Proclamation by the Governor
TO THE PEOPLE OF KANSAS, GREETINGS:
WHEREAS, the use of a white cane, or a guide dog in harness, provides a message that a pedestrian is blind or severely visually impaired; and
WHEREAS, it is essential that Kansas Citizens observe and comply with laws pertaining to the right of way and safety of such persons; and
WHEREAS, this includes yielding of the right of way to such persons who are traveling in the built environment, which includes: streets, highways, sidewalks, walkways, public buildings, public facilities, places of public accommodation, amusement, and resort, and all places to which the public is invited; and
WHEREAS, the Kansas State School for the Blind is active in encouraging and assisting all educational entities in Kansas to make training in use of the white cane and other orientation and mobility skills available to all Kansas students who are blind or visually impaired;
NOW, THEREFORE, I, Laura Kelly, Governor of the State of Kansas, do hereby proclaim October 15, 2024, as
White Cane Safety Day
in the state of Kansas and I urge all citizens to join in this observation.
