Article 19.—SPECIFIC PLAYER LOYALTY CLUB RULES
111-19-189. Acoustic Christmas at The Midland Theatre. (a) The Kansas lottery may conduct a drawing entitled “Acoustic Christmas at The Midland Theatre” in which 12 Kansas lottery players will win the prize packages described in paragraphs (e) and (f). The Kansas lottery will accept entries into the drawing beginning at 12:01 a.m. on September 30, 2024, and ending at 11:59 p.m. on October 27, 2024. The drawing will be conducted sometime after entry into the drawing has closed but before noon on October 31, 2024, at which time the winners will be announced.
(b) Only registered Kansas lottery PlayOn members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted which are submitted by any method other than through PlayOn.
(c) A total of 213 player loyalty club points are required for a PlayOn member to enter once in the drawing. A player may enter the drawing as many times as the player’s points allow but may only win once in this drawing.
(d) The procedures set forth in K.A.R. 111-18-5 for selecting winners and alternate winners shall be followed.
(e) The first two entries selected shall be the winners of the “VIP Concert Package” and each winner shall receive:
(1) Two premium seating tickets to the “Acoustic Christmas” concert at The Midland Theatre in Kansas City, Missouri, on December 2, 2024;
(2) Participation in a social reception in the Chandelier Bar within the Midland Theatre with the artist performing that night;
(3) $300 cash; and,
(4) State and Federal mandatory income withholding taxes will be paid by the Kansas lottery.
(f) The next 10 entries selected shall be the winners of the “GA Concert Package” and each winner shall receive:
(1) Two general admission tickets to the “Acoustic Christmas” concert at The Midland Theatre in Kansas City, Missouri, on December 2, 2024; and
(2) $300 cash.
(g) Each concert package described in paragraph (e) is valued at approximately $1,126.76. Each concert package described in paragraph (f) is valued at approximately $360.00.
(h) The procedures set forth in K.A.R. 111-18-5 for contacting the winners and the claiming of prizes shall be followed. The Kansas lottery is not responsible for electronic malfunction or player error.
(i) All winners and guests shall release the Kansas lottery from any liability for injuries sustained while redeeming any portion of the prize. Winners shall comply with the terms and conditions associated with each portion of any prize, including all venue policies, and shall follow the directions of lottery staff and event security.
(j) In the event any prize awarded for this drawing is postponed, changed, or canceled in whole or in part, no cash prize substitutions shall be provided.
(k) The Kansas lottery retains the right to substitute an alternate prize of approximate equal value.
(l) By entering the drawings, entrant agrees to PlayOn terms and conditions.
(m) A player must have a smart phone to accept tickets.

111-19-193. Rival Shootout drawing. (a) The Kansas lottery may conduct a drawing entitled “Rival Shootout” in which one Kansas lottery player will win tickets and a parking pass for the Kansas University versus Kansas State University basketball game at Bramlage Coliseum in Manhattan, Kansas, on February 8, 2025. The Kansas lottery will accept entries into the drawing beginning at 12:01 a.m. on December 2, 2024, and ending at 11:59 p.m. on January 5, 2025. The drawing will be conducted sometime after entry into the drawing has closed but before noon on January 9, 2025, at which time the winner will be announced.
(b) Only registered Kansas Lottery PlayOn members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted which are submitted by any method other than through PlayOn.
(c) A total of 422 player loyalty club points are required for a PlayOn member to enter once in the drawing. A player may enter the drawing as many times as his or her points allow.
(d) The procedures set forth in K.A.R. 111-18-5 for selecting the winner and alternate winners shall be followed. The Kansas lottery shall award the winner selected loge box tickets for four people and a parking pass to the February 8, 2025, Kansas University versus Kansas State University men’s basketball game. The winner will also receive: private pre-game tour of the Kansas State University training facility; Coach Jerome Tang autographed Kansas State University basketball; Coach Bill Self autographed Kansas University basketball; and state and federal mandatory income withholding taxes paid by the Kansas lottery. The prize package is valued at approximately $3,218.31.
