Notice of Proposed Kansas Air Quality Construction Permit
Notice is hereby given that the Kansas Department of Health and Environment (KDHE) is soliciting comments regarding a proposed air quality construction permit. Osage City Municipal Power Plant has applied for an air quality construction permit in accordance with the provisions of K.A.R. 28-19-300. Emissions of volatile organic compounds (VOC), particulate matter (PM), particulate matter with less than or equal to 10 microns in aerodynamic diameter (PM10), particulate matter with less than or equal to 2.5 microns in aerodynamic diameter (PM2.5), carbon monoxide (CO), oxides of nitrogen (NOX), oxides of sulfur (SOX), and hazardous air pollutants (HAPs) were evaluated during the permit review process.
Osage City Municipal Power Plant, PO Box 250, 201 S. 5th St., Osage City, KS 66523, owns and operates a fossil fuel electric power generation facility located at 209 S. 5th St., Osage City, Osage County, KS 66523, at which the facility will install two (2) existing Caterpillar 3516 B non-emergency CI RICE. Each engine comes with a 1200-gallon vertical fixed roof diesel fuel day tank. The facility is also requesting an annual kilowatt hour limitation of 6,125,000 kWhr to be spread between all their existing stationary RICE to stay below major source thresholds.
A copy of the proposed permit, permit application, all supporting documentation, and all information relied upon during the permit application review process are available for public review from the date of publication during normal business hours at the KDHE, Bureau of Air (BOA), 1000 SW Jackson, Suite 310, Topeka, KS 66612-1366 and at the Northeast District Office, 800 W. 24th St., Lawrence, KS 66046. The standard departmental cost will be assessed for any copies requested. The proposed permit, accompanied with supporting information, is available free of charge at the KDHE BOA Public Notice website at https://www.kdhe.ks.gov/413/Public-Notices.
Please direct written comments or questions regarding the proposed permit to Megan Heffernan, KDHE, BOA, 1000 SW Jackson, Suite 310, Topeka, KS 66612-1366. In order to be considered in formulating a final permit decision, written comments must be received no later than 12:00 p.m. Monday, June 16, 2025.
A person may request a public hearing be held on the proposed permit. The request for a public hearing shall be in writing and set forth the basis for the request. The written request must be submitted to Megan Heffernan, KDHE, BOA, 1000 SW Jackson, Suite 310, Topeka, KS 66612-1366, no later than 12:00 p.m. Monday, June 16, 2025, in order for the Secretary of Health and Environment to consider the request.
