Notice of Requested Architectural Services

Notice is hereby given of the commencement of the selection process for architectural services for the new Kansas Veterinary Diagnostic Laboratory (KVDL) at Kansas State University. Kansas State University is seeking the services of an architectural firm specializing in the design and construction of a new Veterinary Diagnostic Laboratory (VDL) to serve the State of Kansas and surrounding areas. The existing facilities are spread out over multiple buildings on the Kansas State University Manhattan campus resulting in inefficiency and poor biosecurity. The goal is to combine all the labs into one standalone VDL facility. This will help to provide safer and more efficient diagnostic facilities for individual and state entities and will improve internal and external testing, processing, and reporting. The new facility, with a planned square footage of 142,000 GSF, will meet/maintain AAVLD and NAHLN Level 1 accreditation. See attached program statement for a full description of the desired facility. The intended delivery method will be a Construction Manager At-Risk (CMAR), pending approval from the State Building Advisory Commission (SBAC).

The qualifications requested are:

  • Prior national experience with the design and construction of accredited Veterinary Diagnostic Labs is a key requirement.
  • Knowledge and experience with the design of BSL3 labs, including necropsy BSL3.
  • Experience with biological sample/carcass disposal (incineration/digestion) and sterilization systems.
  • Strong knowledge of building systems required for a VDL facility, along with knowledge of connection to existing campus chilled water and steam systems.
  • Strong experience with working with a CMAR.
  • Experience with working in the State of Kansas, and familiarity with the Kansas Board of Regents (KBOR) and the Kansas Department of Administration–Office of Facilities and Property Management (OFPM) policies will be extremely advantageous.

The project construction budget is $100,000,000.

These forms may be found at https://admin.ks.gov/offices/facilities-property-management/design-construction--compliance/forms-and-documents. State of Kansas Professional Qualifications DCC Form 050 for each firm and consultant should be provided at the end of each proposal. Please include your firm name, agency abbreviation, and an abbreviated project name in the title of the PDF document. Proposals should be less than 5 Mb and follow the current State Building Advisory Commission guidelines which can be found in Part B – Chapter 2 of the Building Design and Construction Manual at https://admin.ks.gov/offices/facilities-property-management/design-construction--compliance/building-design-and-construction-manual-bdcm. Paper copies and flash drives containing copies of the proposals are not required.

Proposals should be sent to professional.qualifications@ks.gov. Proposals received after the date and time noted below will not be forwarded to the State Building Advisory Commission for review. The PDF proposal submissions shall be delivered to the attention of the State Building Advisory Commission by 2:00 p.m. on or before August 1, 2025.
