111-4-3832. “Chiefs Kingdom” instant ticket lottery game number 456. (a) The Kansas lottery may conduct an instant winner lottery game entitled “Chiefs Kingdom.” The rules for this game are contained in K.A.R. 111-3-1 et seq. and 111-4-3832.

(c) For this game, a play/prize symbol shall appear in 59 play spots within the play area or areas.
(d) The ticket numbers in each book of tickets in this game shall start with 000 and end with 029.
(e) The price of instant tickets sold by a retailer for this game shall be $10.00 each.
(f) “Chiefs Kingdom” is a key number match game with multiplier features and bonus areas. The player will scratch the play area to reveal six “WINNING NUMBERS” and 25 “YOUR NUMBERS” with a prize amount below each of the “YOUR NUMBERS.” If a player matches any of the “YOUR NUMBERS” to any of the “WINNING NUMBERS,” the player wins the prize shown below that number. If a player reveals a symbol of a 9X, the player wins nine times the prize shown. If a player reveals a symbol of a 10X, the player wins 10 times the prize shown. If the player reveals a symbol of a 15X, the player wins 15 times the prize shown. The player will scratch the three bonus play areas; if the player reveals a symbol of a football, the player instantly wins $87.
(g) Each ticket in this game may win up to 28 times.
(h) Approximately 600,000 tickets shall be ordered initially for this instant game. Additional ticket orders shall have the same prize structure, the same number of prizes per prize pool of 150,000 tickets, and the same odds as were contained in the initial ticket order.

If the player reveals a symbol of a trophy, the player wins the prize amount multiplied by the multiplier symbol revealed for that “GAME.” The player will scratch the two bonus play areas. Article 5.—MULTI-STATE ONLINE GAMES AND DRAWINGS
111-5-23. Definitions. The following definitions shall apply to the “Powerball” game:
(a) “Advertised grand prize” shall mean the estimated annuitized grand prize amount as determined by the MUSL central office by use of the MUSL annuity factor and communicated through the selling lotteries prior to the grand prize drawing. The “advertised grand prize” is not a guaranteed prize amount and the actual grand prize amount may vary from the advertised amount, except in circumstances where there is a guaranteed grand prize amount as described in these rules.
(b) “Computer pick” means the random selection of indicia by the computer, which appear on a ticket and are played by a player in the game.
(c) “Double play” means the Powerball game option whereby a player may elect to pay an additional $1 per play at the time of ticket purchase to participate in a second drawing using the same numbers.
(d) “Drawing” refers collectively to the formal draw event for randomly selecting the winning indicia which determine the number of winners for each prize level of the Powerball game and the Power Play multiplier. Winning indicia include the winning numbers for the Powerball game, and the Power Play multiplier.
(e) “Game board” or “board” means that area of the play slip which contains sets of numbered circles to be marked by the player.
(f) “Game ticket” or “ticket” means an acceptable evidence of play, which is a ticket produced in a manner that meets the specifications defined in these rules and is either:
(1) a physical representation of the play or plays sold to the player; or,
(2) electronic evidence of a ticketless transaction in the form of registered play.
(g) “Grand prize” refers to the top prize in the Powerball game.
(h) “Licensee lottery” shall mean a state lottery or lottery of a governmental unit, political subdivision, or entity thereof that is not a party lottery but has agreed to comply with all applicable MUSL and product group requirements and has been authorized by the MUSL and by the Powerball product group to sell the Powerball game.
(i) “MUSL” means the Multi-State Lottery Association, a government-benefit association wholly owned and operated by the party lotteries.
(j) “MUSL annuity factor” shall mean the annuity factor as determined by the MUSL central office through a method approved by the MUSL finance and audit committee and which is used as described in these rules.
(k) “MUSL board” means the governing body of the MUSL which is comprised of the chief executive officer of each party lottery.
(l) “Online lottery game” means a lottery game connected by telephone lines, satellite or other similar communication methodology, owned or controlled by the lottery, to a central computer in which each player selects numbers out of a larger predetermined set or sets of numbers.
(m) “Party Lottery” or “Member Lottery” means a state lottery or lottery of a political subdivision or entity which has joined the MUSL and, in the context of these Powerball product group rules, that is authorized to sell the Powerball game. Unless otherwise indicated, “party lottery” or “member lottery” does not include “licensee lotteries.”
(n) “Play” or “bet” means the six numbers, the first five from a field of 69 numbers and the last one from a field of 26 numbers, that appear on a ticket as a single lettered selection and are to be played by a player in the Powerball game.
(o) “Play slip” or “bet slip” means a card used in marking a player’s game plays and containing one or more boards.
(p) “Power play” or “multiplier option” means the Powerball game option whereby a player may elect to pay an additional $1 per play at the time of ticket purchase which will have the effect of multiplying any prize won on the play, except the grand prize.
(q) “Product group” means the group of lotteries which has joined together to offer a product pursuant to the terms of the multi-state lottery agreement and the product group’s own rules.
(r) “Registered play” means a wager where the play is owned by a specifically identified player through a means acceptable to the Kansas lottery, and which is recorded on the computer gaming system and internal computer system.
(s) “Retailer” or “agent” means a person or entity authorized by the Kansas lottery to sell lottery plays.
(t) “Selling lottery” means a lottery authorized by the product group to sell Powerball plays, including party lotteries and licensee lotteries.
(u) “Set Prize,” also referred to as “low-tier prize,” means all other prizes except the grand prize and, except in rare instances outlined in these rules, will be equal to the prize amount established by the MUSL Board for the prize level.
(v) “Subscription” means a recurring monthly purchase of registered play transactions for every drawing in that month.
(w) “Terminal” means a device authorized by a party lottery to function in an online, interactive mode with the computer gaming system for the purpose of issuing lottery tickets and entering, receiving and processing lottery transactions, including purchases, validating tickets and transmitting reports.
