wagers to which power odds apply shall be paid at the following odds:

(A) Paytable one:

(i) any craps or craps pays ten to one;

(ii) any seven pays thirteen to two;

(iii) eleven, hop bet all others, or horn with a 3 and 11 pays twenty-two to one;

(iv) horn with a 2 and 12 pays forty-six to one;

(v) hop bet pairs pays forty-six to one;

(vi) four the hardway pays ten to one;

(vii) six the hardway pays thirteen to one;

(viii) eight the hardway pays thirteen to one; and

(ix) ten the hardway pays ten to one.

(B) Paytable two:

(i) any craps or craps pays fourteen to one;

(ii) any seven pays eighteen to two;

(iii) eleven, hop bet all others, or horn with a 3 and 11 pays thirty to one;

(iv) horn with a 2 and 12 pays sixty-two to one;

(v) hop bet pairs pays sixty-two to one;

(vi) four the hardway pays fourteen to one;

(vii) six the hardway pays eighteen to one;

(viii) eight the hardway pays eighteen to one; and

(ix) ten the hardway pays fourteen to one. 111-501-147. Rules of the game and bet definitions. (a) Control of the dice at a craps no more table is the responsibility of the stickperson at the table.

(b) The first player to accept the dice when offered shall become the shooter who shall select and retain two of the dice offered. Prior to selecting the dice, the shooter shall make a pass bet after which the shooter shall throw the two selected dice so that they leave the shooter’s hand simultaneously and in a manner calculated to cause them to strike the end of the table farthest from the shooter. It shall be the option of the shooter, after any roll, either to pass the dice or remain the shooter except that the shooter shall pass the dice upon throwing a losing total of 7 (this does not apply to the come-out roll). The table games supervisor may order the shooter to pass the dice to another player if the shooter unreasonably delays the game, repeatedly makes invalid rolls or violates applicable rules and regulations pertaining to the game of craps no more.

(c) If a shooter, after making the come-out point, elects not to place a pass bet, and other wagers remain on the table with respect to come bet numbers, the craps no more stickperson shall offer the dice to the player immediately to the left of the previous shooter.

(d) The stickperson, boxperson, table games supervisor or a higher-ranking casino employee shall have the authority to invalidate a roll of the dice by calling “no roll” for any of the following reasons:

(1) If the wrong player picks up the dice and throws or rolls them.

(2) If the dice do not hit the end of the table opposite the shooter.

(3) The dice do not leave the shooter’s hand simultaneously.

(4) Either or both of the dice come to rest on the chips constituting the craps bank.

(5) Either or both of the dice come to rest in the dice bowl in front of the stickperson or on one of the rails surrounding the table.

(6) Either or both of the dice go off the table.

(7) Whenever one die comes to rest on top of the other.

(8) The shooter does not have a pass bet.

(9) Either or both of the dice do not move with forward motion.

(10) If the shooter removes either one or both dice from the view of the boxperson or table games supervisor or higher-ranking casino official.

(11) If the shooter attempts to deface or actually defaces the dice, no matter if done purposely or unintentionally.

(12) Any other reason deemed necessary to protect the integrity of the game.

(e) Whenever new dice are put into the game or existing dice are returned to the game, they shall be inspected by the boxperson before being put into the dice bowl.

(f) Permissible wagers shall be as follows:

(1) “Pass bet” shall mean a wager placed on the pass line of the layout immediately prior to the come-out roll.

(A) The “pass bet” shall win if, on the come-out roll a total of 7 is thrown, or a total of 2, 3, 4, 5, 6, 8, 9, 10, 11 or 12 is thrown and that total is again thrown before a total of 7 appears.

(B) The “pass bet” shall lose if, on the come-out roll a total of 2, 3, 4, 5, 6, 8, 9, 10, 11 or 12 is thrown and a 7 subsequently appears before that total is thrown again.

(2) “Come bet” shall mean a wager placed on the come line of the layout at any time after the come-out roll.

(A) The “come bet” shall win if, on the roll immediately following placement of such bet a total of 7 is thrown, or a total of 2, 3, 4, 5, 6, 8, 9, 10, 11 or 12 is thrown and that total is again thrown before a 7 appears.

(B) The “come bet” shall lose if after the come-out roll and a point is established a total of 2, 3, 4, 5, 6, 8, 9, 10, 11 or 12 is thrown and a 7 subsequently appears before that total is thrown again.

(3) “Place bet to win” shall mean a wager that may be made at any time on any of the numbers 2, 3, 4, 5, 6, 8, 9, 10, 11 or 12 which shall win if the number on which the wager was placed is thrown before a 7 and shall lose if a 7 is thrown before such number. All place bets shall be active on any roll, except the come-out roll, unless called “on” by the player and confirmed by the dealer through placement of an “on” button on top of such player’s wager.

(4) “Buy bets” shall mean a wager that may be made at any time, on the 2, 3, 4, 5, 6, 8, 9, 10, 11 or 12. A buy bet shall win if the particular number is thrown before a 7 is thrown and shall lose if a 7 is thrown before that number is thrown. In addition to the payout odds set forth in these rules for place bets on 2, 3, 4, 5, 6, 8, 9, 10, 11 or 12, the player may also be offered the option of receiving true odds on these bets in return for the player paying at the time of making the bet an amount not to exceed five percent of such wager.

(5) “Four the hardway” shall mean a wager, that may be made at any time, which shall win if a total of 4 is thrown the hardway (i.e., with 2 appearing on each die), before a 4 is thrown in any other way and before a 7 is thrown.

