Notice to Bidders
OCCK, Inc. has received a 49 U.S.C. 5339 Capital Assistance Grant to fund the following project: OCCK Transportation Facility Expansion, 2nd Floor Office Remodel, located at 342 N. Santa Fe Ave., Salina, KS 67401. Invitation to bid is hereby made by OCCK, Inc. to general contractors to bid on a lump sum contract for the project.
The work will consist of demolition work related to some existing improvements; new metal stud and drywall partitions, acoustical ceiling, including the related architectural, fire sprinkler, mechanical, and electrical work as defined on the proposed bid documents.
All bidders are required to visit the job site and attend the pre-bid conference to understand the extent of the work required of the project. The bidders are required to comply with all state and local laws and regulations for the work related to this project.
It shall be noted that this project:
- Does not have a Disadvantage Business Enterprise (DBE) goal.
- Does have to be constructed under current Davis Bacon Wage Rate requirements.
Sealed lump sum bids will be received from bidders and then opened publicly at 2:00 p.m. May 7, 2024, at OCCK, Inc. Transportation Facility, Conference Room, 340 N. Santa Fe Ave., Salina, KS 67401.
Sealed bids must be received by mail or delivered to the owner prior to the opening date and time. Late bids will be returned un-opened.
Bid documents may be obtained and/or reviewed after March 28, 2024, from DMA Architects, PA at http://www.dmapa.com. To obtain a password, email your company contact information to dmarrs@dmapa.com and list in the subject “OCCK, Inc. Transportation Project.”
The existing transportation building will be open for contractors to walk through from 11:00 a.m. to 12:00 p.m. April 7, 2024, and April 30, 2024. The architect will be present at the building during these times to answer questions. This is not mandatory to bid on the project. Other site visits can be made by appointment through the architect by submitting an email request.
A ten percent (10%) retainage will be withheld from each monthly progress payment made to the contractor by the owner. The retainage will be released at the end of the project once all closeout documents and submitted and all punch list work is completed and approved by the architect.
Bids shall be guaranteed for 30 days. The bidder pledges to enter into a contract for the project if a contract in awarded within the 30-day bid guarantee period.
The bidder shall furnish bonds covering the faithful performance of the contract and payment of all obligations arising thereunder. Bonds may be secured through the bidder’s usual sources. The cost shall be included in the bid. The bidder shall deliver the required bonds to the owner with the executed contracts. The bonds shall be written on AIA Document A312, Performance Bond and Payment Bond. Both bonds shall be written in the amount of the contract sum. The bidder shall require the attorney-in-fact who executes the required bonds on behalf of the surety to affix thereto a certified and current copy of the power of attorney. The bonds shall be written as statutory bonds in the full amount of the contract and placed on file with the clerk of the district court. The surety company shall be approved by the United States Treasury Department, licensed by the State of Kansas, and approved for bonding the amount required for this project.
The owner intends to award this work upon review and approval of the bids received and determination of the best and most responsive bid received. The successful contractor will be given ten (10) days after notification of the contract award to return the signed contracts with the required insurance certificates attached thereto. Upon approval of the signed contracts and their attachments the contractor will be given notification to proceed with the work. Further description of the bidding requirements, and liquidated damages will be provided in the bid documents.
The competence and responsibility of the bidders and of their subcontractors will be considered in awarding the contract. The owner reserves the right to waiver irregularities in bids and to reject any or all bids.
Bidders are to carefully examine the drawings and specifications, visit the site of the work, and fully inform themselves as to all conditions and matters which can in any way affect the work or cost thereof. Should the bidder find discrepancies in or omissions from the drawings, specifications, or other documents, or should they be in doubt as to their meaning, they should at once notify the architect and obtain clarification prior to submitting any bid. Any interpretation, amendments, or revisions will be made by addendum, mailed, or delivered to each bidder of record who has received a set of documents and shall thereby become a part of the bid documents.