(x) “Validation” or “validate” means the process of determining whether a ticket presented for a prize is a winning ticket.
(y) “Wallet” means an online service which tracks a player’s deposits, purchases, and prize payments. A player may make deposits, purchases, and withdrawals from the wallet according to the terms and conditions of the player loyalty program defined in K.A.R. 111-18-1, et seq.
(z) “Winning numbers” means the indicia randomly selected during a drawing event which shall be used to determine winning plays for the Powerball game contained on a game ticket.

111-5-26. Expected prize payout pari-mutuel prizes. (a) The grand prize payout shall be determined on a pari-mutuel basis. Except as provided in these rules, all other prizes awarded shall be paid as set cash prizes with the following expected approximate prize payout percentages:

(b) The prize money allocated to the grand prize category shall be divided equally by the number of plays winning the grand prize.
(c) The Powerball set prize pool (for single payment prizes of $1,000,000 or less) shall be carried forward to subsequent drawings if all or a portion of it is not needed to pay the Powerball set prizes awarded in the current drawing. If the total of the Powerball set prizes (as multiplied by the respective Power Play multiplier, if applicable) awarded in a drawing exceeds the percentage of the prize pool allocated to the Powerball set prizes, then the amount needed to fund the Powerball set prizes, including Power Play and Double Play prizes, awarded shall be drawn from the following sources, in the following order: (1) the amount allocated to the Powerball set prizes and carried forward from previous drawings, if any; (2) an amount from the set prize reserve account, if available, not to exceed forty million dollars ($40,000,000) per drawing, and (3) other amounts as agreed to by the product group in their sole discretion. If, after these sources are depleted, there are not sufficient funds to pay the set prizes awarded, including Power Play and Double Play prizes, then the highest set prize shall become a pari-mutuel prize. If the amount of the highest set prize, when paid on a pari-mutuel basis, drops to or below the next highest set prize and there are still not sufficient funds to pay the remaining set prizes awarded, then the next highest set prize, including Power Play prizes, shall become a pari-mutuel prize. This procedure shall continue down through all set prize levels, if necessary, until all set prize levels become pari-mutuel prize levels. In that instance, the money available from the funding sources listed in these rules shall be divided among the winning plays in proportion to their respective price percentages. Powerball set prizes and the Power Play and Double Play prizes will be reduced by the same percentage. By agreement with the licensee lotteries, the licensee lotteries shall independently calculate their set pari-mutuel prize amounts. The party lotteries and the licensee lotteries shall then agree to set the pari-mutuel prize amounts for all lotteries selling the game at the lesser of the independently-calculated prize amounts. 111-5-33a. Subscriptions. (a) At the time of purchasing a registered play, a player may elect to purchase a subscription.
(b) A player must pay $2.00 per board played for each remaining drawing in the month in which the player subscribes. If a player chooses to participate in the Double Play promotion or Power Play promotion, the player must pay an additional $1.00 per promotion per board played.
(c) A player may purchase only the same numbers on the same boards when subscribing.
(d) Seven days before the first drawing in the next month after subscribing, the player will be charged an amount calculated pursuant to paragraph (b) for that month according to the terms and conditions of the player loyalty program defined in K.A.R. 111-18-1, et seq. If the player does not have sufficient funds to complete the purchase, the Kansas lottery may at its sole discretion contact the player to resolve the issue or allow the subscription to expire.
(e) The Kansas lottery may pause or decline to renew a subscription at any time for any reason. The lottery may at its sole discretion cancel a subscription and refund the player for any remaining drawings during a subscribed month. A player may elect not to renew a subscription at any time for any reason.
(f) The Kansas lottery may require a player to demonstrate a regular presence in Kansas between subscription periods prior to renewing a player’s subscription. (Authorized by and implementing K.S.A. 2024 Supp. 74-8710; effective, T-111-6-27-25, May 14, 2025.)
111-5-200a. Powerball Double Play promotion. (a) The Kansas Lottery may offer players the opportunity to participate in the Powerball Double Play promotion, beginning on the first Powerball drawing occurring on or after July 1, 2025 or at a later date announced by the executive director and published on the Kansas lottery’s website. The Double Play promotion shall offer a Powerball player a chance to win another prize in a second drawing conducted by the multi-state lottery association using the same numbers played in the Powerball drawing.
(b) A qualifying play is any single Powerball play for which the player pays an extra one dollar for the Double Play option and which is recorded in the Kansas Lottery’s central computer as a qualifying play. No prize won as part of this promotion shall be multiplied by the Power Play multiplier defined by K.A.R. 111-5-200.
(c) The player’s numbers selected for the Powerball drawing shall be the same numbers eligible to win in a second drawing conducted by the multi-state lottery association immediately after such Powerball drawing. The second drawing shall be a five out of 69 plus one out of 26 lottery game. Participation in this promotion shall not affect the play of the Powerball game.
(d) Participation in Double Play shall apply to each play purchased on a single play slip, subscription, or registered play transaction.
(e) The prizes for Double Play shall be fixed prizes. The prizes may become pari-mutuel pursuant to K.A.R. 111-5-28. The expected prize payout for Double Play prizes is as follows:

(f) All Double Play prizes shall be paid in one lump sum. The Kansas lottery may elect to withhold payment of any Double Play prize until such payment is authorized by the multi-state lottery association.
(g) Prizes that, under these rules, may become pari-mutuel prizes, may be rounded down so that prizes can be paid in whole dollars. Breakage resulting from rounding these prizes shall be carried forward to the prize pool for the next drawing. Article 18.—GENERIC PLAYER LOYALTY CLUB RULES
111-18-2. Definitions. Unless otherwise provided in these regulations, all definitions contained in the Kansas lottery act shall apply to all regulations in this section and K.A.R. 111-19-1 et seq.
(a) “Account,” “PlayOn account,” or “player loyalty account” refers to a record of a member’s point activity.