(6) “Six the hardway” shall mean a wager, that may be made at any time, which shall win if a total of 6 is thrown the hardway (i.e., with 3 appearing on each die) before 6 is thrown in any other way and before a 7 is thrown.

(7) “Eight the hardway” shall mean a wager, that may be made at any time, which shall win if a total of 8 is thrown the hardway (i.e., with 4 appearing on each die) before 8 is thrown in any other way and before a 7 is thrown.

(8) “Ten the hardway” shall mean a wager that may be made at any time, which shall win if a total of 10 is thrown the hardway (i.e., with 5 appearing on each die) before 10 is thrown in any other way and before a 7 is thrown.

(9) “Field bet” shall mean a one-roll wager that may be made at any time which shall win if any of the totals of 2, 3, 4, 9, 10, 11, or 12 is thrown on the roll immediately following placement of such bets and shall lose if a total of 5, 6, 7, or 8 is thrown on such a roll.

(10) “Any seven” or “big red” shall mean a one-roll wager that may be made at any time which shall win if a total of 7 is thrown on the roll immediately following placement of such a bet and shall lose if any other total is thrown.

(11) “Eleven” or “yo” shall mean a one-roll wager that may be made at any time which shall win if a total of 11 is thrown on the next roll and shall lose if any other total is thrown.

(12) “Horn bet” shall mean a one-roll wager that may be made at any time which shall win if a total of 2, 3, 11, or 12 is thrown on the roll immediately following placement of such bet and shall lose if any other total is thrown.

(13) “Horn high bet” shall mean a one-roll wager that may be made at any time, which shall win if any one of the totals 2, 3, 11, or 12 is thrown on the roll immediately following placement of such bet and shall lose, if any other total is thrown. A horn high bet will be placed in units of five, with four units wagered as a horn bet and an additional unit wagered on one of the totals 2, 3, 11, or 12.

(14) “World bet” shall mean a one-roll wager that may be made at any time, which shall win if any one of the totals 2, 3, 7, 11, or 12 is thrown on the roll immediately following placement of such bet and shall lose if any other total is thrown. A world bet shall be placed on the lower line of the any seven wager area in units of five with one unit wagered on each of the totals 2, 3, 7, 11, or 12.

(15) “Hop bet” means a one-roll wager that may be made at any time on a specific combination designated by the player which will win if the combination is thrown on a roll immediately following placement of such bet and will lose if any other combination is thrown.

(16) “Big six” or “big 6” means a wager placed in the area of the layout marked “big six” or “big 6,” which shall win if a total of 6 is thrown before a 7 and shall lose if a 7 is thrown before a 6.

(17) “Big eight” or “big 8” means a wager placed on the area of the layout marked “big eight” or “big 8” and shall win if a total of eight is thrown before a 7, and shall lose if a 7 is thrown before an 8.

(18) “Split bet” means a one-roll wager that is placed on the line appearing on the table game layout between two proposition bets. One half of the split bet is being bet on each of the two proposition bets that appear on each side of the line. Both bets will be left up and a net payoff is made to the player.

(19) “Craps-eleven” or “C and E” means a one-roll split bet on any craps and eleven.

(20) “High-low” means a one-roll split bet aces (2) and twelve (12).

(21) “Put bets” are bets that are made directly on any number at any time, including the point, after the come-out roll has already been made. Put bets are allowed full odds as well.

(22) “Craps two” means a single roll wager that the sum of the dice on the next roll will be 2.

(23) “Craps three” means a single roll wager that the sum of the dice on the next roll will be 3.

(24) “Craps twelve” means a single roll wager that the sum of the dice on the next roll will be 12.

(25) “Any craps” means a single roll wager that the sum of the dice on the next roll will be 2, 3 or 12.

(26) “All small” is an optional wager that may be offered on selected craps tables that is placed before the point is established by a new shooter and may also be placed after a winning all small wager is rolled. The wager will win if each of the totals 2, 3, 4, 5, and 6 are all rolled by the shooter before a 7 is rolled. The totals 2, 3, 4, 5, and 6 may be rolled in any order, the same number may be rolled more than once, and rolling the totals 8, 9, 10, 11, or 12 are irrelevant to the wager. The wager will lose if a 7 is rolled before each of the totals 2, 3, 4, 5, and 6 are all rolled by the shooter. An all small bet cannot be removed, called off or increased once the shooter has rolled a number other than seven.

(27) “All tall” is an optional wager that may be offered on selected craps tables that is placed before the point is established by a new shooter and may also be placed after a winning all tall wager is rolled. The wager will win if each of the totals 8, 9, 10, 11, and 12 are all rolled by the shooter before a 7 is rolled. The totals 8, 9, 10, 11, or 12 may be rolled in any order, the same totals may be rolled more than once, and rolling the totals 2, 3, 4, 5, or 6 are irrelevant to the wager. The wager will lose if a 7 is rolled before each of the totals 8, 9, 10, 11, and 12 are all rolled by the shooter. An all tall bet cannot be removed, called off or increased once the shooter has rolled a number other than seven.

(28) “Make ‘em all” is an optional wager that may be offered on selected craps tables that is placed before the point is established by a new shooter and may also be placed after a winning make ‘em all wager is rolled. The wager will win if totals 2, 3, 4, 5, 6, 8, 9, 10, 11, and 12 are all rolled by the shooter before a 7 is rolled. The totals 2, 3, 4, 5, 6, 8, 9, 10, 11, and 12 may be rolled in any order and the same total may be rolled more than once. The wager will lose if a 7 is rolled before totals 2, 3, 4, 5, 6, 8, 9, 10, 11, and 12 are all rolled by the shooter. A make ‘em all bet cannot be removed, called off or increased once the shooter has rolled a number other than seven.
