Notice of Commencement of Negotiations for Construction Manager At-Risk Services

Notice is hereby given for the seeking of interest and qualifications for Construction Management At-Risk (CMAR) services for the Kansas State University (KSU) Bioprocessing and Industrial Value-Added Products Innovation Center (BIVAP) remodel and addition project. Phase I will include design of all other phases. Design and construction scope for phase I includes partial 2nd floor renovation to include a Biotechnology Development Center (BDC) and Biomanufacturing Training Center (BTC). The proposed functions include Iso 5, 6, and 7 clean room space for media prep, media production, quality control and equipment space. Locker and restroom space for procedural requirements of this area are also within phase I renovation area. Phase II includes an addition to BIVAP as well as renovation within the existing building to accomplish research space expansion along with additional Pilot Plant equipment storage. 10 assignable research laboratory areas are shown as part of the phase II work in order to supplement the available core research and partnership research areas across the KSU campus. Phase III scope of the work is focused on the NW corner of the existing BIVAP facility with a 2-story addition that will accomplish dedicated areas for partnership research space. Phase IV scope is associated with deferred maintenance needs for building infrastructure and systems. BIVAP Phase I funded construction to be completed by July 2027. KSU is soliciting design services for Phase I services. We anticipate subsequent phases in the fall under this contract as funding becomes available. Construction budget is $17,302,050.

The construction manager at-risk will provide for each phase cost estimating, scheduling, constructability reviews, and value engineering studies; procure equipment, prequalify subcontractors, and take bids; review bids with the design team and owner to determine bids to accept; prepare cost estimate(s) for the un-bid portion(s); provide a guaranteed maximum price and a bond; and manage construction and track all costs for the design team and owner’s review.

To be considered, one (1) PDF file of the following should be provided: State of Kansas Professional Qualifications DCC Forms 051, 052, 053 and 054, inclusive, and information regarding similar projects. Forms may be found at https://admin.ks.gov/offices/facilities-property-management/design-construction--compliance/forms-and-documents. State of Kansas Professional Qualifications DCC Form 050 for each firm and consultant should be provided at the end of each SOQ (statement of qualification) submittal. Please include your firm name, agency abbreviation and an abbreviated project name in the title of the PDF document. Submittals of SOQ forms should be less than 5Mb and follow the current State Building Advisory Commission guidelines for Phase I of the Construction Management at Risk process, which can be found in Part B – Chapter 7 of the Building Design and Construction Manual at https://admin.ks.gov/offices/facilities-property-management/design-construction--compliance/building-design-and-construction-manual-bdcm.

Proposals received after the date and time noted below will not be forwarded to the State Building Advisory Commission for review.
