Public Notice
The Kansas Department of Health and Environment (KDHE) has reviewed an application from Bourbon County, to add a source-separated organic waste and yard waste composting facility to their existing construction and demolition landfill and waste transfer station permit number 0512. Approved source-separated items requested for composting are waste grain, wood chips, and spent soybeans. The composting pad will be constructed about 350 feet straight south of the waste transfer station. In the future, additional source-separated materials may be composted if specifically approved by KDHE.
The composting facility will be located at 2274 Noble Rd., Fort Scott, Kansas, in the SW4 of Section 17-T25S-R25E. The annual weight of incoming organic material is expected to be 1,000 tons. The entrance to the composting facility (and transfer station) will be fenced, gated, and locked, except during business hours.
KDHE has reviewed the application from the Bourbon County to expand their existing permit number 0512, through the Bureau of Waste Management, and has found the application to be in conformance with state solid waste statutes and regulations. KDHE is providing public notice of its intent to add yard waste and source-separated waste composting to the existing Bourbon County permit, at the existing county property described herein. A copy of the administrative record, which includes the draft permit page and all information regarding this permit action, is available for public review until July 29, 2022, during normal business hours, Monday through Friday, at the following location:

After consideration of all comments received, the director of the Division of Environment of KDHE will make a final decision on whether to issue the permit. Notice of the decision will be given to anyone who submitted written comments during the comment period and to those who requested notice of the final permit decision.
