Notice to Consulting Firms

The Kansas Department of Transportation (KDOT) is seeking a qualified consulting firm or team of firms to perform professional services for the project(s) described in Table 1 below. Interested consultants must submit a proposal as laid out herein by 12:00 p.m. (Central Time) March 26, 2025, to be considered for selection.

Consultant Prequalification

Interested consulting firms must be prequalified by KDOT or otherwise demonstrate qualification in the following category(s):

  • 161 – Corridor/Area Planning and Studies
  • 231 – Traffic Control Analysis and Design
  • 411 – Pedestrian and Bicycle Facility Design

Bicycle and Pedestrian Facilities Planning Services former category 141 and Travel Studies former category 332, are no longer prequalified category(s) and not listed in the new blue book, this project however does require those services. Here are the qualifications that must be demonstrated to be considered qualified for each.

Bicycle and Pedestrian Facilities Planning

Scope

This service will include a variety of functions associated with planning for pedestrian and bicycle transportation facilities. The service will include determining the feasibility/need for the facility, estimates of future usage of the facility, and estimates of cost. The service will also include development of a preliminary design concept for the facility, environmental impact evaluations and an assessment of whether the planned facility is consistent with the long-range transportation and land use plans of the community. The services will also include conducting public input/involvement activities concerning the proposed facility.

Qualifications

The consultant must be staffed with a PE or a LA licensed in Kansas or an AICP.

The personnel employed by the consultant shall have training, experience, knowledge and expertise in the appropriate areas necessary to do the assignment, including AASHTO, FHWA and other appropriate design policies, procedures, practices and standards. Personnel shall also be aware of KDOT policies, procedures and practices. They must be able to anticipate/discover obstacles, problems and needs of the project, focus on citizen involvement and consensus building to provide innovative concepts followed by practical, detailed solutions.

The services in this category require that a consultant have an engineer or planner directly responsible for the project and normally require multiple personnel in the appropriate areas with qualifications as described above.

Equipment, office facilities, and other resources shall be adequate to support the project.

Travel Studies

Scope

This service will provide for the collection, analysis and reporting of various types of data. The services may include performing origin-destination studies, travel pattern studies, demographic data collection and/or collecting mapping inventory data.

Qualifications

The consultant must be staffed with a PE or a AICP licensed in Kansas.

No specific educational requirements exist; however, desirable education of responsible party may include an engineer with transportation experience, planner, technical writer, survey designer, analyst and/or engineering technician.

Equipment

Special equipment and operators may be necessary for some tasks under this area. Assurance of the availability of this equipment and operators is required. Assurance of adequate staffing in general is also required.

Firms will need to present their qualifications for each removed category on the two-page KDOT Consultant qualification form, included with this Request for Proposals.

For the listed blue book categories, if a firm is not currently prequalified by KDOT in any of the required categories, a proposal may still be submitted. Firms not prequalified must also provide documentation that demonstrates the firm is qualified for each specified category listed in this solicitation for the project. Firms must use the KDOT prequalification form to provide this documentation. KDOT 1050 Prequalification Category Definitions (Blue Book) can be found at http://www.ksdot.org/descons.asp. Consultants may create a team to meet the prequalification requirements. All firms doing business with KDOT must be registered and in good standing under the laws of the State of Kansas at the time of contracting and must comply with applicable state and federal laws, rules, and regulations.

Engineering Support for the Active Transportation Program

KDOT is seeking proposals from qualified firms to assist KDOT with project management on bicycle and pedestrian infrastructure improvement projects through the state-funded KATE Program, federally funded TA Program, and other projects with bicycle and pedestrian components included.

Anticipated Consultant Scope

Assist KDOT with project management on bicycle and pedestrian infrastructure improvement and planning projects through the state-funded KATE Program, federally funded TA Program, and other projects with bicycle and pedestrian components included.