(b) “APP” or “app” means a self-contained program or piece of software designed to fulfill a particular purpose such as an application downloaded by a user to a mobile device.
(c) “Challenges” refers to activities set forth in the player loyalty program which gives players the opportunity to earn points.
(d) “Collecting Points” means the accumulation of points in a player’s loyalty program account.
(e) “Download” means to copy data from one related computer system to another, typically over the Internet.
(f) “Drawing” or “online drawing” means the act of drawing or selecting winners by means of an electronic drawing or other method from among the entries that were entered for prizes.
(g) “Free Points Awards” means points collected by a player which are distributed from time to time from the player loyalty program as a bonus without requiring the player to earn the points.
(h) “Game ticket code(s)” refers to a draw game webcode or instant ticket code printed on Kansas lottery ticket products which can be entered by a member for the purpose of collecting points in the Kansas lottery’s player loyalty program.
(i) “Instant Ticket Code” refers to the code printed on Kansas lottery instant game tickets which is used by the member as a game ticket code.
(j) “Member” or “members” refers to a Kansas lottery player(s) who has completed a member profile, agreed to the terms of service, and is registered to participate in PlayOn.
(k) “Member Profile” refers to the personal data and releases that are collected from the player who joins the players loyalty program and which may serve as verification that a player is at least 18 years of age.
(l) “Mobile device” means a portable computing device, including but not limited to a smartphone or tablet.
(m) “Online entry” or “online entries” means the method of entering a contest, game, drawing, promotion or other event sponsored by the Kansas lottery’s player loyalty program by entering a ticket number or code electronically rather than via a physical ticket.
(n) “Non-winning ticket(s)” means any Kansas lottery ticket specifically designated by the Kansas lottery which is not a winner of any prize for the game in which it was originally eligible.
(o) “Player(s) Loyalty Program” refers to the Kansas lottery’s online loyalty program where a player can seek information and participate in activities, promotions and services related to the program including, but not limited to the opportunity to collect points by submitting eligible Kansas lottery game ticket codes. The players loyalty program can be accessed through the Kansas lottery’s website or any mobile version or mobile application (related apps) offered by the Kansas lottery.
(p) “PlayOn” refers to the name of the Kansas lottery’s player loyalty program, and which is a registered trademark of Pollard Banknote Limited used under license.
(q) “Points” refers to a variable number value system as set forth in the guidelines of the player loyalty program which are distributed to a player loyalty account. Points are collected by a member and used to participate in drawings, and other promotional offers as provided by the player loyalty program.
(r) “Random number generator” or “RNG” means the drawing machine or equipment used to randomly select the drawing winners.
(s) “Redemption of Points” means the act of a member releasing or using his or her points accumulated in the player’s respective player loyalty account in exchange for the opportunity to enter a drawing or to obtain other prizes or other promotional opportunities as set forth in the guidelines of the players loyalty program.
(t) “Registration” means the act of creating an official record in PlayOn by completing a member profile including the required fields and agreeing to the terms and conditions of PlayOn.
(u) “Rewards” refers to the prize or entry given to a member in exchange for point redemption.
(v) “Rewards Catalog” refers to a listing of prizes available to be selected by a member upon the redemption of points.
(w) “Second-chance drawings” or “second-chance prizes” refers to prizes later awarded in drawings that are entered from winning or non-winning tickets that were sold for a specific promotion.
(x) “Terms and Conditions” means the arrangements and conditions set out by the Kansas lottery in PlayOn to which a member agrees upon registration.
(y) “URL” means a location or address identifying where documents can be found on the Internet.
(z) “Verified” means a member whose information provided during registration has been confirmed to be accurate by the Kansas lottery or by a third party to the satisfaction of the Kansas lottery.
(aa) “Webcode” refers to the code printed on Kansas lottery draw game tickets which is used by the member as a game ticket code.
(bb) “Winning ticket” means any Kansas lottery ticket specifically designated by the Kansas lottery which is a winner of any prize for the game in which it was eligible.
(cc) “www.kslottery.com” refers to the Kansas lottery’s website where a player can join the Kansas lottery’s player loyalty program. Article 19.—SPECIFIC PLAYER LOYALTY CLUB RULES
111-19-1a. PLP Monthly Play Credit drawings. (a) The Kansas Lottery may conduct monthly player loyalty club play credit drawings.
(b) The Kansas Lottery will begin accepting entries for monthly player loyalty club play credit drawings at 12:01 a.m. on the first calendar day of the month and ending at 11:59 p.m. on the last calendar day of the month. Drawings will be conducted within five days following the last day of the calendar month during which drawing entries were open. Drawing winners will be announced to the public within five calendar days after the drawing has been conducted.
(c) Only registered PlayOn members with a verified account may enter the monthly player loyalty club play credit drawings. PlayOn members must enter themselves into the drawings according to the terms and conditions of PlayOn. Entries shall not be accepted which are submitted by any method other than through PlayOn.
(d) There is no limit to the number of entries a member may make in any single drawing, but a member may win only one prize in each drawing.
(e) The number of winners that will be selected in each monthly player loyalty club play credit drawing will be announced prior to the beginning of said monthly drawing via the lottery’s website. There will be 100 alternates drawn for each drawing.
(f) Each winner in the drawing will receive Play Credit in their PlayOn wallet, within 72 hours of the winner announcement, of a pre-announced value which can be redeemed for eInstant or Draw Games offered in PlayOn. The Play Credit must be redeemed within 14 calendar days of the date the prize is awarded.
(g) Entries will not carry forward from one draw to the next.
(h) By entering the drawing(s), entrant agrees to PlayOn terms and conditions.