(e) The procedures set forth in K.A.R. 111-18-5 for contacting the winner and the claiming of prizes shall be followed. The Kansas lottery is not responsible for electronic malfunction or player error.
(f) In the event any prize awarded for this drawing is postponed, changed, or canceled in whole or in part, no cash prize substitutions shall be provided.

111-19-194. K-State Basketball Flyaway drawing. (a) The Kansas lottery may conduct a drawing entitled “K-State Basketball Flyaway” awarding a trip prize package to the player selected as the winner. The Kansas lottery will accept entries into the drawing beginning at 12:01 a.m. on November 25, 2024, and ending at 11:59 p.m. on January 19, 2025. The drawing will be conducted sometime after entry into the drawing has closed but before noon on January 23, 2025, at which time the winner will be announced.
(b) Only registered Kansas Lottery PlayOn members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted that are submitted by any method other than through PlayOn.
(c) A total of 635 player loyalty club points are required for a PlayOn member to enter once in the drawing. A player may enter the drawing as many times as the player’s points allow.
(d) The procedures set forth in K.A.R. 111-18-5 for selecting the winner and alternate winners shall be followed.
(e) One drawing will be conducted to select a winner of a trip prize package for two persons to the Kansas State University versus University of Central Florida men’s basketball game on February 26, 2025, at the Addition Financial Arena in Orlando, Florida. The trip prize package shall include:
(1) Round trip coach airfare on an airline approved by the Kansas lottery that is departing from Wichita, Kansas; Manhattan, Kansas; Kansas City, Missouri; or Denver, Colorado;
(2) Two nights’ hotel accommodations (double occupancy, room and tax only);
(3) Two tickets to the Kansas State University versus the University of Central Florida men’s basketball game;
(4) $250 Uber gift card;
(5) Two jerseys;
(6) $1,000 VISA gift card; and
(7) State and federal mandatory income withholding taxes paid by the Kansas lottery.
(f) The prize package is valued at approximately $5,347.89.
(g) The procedures set forth in K.A.R. 111-18-5 for contacting the winner and the claiming of the prize shall be followed.
(h) All winners and guests must comply with all applicable laws, and any terms, conditions, or restrictions applicable to any prize or portion of any prize, including but not limited to: airlines, hotels, concert or event venues, and all vouchers, certificates, or pre-paid gift cards. Lost, mutilated, or stolen tickets, vouchers, certificates, or pre-paid gift cards will not be replaced.
(i) Prizes are not exchangeable for cash. The Kansas lottery retains the right to substitute an alternate prize of approximate equal value.
(j) In the event the trip prize package awarded for this drawing is postponed, changed, or canceled in whole or in part, no cash prize substitutions shall be provided.

111-19-195. KU Basketball Flyaway drawing. (a) The Kansas lottery may conduct a drawing entitled “KU Basketball Flyaway” awarding a trip prize package to the player selected as the winner. The Kansas lottery will accept entries into the drawing beginning at 12:01 a.m. on November 25, 2024, and ending at 11:59 p.m. on January 19, 2025. The drawing will be conducted sometime after entry into the drawing has closed but before noon on January 23, 2025, at which time the winner will be announced.
(b) Only registered Kansas Lottery PlayOn members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted that are submitted by any method other than through PlayOn.

Article 313.—SPECIFIC LOTTERY FACILITY GAMES AT LOTTERY GAMING FACILITIES; CRAZY 4 POKER
111-313-1. Name of the game; rules and regulations. The Kansas lottery may conduct a lottery facility game at the Boot Hill Casino & Resort in Dodge City, Kansas, entitled “Crazy 4 Poker.” The rules and regulations for the game of “Crazy 4 Poker” are contained in K.A.R. 111-313-1 through 111-313-6, and applicable generic rules are contained in K.A.R. 111-201-1 et seq. 111-313-2. Object of game. Crazy 4 Poker is a four-card poker game in which each player seeks a hand that qualifies for a posted payout consisting of a pair of queens or higher-ranking hand. 111-313-3. Definitions. The following definitions when pertaining to the game of “Crazy 4 Poker” shall have the following meanings unless the context clearly indicates otherwise:
(a) “Ante wager” shall mean the first of two initial wagers placed prior to any cards being dealt in order to participate in the game.
