Garden City Western Railway

Notice to Bidders

This notice is to advertise the Letting of the Garden City Western Railway (GCWR) track rehabilitation project as shown in Kansas Grant Agreement No. 246-24 051242811RA-0523-01. This work is to be done on the GCWR West Branch Line near Garden City, Kansas.

Bidders will need to carefully examine the drawings and specifications of the bid package and make themselves familiar with the work. All work performed must comply with FRA Class 2 track standards and regulations.

The work of this project will be divided into three (3) phases. The scope of each phase is as follows:

  • Phase 1: Rehabilitate 15,120 linear feet (7,560 track feet) of track from existing 70# and 90# rail to 115# rail. Upgrade three (3) 90# hand throw switches to 115# switches.
  • Phase 2: Rehabilitate 22,680 linear feet (11,340 track feet) of track from existing 70# and 90# rail to 115# rail.
  • Phase 3: Rehabilitate four (4) at-grade roadway crossings from 90# rail to 115# rail. Crossing surface to be asphalt with RailSeal rubber flangeway.

We will initiate a pre-bid conference call on the date/time specified below to clarify any issues and answer any questions from contractors. The pre-bid call-in number will be provided via email upon request from interested bidders.

Bids will be received electronically from qualified bidders until 4:00 p.m. (Eastern Time) February 28, 2025, at PR-PM@wabtec.com with copy to bentley.tomlin@patriotrail.com.

Bid packages will be made available electronically to any interested bidders on or about January 30, 2025.

Bidders should familiarize themselves with the scope requirements. The successful contractor must be qualified under Federal Railroad Administration (FRA) regulations CFR Part 213 and CFR Part 214 at a minimum to accomplish this work.

The bidder will be required to furnish bonds covering the performance and payment of all obligations arising thereunder for the value of the contract work. Bonds may be secured through the bidder’s usual sources. The cost shall be included in the contractor’s bid pricing.

The Master Contract has minimum commercial liability insurance limits, however the GCWR required $5M–$10M CGL limits. The bidder shall deliver the required bonds and certificates of insurance (COI) to the GCWR with the executed contracts. A sample copy of the Contractor Agreement will be included in the bid package.

All requisite permits, applicable taxes, and other ancillary costs are to be calculated and included in the contractor’s bid pricing.

The contractor will be responsible for the proper off-site disposal of all crossties and treated timber materials retired from the project.
