Notice of Hearing
The State of Kansas will conduct a public hearing to provide an opportunity for citizens to review and comment upon an amendment for the 2025 Annual Action Plan. The Consolidated Plan is the State’s policy framework for federal community development and housing programs. Annual Action Plans’ are required to be updated annually and the public informed about substantial amendments.
The amended 2025 Annual Action Plan will be available for public comment from March 15, 2025 to April 15, 2025, at http://www.kansascommerce.gov/cdbg. Limited hard copies of the amended Annual Action Plan and the Consolidated Plan will be available at the public hearing site and upon request. Please direct written comments to the attention of the Consolidated Plan, at the address listed below.
Proposed Amendment to the 2025 Annual Action Plan
The 2025 Annual Action Plan allocates an estimated $29 million in annual resources through the Community Development Block Grant (CDBG) program. Additionally, unused 2024 CDBG funds will be re-allocated for 2025. As part of a substantial amendment, a rolling application process will be implemented for all 2025 CDBG programs, except for the water/sewer program, which will begin accepting applications on September 1, 2025. Starting in May, applications will be accepted on an ongoing basis, with those submitted by the 15th of each month reviewed and awarded accordingly. Pre-applications will be required and may be submitted beginning April 1, 2025.
The Community Facilities program will be structured into two categories:
- Small Projects: Maximum award of $210,000 with a 10% match requirement.
- Large Projects: Maximum award of $1.5 million with a 20% match requirement.
