Executive Directive No. 24-592
Authorizing Personnel Transactions
and
Establishment of a Federal Fund

By virtue of the authority vested in the Governor as the head of the Executive Branch of the State of Kansas, the following transactions are hereby authorized:

The request of Kraig Knowlton, Director of Personnel Services, to assign the Correctional Industries Manager job classifications to pay grade 26 and place employees on the same step of the new pay grade as the step to which they are assigned in the current pay grade is hereby approved, effective December 22, 2024.

The request of Kraig Knowlton, Director of Personnel Services, to provide a two-step pay increase to employees in job classifications in the Kansas Highway Patrol who obtain a private pilot license and perform pilot duties for the agency, a three-step pay increase to employees in job classifications in the Kansas Highway Patrol who possess a commercial pilot certificate and are designated as a pilot in command and perform pilot duties for the agency, and a four-step pay increase to employees in job classifications in the Kansas Highway Patrol who obtain certification as a flight instructor or are designated as an executive aircraft pilot in command and perform pilot duties for the agency are hereby approved, effective December 22, 2024.

The request of Kraig Knowlton, Director of Personnel Services, to eliminate the 5.0 percent, 7.5 percent, and 10.0 percent pay differentials authorized in Executive Directive 24-582 is hereby approved, effective December 22, 2024.

I have conferred with the Secretary of Administration, the Director of the Budget, the Director of Personnel Services, and members of my staff, and I have determined that the requested action is appropriate.

Pursuant to the authority of the Secretary of State to receive and expend federal funds, and pursuant to the authority granted the Governor by Section 200 of Chapter 88 of The 2024 Session Laws of Kansas, approval is hereby granted to the Secretary of State for expenditure in FY 2025 of monies in the federal fund entitled “State Homeland Security Grant Federal Fund.”

Pursuant to the authority of the Superintendent of the Highway Patrol to receive and expend federal funds, and pursuant to the authority granted the Governor by Section 200 of Chapter 88 of The 2024 Session Laws of Kansas, approval is hereby granted to the Highway Patrol for expenditure in FY 2025 of monies in the federal fund entitled “Body Worn Camera Implementation.”

I have conferred with the Director of the Budget and members of my staff, and I have determined that the guidelines set forth in K.S.A. 75-3711 and 75-3711c have been applied and that none of the forgoing actions exceeds the limitations contained therein.
