Notice of Hearing on Proposed Administrative Regulation
A public hearing will be conducted at 10:00 a.m. Wednesday, September 24, 2025, via Zoom, to consider the adoption of proposed regulation K.A.R. 54-1-23 of the State Library on a permanent basis. Members of the public who wish to attend the public hearing can do so at https://kslib.zoom.us/j/82991678327?pwd=8XxRLEnfdwO6JOoq4Y2j1IG2cQkrUk.1.
All interested parties will be given a reasonable opportunity to present their views orally regarding the adoption of the proposed regulation during the public hearing. In order to provide all parties an opportunity to present their views, it may be necessary to request that each participant limit any oral presentation to five minutes.
This 60-day notice of the public hearing shall constitute a public comment period for the purpose of receiving written public comments on the proposed permanent regulation. Public comments will be accepted through 4:00 p.m. September 23, 2025 to Catherine Hitch, Executive Administrative Assistant, State Library of Kansas, 300 SW 10th Ave., Room 312-N, Topeka, KS 66612 or by email to KSLIBbusiness@KS.gov.
Any individual with a disability may request an accommodation in order to participate in the public hearing and may request the regulation and economic impact statement in an accessible format. 54-1-23. Allocation of the grant-in-aid fund among the regional systems of cooperating libraries. The proposed amendment to this regulation changes the threshold used to determine the base grant amount for state aid distributed to each regional system of cooperating libraries. Instead of using the 1989 state aid appropriation as the threshold, the amendment would set the threshold at $1.5 million. In years when the appropriation exceeds $1.5 million, three-quarters of state aid funds for regional systems would be allocated to the base amount. In years when the appropriation is less than or equal to $1.5 million, all but $10,000 of state aid funds for regional systems would be allocated to the base amount. The amendment would clarify that any remaining funds would be allocated based on population (90%) and land area (10%) of the regional system compared to all regional systems.
The proposed regulation will have no identifiable economic impact.