(b) The Kansas Lottery will begin accepting entries for quarterly player loyalty club play credit drawings beginning at 12:01 a.m. on the first calendar day of the third quarter, and ending at 11:59 p.m. on the last calendar day of the third quarter. After the first quarterly drawing, the periods for all succeeding quarterly drawings shall include the following months:

111-19-3a. PLP Account Verification drawings. (a) The Kansas Lottery may conduct two drawings awarding 19 player loyalty club members a cash or points prize.
(b) The Kansas Lottery will begin accepting entries for the cash drawing beginning at 12:01 a.m. on July 1, 2025, and ending at 11:59 p.m. on July 31, 2025. The drawing will be conducted sometime after the entry into the drawing has closed but before noon on August 7, 2025, at which time 16 winners will receive $500 cash each. The Kansas Lottery will begin accepting entries for the points drawing beginning at 12:01 a.m. on August 1, 2025, and ending at 11:59 p.m. on August 31, 2025. The drawing will be conducted sometime after entry into the drawing has closed but before noon on September 5, 2025, at which time three winners will be awarded 10,000 PlayOn points each.
(c) For each drawing, players who were PlayOn loyalty members prior to February 13, 2025, but have not yet verified their account at the start of the promotion, will receive one entry into the drawing after completing the verification process before the end date of the promotion. Eligible players must be opted-in to receive emails through PlayOn and will receive an email advising them about the offer.
(d) Only registered PlayOn members may enter the PLP Account Verification drawings. PlayOn members must enter themselves into the drawings according to the terms and conditions of PlayOn and paragraph (c). Entries shall not be accepted which are submitted by any method other than through PlayOn.
(e) The procedures set forth in K.A.R. 111-18-5 for contacting winners and the claiming of prizes shall be followed for the cash prize winners.
(f) Points winners will be notified by email and will be awarded the points prize within 72 hours of the announcement of winners. Points awarded will expire one year after they are awarded.
(g) Players will receive one entry into the drawing for which they are eligible.
(h) The Kansas lottery is not responsible for electronic malfunction or player error.
(i) By entering a drawing, entrant agrees to PlayOn terms and conditions.

111-19-209. Kansas City Chiefs Ultimate Experience drawings. (a) The Kansas lottery may conduct two “Kansas City Chiefs Ultimate Experience” drawings entitled “Chiefs Drawing 1” and “Chiefs Drawing 2.” The Kansas lottery will accept entries into the drawings beginning at 12:01 a.m. on the day the instant tickets designated in subsection (b) are first offered for sale to the general public.
(b) The specific ticket eligible for entry into the drawings shall be $10 “Chiefs Kingdom” instant ticket lottery game number 456.
(c) A player shall enter the drawings through the Kansas Lottery PlayOn program available at www.kslottery.com. The player shall follow the hyperlink specifically designated for the purpose of accessing the “Chiefs Kingdom drawings.” The player may enter the required data from the entry ticket manually for entry into the drawings. If the player does not enter the ticket data manually, the player may scan, if available, the ticket to enter data to be used for entry into the drawings using a mobile device and a downloaded Kansas Lottery PlayOn app. After the ticket data is successfully entered either manually or scanned using an app, the player will receive one entry for each ticket submitted into the second-chance drawings.
(d) The procedures set forth in K.A.R. 111-18-5 for selecting winners and alternate winners shall be followed.
(e) For “Chiefs Drawing 1,” the Kansas lottery shall award 12 prize packages. Entries into the drawing will close at 11:59 p.m. on October 5, 2025. The drawing will be conducted sometime after entry into the drawing has closed but before noon on October 9, 2025, at which time the winners will be announced.
(1) The Kansas lottery shall award the first and second winners drawn a flyaway trip experience to one Kansas City Chiefs football team away game in November 2025, December 2025, or January 2026 as mutually agreed upon by Kansas City Chiefs Football Club or Audacy, Inc. and approved by the Kansas lottery. The prize package shall include: commercial air transportation for two people on an airline and to an airport approved by the Kansas lottery; one night hotel accommodations to be determined by the Kansas City Chiefs or Audacy, Inc. and approved by the Kansas lottery; two game tickets; $1,000 cash; and mandatory state and federal income withholding taxes paid by the Kansas lottery. Each prize package is valued at approximately $5,634.00.
(2) The Kansas lottery shall award each of the next 10 winners drawn: two club level suite tickets to a Kansas City Chiefs football game at GEHA Field at Arrowhead Stadium in Kansas City, Missouri, in November 2025, December 2025, or January 2026 as determined by the Kansas Lottery; parking pass; two Community America Club Level Gold Suite passes to include all-inclusive food and beverage and private restroom; Kansas City Chiefs Cheerleader and KC Wolf appearances; $100 Kansas City Chiefs gift card that may be used at the concession stand or the merchandise stores located inside Arrowhead Stadium; postgame field photo; $500 cash; and mandatory state and federal income withholding taxes paid by the Kansas lottery. Each prize package is valued at approximately $8,254.00.

(b) The specific ticket eligible for entry into the drawings shall be $5 “Rivalry Riches” instant ticket lottery game number 457.
(c) A player shall enter the drawings through the Kansas Lottery PlayOn program available at www.kslottery.com. The player shall follow the hyperlink specifically designated for the purpose of accessing the “Rivalry Riches drawings.” The player may enter the required data from the entry ticket manually for entry into the drawings. If the player does not enter the ticket data manually, the player may scan, if available, the ticket to enter data to be used for entry into the drawings using a mobile device and a downloaded Kansas Lottery PlayOn app. After the ticket data is successfully entered either manually or scanned using an app, the player will receive one entry for each ticket submitted into the second-chance drawings.

111-23-20. “Black Diamond Club” eInstant lottery game. (a) The Kansas lottery may conduct an eInstant lottery game entitled “Black Diamond Club.” The rules for this game are contained in K.A.R. 111-22-1 et seq. and 111-23-20.
