Notice of Requested Architectural Services
Notice is hereby given of the commencement of the selection process for architectural services for Rural Fire and Workforce Development Center. The Kansas Forest Service (KFS) repurposes surplus federal vehicles and other property to supply vehicles to rural Kansas fire departments. It has outgrown its shop and workforce training facilities and cannot meet the current demand. The Kansas State University (KSU) College of Agriculture (CoAg) teaches courses in agriculture technology and mechanics, as well as workforce training and development. These CoAg classes are currently taught in off-campus facilities, as CoAg does not have its own lab/shop space. Both the KFS and CoAg need a space for both body shop work and training/instruction. For efficiency and economy, we are designing and building a single joint-use shop and teaching facility, the Rural Fire and Workforce Development Center (RFWDC). The RFWDC will include:
- A multipurpose class/lab to support KFS trainings, KFS staff and community meetings, CoAg classes, and KFS emergency operations use to support firefighting around Kansas.
- A technology/mechanical lab with flexible space and 12 individual welding stations.
- A large overhead door and drive-through vehicle bays large enough for a semi-truck towing disabled vehicles and lifts and hoists sized for modern military vehicles.
- Code compliant battery storage and exhaust ventilation systems, with a separate ventilation system for the welding stations, as well as a sand/oil separator.
- Indoor storage for donated fire equipment and improved parts storage.
- Office space for KFS and CoAg staff and a storm shelter.
- Utility service provided by existing and extended infrastructure.
- Stormwater management that ties into existing stormwater infrastructure on the property.
The project construction budget is $3,877,496.

To be considered, one (1) PDF file of the following should be provided: State of Kansas Professional Qualifications DCC Forms 051-054, inclusive, and information regarding similar projects. These forms may be found at https://admin.ks.gov/offices/facilities-property-management/design-construction--compliance/forms-and-documents. State of Kansas Professional Qualifications DCC Form 050 for each firm and consultant should be provided at the end of each proposal. Please include your firm name, agency abbreviation, and an abbreviated project name in the title of the PDF document. Proposals should be less than 5 Mb and follow the current State Building Advisory Commission guidelines which can be found in Part B – Chapter 2 of the Building Design and Construction Manual at https://admin.ks.gov/offices/facilities-property-management/design-construction--compliance/building-design-and-construction-manual-bdcm. Paper copies and flash drives containing copies of the proposals are not required.
Proposals should be sent to professional.qualifications@ks.gov. Proposals received after the date and time noted below will not be forwarded to the State Building Advisory Commission for review. The PDF proposal submissions shall be delivered to the attention of the State Building Advisory Commission by 2:00 p.m. on or before March 21, 2025.
