Article 2—LOTTERY RETAILERS
111-2-329. Cosentino’s Price Chopper Grocery Give-A-Way. (a) The term of this promotion shall begin at 5:00 a.m. on December 1, 2022 and end at 8:59 p.m. on December 18, 2022.
(b) During the term of this promotion with participating chain numbers 1436 and 1732 Cosentino’s Price Chopper stores in Kansas, the player shall receive an entry for the “Grocery Give-A-Way” promotion drawing for each qualifying purchase. A qualifying purchase shall be a Super Kansas Cash purchase of $3 or more on a single ticket. Lottery terminals shall automatically dispense an entry form for each qualifying purchase at participating retailers during the term of this promotion. The qualifying purchase may be for a single draw or for multiple draws.
(c) During the term of this promotion, sealed drop boxes for the deposit of entries shall be provided by the Kansas Lottery and placed at all participating retailer locations. All drop boxes shall be collected by participating retailers’ personnel at the end of the promotion and held for Kansas Lottery personnel to conduct the drawing.
(d) Entry into the “Grocery Give-A-Way” promotion shall be accomplished as follows:
(1) During the term of this promotion, with every qualifying purchase an entry form shall be automatically produced by the lottery online terminal.
(2) The purchaser must complete the information on the entry form in a legible manner. Only one name shall appear on each entry form.
(3) The completed entry form must be placed into the designated drawing receptacle provided at any participating retailer location no later than 8:59 p.m. on December 18, 2022.
(4) The holder of the entry is not required to personally attend the drawing or be present at the time of the drawing to be determined a winner.
(5) The drawing shall be conducted by Kansas Lottery personnel at Cosentino’s corporate office or at each participating retailer location during the week of December 18, 2022. One winner and two alternate entries per store shall be drawn using a bare arm technique, while looking away from the receptacle and removing only one ticket at a time from the receptacle in which all entries were placed.
(6) Only entry forms obtained during the term of this promotion may be entered in the drawing.
(e) The person whose name appears on the first entry drawn, for each participating retailer, shall be the winner of $100 in groceries. The second and third entries drawn, for each participating retailer, shall be marked 1A and 2A in the order drawn and shall be used as alternate winners in the event the prize winner cannot be contacted or does not qualify under the terms of this promotion to win a prize. The winner shall be contacted by phone at the phone number listed by the entrant on the entry form. The winner shall be instructed how to verify his or her personal identification. If the winning entry does not qualify under the terms of this promotion or the winner is not able to be contacted within seven days from the date of the drawing, the prize shall be awarded to the first alternate winner in the same manner as the original winner. If the alternate winning entry does not qualify under the terms of this promotion or the alternate winner is not able to be contacted within 14 days from the date of the drawing, the prize shall be awarded to the second alternate winner in the same manner as the first alternate winner. If the second alternate winning entry does not qualify under the terms of this promotion or the second alternate winner is not able to be contacted within 21 days from the date of the drawing, the prize shall not be awarded. A claim form is not required to claim a prize in this drawing.
(f) The Kansas Lottery shall reimburse each participating retailer a $75 instant ticket credit. Cosentino’s will pay the additional $25 per store for the total $100 prize.
(g) There is no limit on the number of entries a person may make, but each person may only win once regardless of the place of entry.
(h) Eligible entrants in the promotion must be 18 years of age or older, and may not be an employee of any Cosentino’s Price Chopper store in Kansas. (Authorized by and implementing K.S.A. 74-8710; effective, T-111-9-20-22, Sept. 7, 2022.)
Article 4.—INSTANT GAMES AND DRAWINGS
111-4-3727. “2023” instant ticket lottery game number 309. (a) The Kansas lottery may conduct an instant winner lottery game entitled “2023.” The rules for this game are contained in K.A.R. 111-3-1 et seq. and 111-4-3727.

(c) For this game, a play/prize symbol shall appear in 58 play spots within the play area or areas.
(d) The ticket numbers in each book of tickets in this game shall start with 000 and end with 029.
(e) The price of instant tickets sold by a retailer for this game shall be $10.00 each.