  • Provide engineering technical assistance to KDOT staff on stand-alone and integrated bicycle and pedestrian projects.
  • Serve as the Project Management Consultant on the planning and design leading up to becoming construction-ready and through to close-out:
    • Project oversight will be coordinated with staff from the KDOT Bureau of Multimodal Transportation and the project sponsor and will consist of project tracking from project award through project completion.
    • This will consist of application review, plan development, preliminary engineering, pre-construction review, coordination with the project sponsor and KDOT staff on project status updates, post-construction review, and project closeout.
    • Expected project types will be ADA compliant sidewalks, side paths and crossings; bike lanes; pedestrian signals; traffic calming, e.g., bulb-outs, raised crosswalks, road diets, etc.; multi-use paths; bike/ped bridges; bicycle-friendly shoulders on highways, etc.
    • The review process will include an engineering review of design documents by a KDOT engineer.
    • Site visits will be required.
    • A monthly coordination meeting to discuss project status will be required.
    • It is anticipated that there will be on average 30-35 federally funded active projects per calendar year.
    • In addition to the project reviews, the selected firm will also be asked for a limited amount of support for the Bureau of Multimodal Transportation with other non-project specific reporting requirements.
  • Coordinate and provide planning support to Safe Routes to Schools communities including communication, strategic plan implementation, resource development, and planning and programming grants.

Additional duties will include:

  • Provide Kansas Active Transportation conference support.
  • Coordinate Walk Bike Roll webinars and trainings.
  • Develop District Active Transportation Plans and integrate priority routes on state systems as a layer in the KanPlan Tool and other relevant resources.
  • Develop a marketing campaign to promote and encourage active transportation.

KDOT, at the Secretary’s discretion, reserves the right to retain for subsequent phases of design and consulting services the consultant selected to provide services associated with this Request for Proposals. Scope in subsequent phases will likely include, but is not limited to, plan development through preliminary and final design as well as traffic engineering.

Anticipated Schedule and Key Dates

  1. Proposals are due by or before 12:00 p.m. (Central Time) March 26, 2025.
  2. Anticipated Start Date: July 1, 2025.
  3. End date: June 30, 2029.
  4. The program fiscal year for this project is FY2026-29 (July 2025 – June 2029).
  5. Ranking of proposals is expected to occur on or around April 4, 2025.
  6. Negotiations with the most highly ranked firm are expected to begin on or around April 7, 2025.
  7. An executed agreement is anticipated around May 15, 2025.

Instructions for Proposal

  1. No cost or pricing information shall be submitted with the proposal. Proposals including cost or pricing information will be considered non-responsive and withdrawn from further consideration.
  2. The consultant’s proposal must not exceed the page limit laid out in Table 3 below (including any cover letter, index, etc.). Page limit includes the requested Consultant Qualification Form for removed category(s). All pages shall be standard letter size (8.5” x 11”). Any page larger than standard letter size will count as two or more pages depending on size.
  3. A single PDF (10 MB maximum size) of the proposal must be uploaded to the appropriate bid form on Bid Express by the proposal due date and time.
  4. The subject line of the email and the PDF file name must read:

  5. The proposal must be accompanied by Special Attachments No. 8 (“Tax Clearance Certificate”), No. 10 (“Policy Regarding Sexual Harassment”), and No. 12 (“Certification of Company Not Currently Engaged in the Procurement or Obtainment of Certain Equipment, Services, or Systems”). If you need a Tax Clearance Certificate, you can request one at https://www.ksrevenue.org/taxclearance.html. Allow 2-3 business days for processing. Both attachments are required for every firm involved in a multi-consultant team. Upload these files as instructed in Bid Express.
  6. The outline in Table 3 below describes the expected proposal organization and content sections.
  7. Depending on the number and quality of responses received, KDOT will shortlist (based on proposals) three to five firms and notify all firms submitting proposals of the shortlisted firms by return email. Thereafter, at KDOT’s option, shortlisted firms may be interviewed through virtual meeting prior to final selection (which may be based on both proposal and interview content). If KDOT deems interviews to be necessary, interview details and requirements and evaluation criteria for the interview will be distributed to shortlisted firms in advance.
  8. Table 4 lists the evaluation criteria and associated weights which will be used to make a selection.

Contract Terms and Conditions

A standard KDOT agreement for engineering and technical services will be used for professional services projects. The following special attachments will need to be provided by the selected consultant and all subconsultants with the signed work order following negotiations and will become attachments to the contract.
