Executive Directive No. 24-588
Authorizing Personnel Transactions
and
Establishment of a Federal Fund

By virtue of the authority vested in the Governor as the head of the Executive Branch of the State of Kansas, the following transactions are hereby authorized:

The request of Kraig Knowlton, Director of Personnel Services, to provide a pay differential of $1.00 per hour for hours worked by all non-exempt Kansas Department of Corrections Employees who are bilingual, assigned to restrictive housing units, or part of a special operations response team is hereby approved, effective September 29, 2024.

In accordance with the provisions of Kansas Administrative Regulation 1-5-8 (b)(1), if an eligible candidate for a Highway Patrol Trooper or Law Enforcement Officer I position has exceptional qualifications directly related to the position, the Kansas Highway Patrol may approve beginning pay for the individual at a higher step of pay grade 32, as determined by the agency. Exceptional qualifications shall be based on the candidate’s education, training, experience, skills, and other job-related qualifications. Employees appointed in such a manner will progress through the Career Progression Plan based on the number of years spent on each step as opposed to overall years in rank.

The request of Kraig Knowlton, Director of Personnel Services, to establish step 12 of pay grades 23 and 24 as the entry rate for the Certified Nurse Aide I and Certified Nurse Aide II job classifications at 24/7 facilities under the Kansas Office of Veterans Services, the Kansas Department on Aging and Disability Services and the Kansas Department of Corrections, as determined by the Department of Administration, is hereby approved, effective September 29, 2024.

The request of Kraig Knowlton, Director of Personnel Services, to establish step 16 of pay grades 28 and 29 as the entry rate for the Licensed Practical Nurse and Licensed Practical Nurse Senior job classifications at 24/7 facilities under the Kansas Office of Veterans Services, the Kansas Department on Aging and Disability Services and the Kansas Department of Corrections, as determined by the Department of Administration, is hereby approved, effective September 29, 2024.

The request of Kraig Knowlton, Director of Personnel Services, to establish step 13 of pay grades 36, 37 and 41 as the entry rate for the Registered Nurse, Registered Nurse Senior and Registered Nurse Specialist job classifications at 24/7 facilities under the Kansas Office of Veterans Services, the Kansas Department on Aging and Disability Services and the Kansas Department of Corrections, as determined by the Department of Administration, is hereby approved, effective September 29, 2024.

I have conferred with the Secretary of Administration, the Director of the Budget, the Director of Personnel Services, and members of my staff, and I have determined that the requested action is appropriate.

Pursuant to the authority of the Judicial Branch to receive and expend federal funds, and pursuant to the authority granted the Governor by Section 200 of Chapter 88 of the 2024 Session Laws of Kansas, approval is hereby granted to the Judicial Branch for expenditures in FY 2025 of monies in the federal fund entitled “Elder Justice Innovation Grant.”

I have conferred with the Director of the Budget and members of my staff, and I have determined that the guidelines set forth in K.S.A. 75-3711 and 75-3711c have been applied and that none of the forgoing actions exceeds the limitations contained therein.