(b) The “play symbols” for this game are as follows:

Prize and bonus prize symbols shall be randomly assigned at the time of purchase and may appear in any combination that equals any prize described in paragraph (i).
(c) For this game, six “Winning Numbers” and 20 “Your Numbers” shall appear on each game and shall remain dim until the game is purchased by the player as described in paragraph (f). Once the player purchases the game, purchased play areas may be highlighted with additional or brighter animations to assist in playing the game.
(d) Each pool shall consist of 10,000,000 shares and consist of a single denomination as defined by the prices in paragraph (e).
(e) The price for a share of this game shall be $1.00, $2.00, $5.00, $10.00, $20.00, or $30.00.
(f) “Black Diamond Club” is a key number match game. The player may purchase a share of this lottery game by selecting a denomination defined in paragraph (e) and then pressing the “Play” icon. The player may reveal the play and prize symbols in the play area by manually clicking on each symbol, or by clicking on the “Reveal All” icon. If the player matches any play symbol in the “Winning Numbers” area to any play symbol in the “Your Numbers” play area, the player wins the prize below that number. If the player reveals the “Diamond” symbol, the player wins the prize below the symbol instantly.
(g) The total number of prizes and bonus prizes in any winning game may be variable but shall equal any prize described in paragraph (i).
(h) This lottery game shall consist of approximately 60,000,000 shares, with each pool of approximately 10,000,000 shares defined by a single denomination. Additional orders shall have the same prize structure, the same number of prizes per prize pool of 10,000,000 shares, and the same odds as were contained in the initial order.

111-23-21. “Dragon Blast” eInstant lottery game. (a) The Kansas lottery may conduct an eInstant lottery game entitled “Dragon Blast.” The rules for this game are contained in K.A.R. 111-22-1 et seq. and 111-23-21.

(f) “Dragon Blast” is a key number match game. The player may purchase a share of this lottery game by selecting a denomination defined in paragraph (e), either selecting 10 numbers in the play area or choosing “Quick Pick,” and then pressing the “Play” icon. At the time of purchase, four numbers will be randomly assigned the Firework symbol and 20 numbers will be randomly assigned to be highlighted by the Winning Number Pattern. (h) This lottery game shall consist of approximately 8,000,000 shares, with each pool of approximately 1,000,000 shares defined by a single denomination. Article 301.—SPECIFIC LOTTERY FACILITY GAMES AT LOTTERY GAMING FACILITIES
111-301-6. Play. (a) Before play begins, all cards shall either be shuffled by an automatic shuffling device or manually shuffled by the dealer. If manually shuffled, after the cards have been shuffled, the dealer shall offer the stack of cards to a player to be cut. The player may cut the cards by placing a cutting card provided by the dealer. The cut card must be placed in the stack so there are no fewer than 52 cards on either side of the cut card for a six deck game or no fewer than 26 cards on either side of the cut card for a double deck game.
(b) At the commencement of each round of play, the dealer shall, starting on the dealer’s left and continuing around the table, deal the cards in the following order:
(1) One card face upwards to each spot on the blackjack layout in which a wager is contained;
(2) One card face down to the dealer; and,
(3) A second card face upwards to each spot in which a wager is contained.
(4) A second card face down to the dealer at which time the dealer’s first card shall be turned face up and placed on top of the dealer’s second card.
(c) After two cards have been dealt to each player and the appropriate number to the dealer, all optional side wagers shall be resolved. After the side wagers are resolved, the dealer shall, beginning from his left, have each player indicate whether the player wishes to double down, split pairs, stand or draw.
(d) As each player indicates the player’s decision(s), the dealer shall deal face upwards whatever additional cards, if any, which are necessary to effectuate such decision.
(e) After the decision(s) of each player have been implemented and all additional cards have been dealt, the dealer shall expose the dealer hole card. Any additional cards authorized to be dealt to the hand of the dealer shall be dealt face upwards.
(f) If the dealer has a blackjack, each player’s wager shall be settled.
(g) Payment of blackjack shall be made as follows:
(1) If the first card dealt to the dealer is a 2, 3, 4, 5, 6, 7, 8, or 9 and a player has a blackjack, the dealer shall pay the blackjack at odds of 3 to 2. If the first card dealt to the dealer is a king, queen, jack or 10 and a player has a blackjack, the dealer shall check the dealer’s hole card for an ace. If the dealer’s hole card does not give the dealer a blackjack, the player having a blackjack shall be paid at odds of 3 to 2. If the dealer’s hole card gives the dealer a blackjack, the wager of the player having a blackjack shall be void and constitute a push.
(2) Whenever the first card dealt to the dealer is an ace, each player shall have the right to make an insurance bet which, except as otherwise provided herein, shall win if the dealer’s second card is a king, queen, jack or 10 and shall lose if the dealer’s second card is an ace, 2, 3, 4, 5, 6, 7, 8, or 9. An insurance bet may be made by placing on the insurance line of the layout an amount not more than half the amount staked on the player’s initial wager, except that a player may bet an amount in excess of half the initial wager to the next unit that can be wagered in chips, when because of the limitation of the value of chip denominations, half the initial wager cannot be bet. After all insurance wagers have been placed, the dealer will check the dealer’s hole card for blackjack. If the dealer has a blackjack, the dealer will collect all of the losing original wagers and then pay all insurance wagers at odds of 2 to 1. The wager of a player having the blackjack shall be void and constitute a push. If the dealer does not have a blackjack, the dealer will collect all of the losing insurance wagers. When a player has a blackjack, the player shall be given the option of taking even money for the player’s wager instead of making an insurance wager. In such circumstances, the dealer shall pay the wager at 1 to 1 odds before checking the dealer’s hole card and shall remove that player’s cards before any player receives a third card.