(b) “Dealer’s hand” means the five cards dealt to the dealer, from which the dealer will make the best four-card poker hand.
(c) “Deck of cards” shall mean a standard 52-card deck of playing cards consisting of the following ranked cards in each of four different suits: ace, king, queen, jack, 10, 9, 8, 7, 6, 5, 4, 3, and 2.
(d) “Game” means one complete cycle of play during which all players playing at the table have been dealt a hand, have wagered or folded upon their hand, and have had their winning wagers paid or losing wagers collected.
(e) “Hand” means the four-card hand formed for each player from the five cards dealt the player.
(f) “Fold” means the withdrawal of a player from a game by discarding the player’s cards.
(g) “Play wager” shall mean an optional wager placed after a player has been dealt five cards, which must be placed in order for the player to continue to participate in the game.
(h) “Player’s hand” means the five cards dealt to a player, from which the player will make the best four-card poker hand.
(i) “Push” means a player’s hand resulting in neither payment on, nor collection of, the player’s wagers.
(j) “Queens up wager” shall mean an optional wager placed prior to any cards being dealt.
(k) “Rank or ranking” shall mean the relative position of a card or group of cards.
(l) “Round of play” or “round” means each level of play beginning with the first player’s opportunity to act and ending with the dealer paying all winning wagers and collecting all losing wagers of all players remaining in the game.
(m) “Super bonus wager” shall mean the second of two initial wagers placed prior to any cards being dealt in order to participate in the game.
(n) “Stub” means the remaining portion of the deck after all cards in the round of play have been dealt.
(o) “Suit” shall mean one of the following four categories of cards: diamonds; spades; clubs; or hearts. (Authorized by K.S.A. 2024 Supp. 74-8710 and K.S.A. 74-8748; implementing K.S.A. 2024 Supp. 74-8710; effective, T-111-10-30-24, Oct. 9, 2024.)
111-313-4. Crazy 4 Poker hand rankings. (a) The rank of the cards used in Crazy 4 Poker for the determination of winning hands, in order of highest to lowest rank, shall be: ace, king, queen, jack, 10, 9, 8, 7, 6, 5, 4, 3, and 2. Notwithstanding the foregoing, an ace may also be used to complete a “straight flush” or a “straight” formed with a 2, 3, and 4. The permissible poker hands at the game of Crazy 4 Poker, in order of highest to lowest rank, are as follows:
(1) Four-of-a-kind–a hand consisting of four cards of the same rank.
(2) Straight flush–a hand consisting of four cards of the same suit, in consecutive ranking.
(3) Three-of-a-kind–a hand consisting of three cards of the same rank.
(4) Flush–a hand consisting of four cards of the same suit, not in consecutive order.
(5) Straight–a hand consisting of four cards of consecutive rank, not all in the same suit.
(6) Two pair–a hand consisting of two cards of the same rank and two cards of another same rank.
(7) Queens or better–a hand consisting of two queens, two kings or two aces.
(8) High card–when comparing two hands, if none of the above poker rankings are contained in either hand, the hand with the highest-ranking card shall be considered the higher hand.
(b) If after the cards from both hands are compared and the hands are of identical ranking, the hands shall be considered a tie. (Authorized by K.S.A. 2024 Supp. 74-8710 and K.S.A. 74-8748; implementing K.S.A. 2024 Supp. 74-8710; effective, T-111-10-30-24, Oct. 9, 2024.)
