Notice to Bidders
Bids for driver feedback signs (Project Driver Feedback Signs (TS-3050), KDOT Project No. 46 N-0798-01, Federal Aid Project No. CRP-N079(801)) will be received by the City of Overland Park, Kansas, online through QuestCDN until 2:00 p.m. (Central Time) October 29, 2024. At that time all bids will be publicly opened and read aloud in the City Council Chamber, City Hall. Any bid received after the designated closing time will not be accepted.
In order to be considered a qualified bidder, the online bid must be completed and submitted, all addenda acknowledged, all KDOT Certifications uploaded to the site.
Contractors desiring the contract documents for use in preparing bids may obtain a set of such documents from QuestCDN. Bid documents can be downloaded electronically for a non-refundable fee of $20 by providing QuestCDN Project Number 9330444 on the Project Search Page on the QuestCDN website at http://www.questcdn.com. No oral, facsimile, or telephonic bids or alterations will be considered.
The following KDOT Certifications must be signed and submitted through QuestCDN at the time bids are submitted:
- 08-10-66-R05 (LPA) – Certification – Noncollusion and History of Debarment
- 04-26-90-R05 (LPA) – Declaration – Limitations on Use of Federal Funds for Lobbying
- 08-04-92-R03 (LPA) – Certification – Contractual Services with a Current Legislator or a Current Legislator’s Firm
- Federal Funds Lobbying Certification Attachment
Compliance with KDOT Special Provision to the Standard Specifications, Edition 2015 (“Buy America” Materials) and KDOT Civil Rights Act Attachment shall be a condition of the bid and any resulting contract.
The successful bidder(s) shall be required to enter into an agreement with the City of Overland Park in the form of the sample agreement provided.
Bidders agree that in order to assure high quality and durable construction in conformity with approved plans and specifications and a high degree of reliability on statements and representations made by engineers, contractors, suppliers, and workers on federal-aid highway projects, it is essential that all persons concerned with the project perform their functions as carefully, thoroughly, and honestly as possible. Willful falsification, distortion, or misrepresentation with respect to any facts related to the project is a violation of federal law.
In the event the successful bidder is unable to execute the contract, for whatever reason, the city may exercise its legal prerogatives.
The city reserves the right to accept or reject any and all bids and to waive any technicalities or irregularities therein. Bids may be modified or withdrawn through the QuestCDN site, prior to the time and date for bid opening; provided, however, that no bidder may withdraw its bid for a period of thirty (30) days from the date set for the opening thereof. All bidders agree that rejection shall create no liability on the part of the city because of such rejection. It is understood by all bidders that an unsuccessful bidder has no cause of action against the city for bid preparation costs. The filing of any bid in response to this invitation shall constitute an agreement of the bidder to these conditions.
