Notice of Letting
Sealed bids for Bid Request No. 2024-033 for the Johnson County JCAX Track Rehabilitation Project shall be submitted electronically via IonWave at https://jocogov.ionwave.net until 2:00 p.m. (Central Time) October 15, 2024. At that time, all bids that have been duly received will be publicly opened and read aloud via Zoom Video Conferencing at https://us02web.zoom.us/j/88509029694?pwd=Z62cW95jHOq0MvaNz0C38kIhzrR9jg.1, Meeting ID: 885 0902 9694, Passcode: 728823.

Submission of bids will not be allowed after the designated time. You must register as a supplier at https://jocogov.ionwave.net at least two (2) business days prior to the bid opening to ensure a successful registration, which is required for bid submittal.
This bid includes the following work:
- Remove and replace approximately 9,500 track feet of relay rail with two (2) turnouts and install approximately 800 track feet of new rail with two (2) turnouts, all meeting FRA Class 1 specifications and applicable AREMA standards, including all materials, labor, equipment, supervision, and any and all other items necessary to complete the work.

A non-mandatory pre-bid conference and site visit will be held 2:00 p.m. (Central Time) September 26, 2024, in the Admin Building Board Room, New Century AirCenter, One New Century Pkwy., New Century, Kansas.
Technical questions and requests for clarifications shall be submitted via IonWave no later than 5:00 p.m. (Central Time) October 3, 2024, to allow adequate time to issue an addendum, if needed.
Bid Bond
Bidders shall submit with their bid a bid bond issued by a surety company licensed to do business in the State of Kansas in the amount of five percent (5%) of the total amount of their bid. Said guarantee shall be made payable to the Board of County Commissioners of Johnson County, Kansas.
Nonresident Contractors
In accordance with K.S.A. 79-1008 through 79-1015, upon award of contracts greater than $10,000, nonresident contractors or subcontractors that are not already registered with the Kansas Secretary of State are required by law to register with the Director of Taxation and file an acceptable bond as a precedent to commencing work on the contract.
Tax Clearance
The successful bidder to this IFB shall be required to submit tax clearance certifications, as provided for in the Instructions to Bidders, prior to issuance of the Notice to Proceed.
No bid may be withdrawn within a period of sixty (60) days from the date of the bid opening.
The county reserves the right to award the contract to the lowest and best, responsive, and responsible bidder for the work covered by the base bid and any approved alternates, and to reject any or all bids and to waive irregularities and informalities in any bid submitted.
No bidder shall in any way, directly or indirectly, discriminate against any employee or applicant for employment or any other person because of age, race, color, disability, sex, national origin or religious creed, or other circumstance prohibited by federal state or local law, rule, or regulation.