111-313-5. Wagers. (a) All wagers at Crazy 4 Poker shall be made by placing gaming chips and, if applicable, a match play coupon on the appropriate betting areas of the table layout. A verbal wager accompanied by cash shall not be accepted.
(b) Only players who are seated at the gaming table may touch the cards. Once a player has placed a wager and received cards, that player must remain seated until the completion of the game.
(c) All ante and super bonus wagers must be in the same amount and shall be placed prior to the dealer dealing that player’s first card. No ante or super bonus wagers shall be made, increased or withdrawn once the player receives his or her first card.
(d) Any player who places an ante and super bonus wager may also make an optional queens up wager, which shall be placed prior to the player being dealt the player’s first card. No queens up wager shall be made, increased or withdrawn once the player receives his or her first card.
(e) Players who make ante and super bonus wagers will each receive five cards face down. Each player shall then have the option to fold or make a play wager equal to the player’s ante wager, except that if the player’s hand consists of a pair of aces or higher-ranking combination of cards, the player may make a play wager up to three times the amount of the player’s ante wager.

111-313-6. Play. (a) One deck of cards shall be shuffled by the dealer or a mechanical shuffling device.
(b) After the cards have been shuffled, the delivery of cards shall be as follows:
(1) The dealer shall deliver five cards at a time to each player who has made an ante and super bonus wager and to the dealer. The dealer shall deal the first five cards to the player farthest to the dealer’s left, continuing to deal each player and the dealer five cards face down in a clockwise manner until each player and the dealer have a total of five cards.
(2) After all players have looked at their cards, the players have a choice:
(A) Fold and surrender their ante wager, super bonus wager and queens up wager; or
(B) Make a play wager.
(c) Each player that did not fold and the dealer shall, from the five cards dealt to them, form their highest ranking four-card poker hand and turn their cards face up. Working from right to left, the dealer shall compare each player’s four-card poker hand to the dealer’s four-card poker hand and act on the hands as follows:
(1) If the dealer’s hand does not consist of a king or higher-ranking hand, the player is paid at one-to-one odds on the player’s play wager, and the player’s ante wager pushes.
(2) If the dealer’s hand consists of a king or higher-ranking hand and the player’s hand ranks higher than the dealer’s hand, the player’s ante and play wagers are both paid at one-to-one odds.
(3) If the dealer’s hand consists of a king or higher-ranking hand and also ranks higher than the player’s hand, the player loses both the ante and play wagers.
(4) If the player’s hand is a straight or higher-ranking hand, the player’s super bonus wager is paid per the paytable, below, regardless of the dealer’s hand.
(5) If the player’s hand ranks lower than a straight and either ties the dealer’s hand or is higher ranking than the dealer’s hand, the player’s super bonus wager is a push.
(6) If the player’s hand ranks lower than a straight and the dealer’s hand is higher ranking, the super bonus wager loses.
(7) If the player’s hand is a straight or higher-ranking hand and the dealer’s hand is higher ranking than the player’s hand, the player’s super bonus wager is paid per the paytable, below, and the original super bonus wager is not removed.
(8) The paytable for winning super bonus wagers is as follows:
(A) Straight pays at odds of one-to-one.
(B) Flush pays at odds of three-to-two.
(C) Three-of-a-kind pays at odds of two-to-one.
(D) Straight flush pays at odds of 15-to-one.
(E) Four-of-a-kind other than four aces pays at odds of 30-to-one.
(F) Four aces pays at odds of 200-to-one.
(9) Regardless of the dealer’s hand, if a player made a queens up wager and the player’s hand consists of a pair of queens or higher-ranking hand, the player’s wager is paid per the following paytable:
(A) Two queens, two kings or two aces pays at odds of one-to-one.
(B) Two pair pays at odds of two-to-one.
(C) Straight pays at odds of three-to-one.
(D) Flush pays at odds of four-to-one.
(E) Three-of-a-kind pays at odds of nine-to-one.
(F) Straight flush pays at odds of 30-to-one.