(f) “2023” is a key number match game with an instant reveal, multiplier features and three bonus areas. The player will scratch the play area to reveal five “WINNING NUMBERS” and 25 “YOUR NUMBERS” with a prize amount below each of the “YOUR NUMBERS.” If a player matches any of the “YOUR NUMBERS” to any of the “WINNING NUMBERS,” the player wins the prize shown below that number. If a player reveals a symbol of a 2X, the player wins two times the prize amount shown below that symbol. If a player reveals a symbol of a 5X, the player wins five times the prize amount shown below that symbol. The player will scratch the three bonus areas; if the player reveals a symbol of a stack of coins in any area, the player wins $23.
(g) Each ticket in this game may win up to 26 times.
(h) Approximately 420,000 tickets shall be ordered initially for this instant game. Additional ticket orders shall have the same prize structure, the same number of prizes per prize pool of 210,000 tickets, and the same odds as were contained in the initial ticket order.

Article 19.—SPECIFIC PLAYER LOYALTY CLUB RULES
111-19-133. Cheer on the Jayhawks in Indianapolis Drawing. (a) The Kansas lottery may conduct a drawing entitled “Cheer on the Jayhawks in Indianapolis” awarding a trip prize package to the player selected as the winner. The Kansas lottery will accept entries into the drawing beginning at 12:01 a.m. on October 10, 2022 and ending at 11:59 p.m. on October 23, 2022. The drawing will be conducted sometime after entry into the drawing has closed but before noon on October 27, 2022, at which time the winner will be announced.
(b) Only registered Kansas Lottery PlayOn members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted that are submitted by any method other than through PlayOn.
(c) A total of 844 player loyalty club points are required for a PlayOn member to enter once in the drawing. A player may enter the drawing as many times as his or her points allow.
(d) The procedures set forth in K.A.R. 111-18-5 for selecting the winner and alternate winners shall be followed.
(e) One drawing will be conducted to select a winner of a trip prize package to Indianapolis, Indiana, for the 2022 State Farm Champions Classic collegiate basketball tournament. The trip prize package shall include:
(1) A trip for two persons to the State Farm Champions Classic collegiate basketball tournament at the Gainbridge Fieldhouse in Indianapolis, Indiana, from November 13 through November 16, 2022;
(2) Round trip coach airfare from an airport and on an airline approved by the Kansas lottery to Indianapolis, Indiana;
(3) $250 Uber gift card;
(4) Three nights’ hotel accommodations (double occupancy, room and tax only);
(5) Two tickets to the Kansas Jayhawks men’s basketball game on Tuesday, November 15, 2022 and access to a VIP dinner;
(6) Two jerseys;
(7) $500 VISA gift card;
(8) $500 cash; and,
(9) State and federal mandatory income withholding taxes paid by the Kansas lottery.
(f) The prize package is valued at approximately $7,436.62.
(g) The procedures set forth in K.A.R. 111-18-5 for contacting the winner and the claiming of the prize shall be followed, except that in this promotion the 10-day deadline for the winner to return their claim forms shall be five business days and commence with the date of the announcement of the winners.
(h) The winner must travel by air on November 13, 2022, and November 16, 2022, or provide his or her own transportation to and/or from Indianapolis.
(i) All winners and guests must comply with all applicable laws, and any terms, conditions, or restrictions applicable to any prize or portion of any prize, including but not limited to: airlines, hotels, concert or event venues, and all vouchers, certificates, or pre-paid gift cards. Lost, mutilated, or stolen tickets, vouchers, certificates, or pre-paid gift cards will not be replaced.
(j) Prizes are not exchangeable for cash. The Kansas lottery retains the right to substitute an alternate prize of approximate equal value.
(k) In the event the trip prize package awarded for this drawing is postponed, changed, or canceled in whole or in part, no cash prize substitutions shall be provided.
(l) All winners and guests shall release the Kansas lottery from any liability for injuries sustained while redeeming any portion of the prize.
(m) By entering the drawing, entrant agrees to PlayOn terms and conditions.