(3) Except for a blackjack, a player may elect to double down, which means to make an additional wager not in excess of the amount of the player’s original wager on the first two cards dealt to the player on the condition that one and only one additional card shall be dealt to the hand on which the player has elected to double down. If a dealer obtains a blackjack after a player doubles down, the dealer shall only collect the amount of the original wager of such player and shall not collect the additional amount wagered in doubling down. Upon a player’s election to double down, the dealer shall deal the player’s hand one additional card face upwards or sideways on the layout. In the alternative, if the one additional card is dealt face down, such card shall be turned face upward prior to settling the player’s wager. A double down wager shall win if the total of the player’s cards exceeds the total of the dealer’s cards without exceeding a total of 21. A double down wager shall push or tie if the player’s hand and the dealer’s hand are equal. A double down wager shall lose if the total of the player’s cards exceeds 21 or is less than the total of the dealer’s cards, provided the total of the dealer’s cards does not exceed 21. A double down wager shall be paid at the rate of 1:1 on both the original wager and the double down portion of the wager.
(h) If the initial two cards dealt to a player are identical in value, the player may elect to split the hand into two separate hands provided that the player makes a wager on the second hand so formed in an amount equal to the player’s original wager. When a player splits pairs, the dealer shall deal a card to and complete the player’s decisions with respect to the first incomplete hand on the dealer’s left before proceeding to deal any cards to any other hand. After a second card is dealt to a split pair, the player shall indicate the player’s decision to stand or draw with respect thereto except that:
(1) A player may split pairs a maximum of three times to make a total of four hands; and
(2) A player splitting aces shall only have one card dealt to each ace and may not elect to receive additional cards.
(i) A player may elect to draw one or more additional cards whenever the player’s point count total is less than 21 except that:
(1) A player electing to double down shall draw one and only one additional card;
(2) A player splitting aces shall only have one card dealt to each ace and may not elect to receive additional cards.
(j) A dealer shall draw additional cards to the dealer’s hand until the dealer has:
(1) A hard total of 17, 18, 19, 20, or 21, whichever comes first; or
(2) A soft total of 18, 19, 20, or 21, whichever comes first. A dealer shall draw no additional cards to the dealer’s hand, regardless of the point count, if decisions have been made on all players’ hands and the point count of the dealer’s hand will have no effect on the outcome of the round of play. A split bet shall win if the total of the player’s cards exceeds the total of the dealer’s cards without exceeding a total of 21. A split bet shall lose if the total of the player’s cards exceeds 21 or is less than the total of the dealer’s cards, provided the total of the dealer’s cards does not exceed 21. A split bet shall tie or push if the player’s hand and the dealer’s hand are equal. A winning split bet shall be paid at the rate of 1:1 on both the original wager and the split wager.
(k) A card found turned face upwards in the shoe shall not be used in the game and shall be placed in the discard rack.
(l) A card drawn in error without its face being exposed shall be used as though it were the next card from the shoe.
(m) If the dealer has a hard total of 17 and accidentally draws a card for the dealer, such card shall be burned.
(n) If the dealer misses dealing a first or second card to the dealer, the dealer shall continue dealing the first two cards to each player, and then deal the appropriate number of cards to the dealer. 111-301-43. Wagers. (a) Prior to the first card being dealt for each round of play, each player at the game of “21 + 3” or “TriLux” shall make a wager against the dealer which shall win if:
(1) The score of the player is 21 or less and the score of the dealer is in excess of 21;
(2) The score of the player exceeds that of the dealer without either score exceeding 21; or
(3) The player has achieved a score of 21 in two cards and the dealer has achieved a score of 21 in more than two cards.
(b) Except as otherwise provided in these rules a wager made in accordance with this section shall be void when the score of the player is the same as the dealer; provided, however, that a player’s wager shall be lost when the dealer has a blackjack and the player has a score of 21 which is not a blackjack.
(c) Except as otherwise provided in these rules, no wager shall be made, increased or withdrawn after the first card of the respective round has been dealt.
(d) All wagers at blackjack shall be made by placing gaming chips on the appropriate areas of the “21 + 3” or “TriLux” layout.
(e) After each round of play is complete, the dealer shall collect all losing wagers and pay off all winning wagers. All winning wagers against the dealer made in accordance with these rules shall be paid at odds of one to one with the exception of a blackjack which shall be paid at odds of three to two.
(f) Once the first card of any hand has been removed from the shoe by the dealer, no player shall handle, remove or alter any wagers that have been made until a decision has been rendered and implemented with respect to that wager except as permitted by these rules.
(g) Once a wager on the insurance line, a wager to double down, or a wager to split pairs has been made and confirmed by the dealer, no player shall handle, remove or alter such wagers until a decision has been rendered and implemented with respect to that wager except as permitted by these regulations.
(h) A double down wager shall win if the total of the player’s cards exceeds the total of the dealer’s cards without exceeding a total of 21. A double down wager shall push if the player’s hand and the dealer’s hand are equal. A double down wager shall lose if the total of the player’s cards exceeds 21 or is less than the total of the dealer’s cards, provided the total of the dealer’s cards does not exceed 21. A double down wager shall be paid at the rate of one to one on both the original wager and the double down portion of the wager. A player may double down after splitting pairs, except a player may not double down after splitting aces.
(i) A split bet shall win if the total of the player’s cards exceeds the total of the dealer’s cards without exceeding a total of 21. A split bet shall lose if the total of the player’s cards exceeds 21 or is less than the total of the dealer’s cards. A split bet shall push if the player’s hand and the dealer’s hand are equal. A split bet shall be paid at the rate of one to one on both the original wager and the split wager.
(j) The following describes a list of the permissible wagers, payout odds, and what constitutes a win or loss for three-card wagers:
(1) An optional three-card wager may be made by the player prior to the first card of the hand being removed from the shoe in an area on the table layout designated for the three-card wager. The player must make an original blackjack wager in order to place the three-card wager. The minimum and maximum three-card wager will be posted at the table.
(2) An additional three-card wager may be made as a tip for the dealer.
(3) A three-card wager will win if the dealer’s card turned face up and the player’s original two cards combined equal a mini-royal, flush, straight, three-of-a-kind, or straight flush.
(4) A three-card wager will lose if the dealer’s card turned face up and the player’s original two cards combined do not equal a flush, straight, three-of-a-kind, straight flush or mini-royal.
(5) Winning three-card wagers will be paid out as follows:
(A) When the player’s original two cards and the dealer’s card turned face up combined equal a flush, the hand will be paid at the rate of 5 to 1;
(B) When the player’s original two cards and the dealer’s card turned face up combined equal a straight, the hand will be paid at the rate of 10 to 1;
(C) When the player’s original two cards and the dealer’s card turned face up combined equal a three-of-a-kind, the hand will be paid at the rate of 20 to 1;
(D) When the player’s original two cards and the dealer’s card turned face up combined equal a straight flush, the hand will be paid at the rate of 30 to 1;
(E) When the player’s original two cards and the dealer’s card turned face up combined equal a mini-royal, the hand will be paid at the rate of 50 to 1; and
(F) All three-card wagers will be taken or paid before the blackjack portion of the game continues.
(k) If the optional TriLux Super 3 side wager is offered at the gaming table, the following describes a list of the permissible wagers, payout odds, and what constitutes a win or loss for TriLux Super 3 wagers:
(1) Prior to the first card of the round of play being dealt, a TriLux Super 3 wager may be made by the player in an area on the table layout designated for the TriLux Super 3 wager. The player may be required to make a three-card wager in order to place the TriLux Super 3 wager. The minimum and maximum TriLux Super 3 wager and whether the three-card wager is required in order to make the TriLux Super 3 wager will be posted at the table and/or on the gaming table layout.
(2) An additional TriLux Super 3 wager may be made as a tip for the dealer.
(3) A TriLux Super 3 wager will win if the dealer’s card turned face up and the player’s original two cards combined equal a three-of-a-kind with all three cards in the same suit, straight flush or three-of-a-kind and not all three cards are in the same suit.
(4) A TriLux Super 3 wager will lose if the dealer’s card turned face up and the player’s original two cards combined do not equal a three-of-a-kind with all three cards in the same suit, straight flush or three-of-a-kind and not all of the cards are in the same suit.
(5) Winning TriLux Super 3 wagers will be paid out as follows:
(A) When the player’s original two cards and the dealer’s card turned face up combined equal a three-of-a-kind with all three cards in the same suit, the wager will be paid at the rate of 270 to 1;
(B) When the player’s original two cards and the dealer’s card turned face up combined equal a straight flush, the wager will be paid at the rate of 180 to 1; and
(C) When the player’s original two cards and the dealer’s card turned face up combined equal a three-of-a-kind and all three cards are not in the same suit the wager will be paid at the rate of 90 to 1.
(6) All TriLux Super 3 wagers will be taken or paid before the blackjack portion of the game continues. 111-301-44. Play. (a) Before play begins, all cards shall either be shuffled by an automatic shuffling device or manually shuffled by the dealer. If manually shuffled, after the cards have been shuffled, the dealer shall offer the stack of cards to a player to be cut. The player may cut the cards by placing a cutting card provided by the dealer at a random place in the stack of cards.
(b) At the commencement of each round of play, the dealer shall, starting on the dealer’s left and continuing around the table, deal the cards in the following order:
(1) One card face upwards to each box on the table layout in which a wager is contained;
(2) One card face down to the dealer;
(3) A second card face upwards to each box in which a wager is contained; and,
(4) A second card face down to the dealer at which time the dealer’s first card shall be turned face up and placed on top of the dealer’s second card.
(c) After two cards have been dealt to each player and the appropriate number to the dealer, the dealer shall, beginning from his left, announce the score of each player’s hand. The score is determined by adding the point total of all cards in the hand. As each player’s score is announced, such player shall indicate whether the player wishes to double down, split pairs, stand or draw.
(d) As each player indicates the player’s decision(s), the dealer shall deal face upwards whatever additional cards, if any, which are necessary to effectuate such decision.
(e) After the decision(s) of each player have been implemented and all additional cards have been dealt, the dealer shall turn the dealer’s second card face upward. Any additional cards authorized to be dealt to the hand of the dealer shall be dealt face upwards after which the dealer shall announce the dealer’s score.
(f) If the dealer has a blackjack, no additional cards shall be dealt and each player’s wager shall be settled.
(g) Payment of blackjack shall be made as follows:
(1) If the first card dealt face up to the dealer is a 2, 3, 4, 5, 6, 7, 8, or 9 and a player has a blackjack, the dealer shall immediately announce and pay the blackjack at odds of 3 to 2 and shall remove that player’s cards before any player receives a third card. If the first card dealt face up to the dealer is an ace, king, queen, jack or 10 and a player has a blackjack, the dealer shall announce the blackjack but shall make no payment nor remove any cards until all other cards are dealt to the players and the dealer receives the dealer’s second card. If, in such circumstances, the dealer’s second card does not give the dealer a blackjack, the player having a blackjack shall immediately be paid at odds of 3 to 2. If the dealer’s second card gives the dealer a blackjack, the wager of the player having a blackjack shall be void and constitute a push.
(2) Whenever the first card dealt to the dealer is an ace, each player shall have the right to make an insurance bet which, except as otherwise provided herein, shall win if the dealer’s second card is a king, queen, jack or 10 and shall lose if the dealer’s second card is an ace, 2, 3, 4, 5, 6, 7, 8, or 9. An insurance bet may be made by placing on the insurance line of the layout an amount not more than half the amount staked on the player’s initial wager, except that a player may bet an amount in excess of half the initial wager to the next unit that can be wagered in chips, when because of the limitation of the value of chip denominations, half the initial wager cannot be bet. All winning insurance wagers shall be paid at odds of 2 to 1. All insurance wagers shall be collected or paid by the dealer immediately after the dealer draws the dealer’s second card that is dealt face up or discloses the dealer’s card that was dealt face down, and before the dealer draws any additional cards.
(3) Except for a blackjack, a player may elect to double down, which means to make an additional wager not in excess of the amount of the player’s original wager on the first two cards dealt to the player on the condition that one and only one additional card shall be dealt to the hand on which the player has elected to double down. If a dealer obtains a blackjack after a player doubles down, the dealer shall only collect the amount of the original wager of such player and shall not collect the additional amount wagered in doubling down. Upon a player’s election to double down, the dealer shall deal the player’s hand one additional card face upwards or sideways on the layout. In the alternative, if the one additional card is dealt face down, such card shall be turned face upward after the dealer has drawn additional cards to the dealer’s hand and at such time as all players’ wagers are to be settled at the conclusion of the round of play. A double down wager shall win if the score of the player’s cards exceeds the score of the dealer’s cards without exceeding a score of 21. A double down wager shall push if the player’s hand and the dealer’s hand are equal in score. A double down wager shall lose if the score of the player’s cards exceeds 21 or is less than the score of the dealer’s cards. A double down wager shall be paid at the rate of 1:1 on both the original wager and the double down portion of the wager.
(h) If the initial two cards dealt to a player are identical in rank, the player may elect to split the hand into two separate hands provided that the player makes a wager on the second hand so formed in an amount equal to the player’s original wager. When a player splits pairs, the dealer shall deal a card to and complete the player’s decisions with respect to the first incomplete hand on the dealer’s left before proceeding to deal any cards to any other hand. After a second card is dealt to a split pair, the dealer shall announce the score of such hand and the player shall indicate the player’s decision to stand or draw with respect thereto except that:
(1) A player may split pairs a maximum of three times to make a total of four hands; and,
(2) A player splitting aces shall only have one card dealt to each ace and may not elect to receive additional cards.
(i) A player may elect to draw one or more additional cards whenever the player’s score is less than 21 except that:
(1) A player electing to double down shall draw one and only one additional card;
(2) A player splitting aces shall only have one card dealt to each ace and may not elect to receive additional cards.
(j) A dealer shall draw additional cards to his or her hand until he or she has:
(1) A hard total score of 17, 18, 19, 20 or 21, whichever comes first; or
(2) A soft total score of 18, 19, 20 or 21, whichever comes first.
A dealer shall draw no additional cards to his or her hand, regardless of the point count, if decisions have been made on all players’ hands and the point count of the dealer’s hand will have no effect on the outcome of the round of play. A split bet shall win if the score of the player’s cards exceeds the total of the dealer’s cards without exceeding a score of 21. A split bet shall lose if the score of the player’s cards exceeds 21 or is less than the score of the dealer’s cards. A split bet shall push if the player’s hand and the dealer’s hand are equal in score. A split bet shall be paid at the rate of 1:1 on both the original wager and the split wager.
(k) A card found turned face upwards in the shoe shall not be used in the game and shall be placed in the discard rack.
(l) A card drawn in error without its face being exposed shall be used as though it were the next card from the shoe.
(m) If the dealer has a score of 17 and accidentally draws a card for the dealer, such card shall be burned (discarded).
(n) If the dealer misses dealing the dealer’s first or second card to the dealer, the dealer shall continue dealing the first two cards to each player, and then deal the appropriate number of cards to the dealer. 111-301-70. Game operations. The following game operations shall apply to the game of “Free Bet Blackjack”:
(a) The following procedures for shuffling shall be implemented:
(1) The cards will be shuffled at various times including, but not limited to, the following circumstances:
(A) New decks are put into play;
(B) If the cards are shuffled manually, after the completion of the hand in which the cut card appeared;
(C) The decks have been dropped or otherwise mishandled; and,
(D) When instructed to do so by a table games supervisor or higher-ranking casino official.
(2) The cards may be shuffled manually or a shuffling machine may be used to shuffle the cards.
(b) If the cards are shuffled manually, the following procedures for card cutting shall be implemented:
(1) Upon completion of the shuffle, the dealer will offer the decks to a player to cut. In the event all players at the table fail or refuse to perform the cut, the dealer or table games supervisor will cut the cards;
(2) The cut will be performed by inserting the cut card not less than approximately one deck from either end of the stack of cards; and,
(3) Once the deck has been cut, the dealer will insert the cut card approximately one and one-half decks from the back of the six-deck or eight-deck shoe unless otherwise instructed by the table games supervisor or higher-ranking casino official.
(c) The following procedures for dealing and taking cards shall be implemented:
(1) Cards are distributed to the players, one at a time and face up, from left to right. The dealer distributes one card to the dealer face down before continuing. The dealer deals a second card to each player, one at a time face up, from left to right and deals a second card to the dealer face down, turns the first card face up, and places the second card directly under the dealer’s first card;
(2) Beginning with the first player position to the left of the dealer, each player will indicate whether they wish to stand or hit. Cards will continue being distributed to each player, one at a time face up, until the player indicates his or her desire to stand or the player busts, whichever comes first;
(3) After all of the players have stood or busted, the dealer’s second card will be turned face up and the dealer will announce the total point value of the dealer’s two cards. If any player’s hand is still in action, the dealer will hit if the dealer holds cards with a total point value of 16 or less or a soft 17. The dealer will stand on a hard 17 or higher total point value; and,
(4) If a player has a losing hand, the dealer will remove the player’s chips and pick up the cards for placement into the discard rack.
(d) The following procedures for burning cards shall be implemented:
(1) A dealer will burn a card after completion of the shuffle; and,
(2) A dealer will burn a card upon the dealer entering a game.
(e) All remaining winning and losing wagers will be paid and collected in turn beginning with the first player to the dealer’s right and working toward the left.
