111-4-3681. “Ca$h Explosion” instant ticket lottery game number 291. (a) The Kansas lottery may conduct an instant winner lottery game entitled “Ca$h Explosion.” The rules for this game are contained in K.A.R. 111-3-1 et seq. and 111-4-3681.
(b) The “play and prize symbols” and “captions” for this game are as follows:

(f) “Ca$h Explosion” is a match three game with multipliers. The player will scratch the play area. If the player matches three like prize amounts, the player wins that prize amount. If a player matches two like prize amounts and a “2X” symbol, the player wins double that prize amount. If a player matches two like prize amounts and a “5x” symbol, the player wins five times that prize amount.
(g) Each ticket in this game may win up to one time.
(h) Approximately 1,800,000 tickets shall be ordered initially for this instant game. Additional ticket orders shall have the same prize structure, the same number of prizes per prize pool of 240,000 tickets, and the same odds as were contained in the initial ticket order.

The player will scratch the play area to reveal six “WINNING NUMBERS” and 30 “YOUR NUMBERS” with a prize amount below each of the “YOUR NUMBERS.” If a player matches any of the “YOUR NUMBERS” to any of the “WINNING NUMBERS,” the player wins the prize shown below that number. (c) For this game, a play/prize symbol shall appear in 61 play spots within the play area or areas.
(d) The ticket numbers in each book of tickets in this game shall start with 000 and end with 014.
(e) The price of instant tickets sold by a retailer for this game shall be $20.00 each.
(f) “$100,000 Jumbo Cash” is a key number match game with an instant win and six bonus symbol match areas. The bonus areas shall be a $20 bonus area, a $40 bonus area, a $50 bonus area, a $100 bonus area, a $200 bonus area and a Jumbo Win bonus area. The player will scratch the play area to reveal five “WINNING NUMBERS” and 25 “YOUR NUMBERS” with a prize amount below each of the “YOUR NUMBERS.” If a player matches any of the “YOUR NUMBERS” to any of the “WINNING NUMBERS,” the player wins the prize shown below that number. If a player reveals a symbol of a dollar bill, the player automatically wins $100. The player will scratch the $20 bonus play area, the $40 bonus play area, the $50 bonus play area, the $100 bonus play area and the $200 bonus play area; if the player reveals a symbol of a star, the player wins the amount of the bonus. (h) Approximately 300,000 tickets shall be ordered initially for this instant game. Additional ticket orders shall have the same prize structure, the same number of prizes per prize pool of 300,000 tickets, and the same odds as were contained in the initial ticket order.

Article 19.—SPECIFIC PLAYER LOYALTY CLUB RULES
111-19-2a. Reactivation Campaign Quarterly drawings. (a) The Kansas Lottery may conduct a player loyalty club drawing entitled “Reactivation Campaign Quarterly drawing.” PlayOn members who have not submitted a ticket, earned points, or redeemed points with the PlayOn program in the last 3 months, and have not participated in a previous reactivation campaign during the calendar year, will be eligible to enter the drawing for a $500 cash prize. Members eligible to enter will be notified via email of the campaign, prize and deadline for the campaign. Members must have opted in to receive marketing emails from the program in order to be notified of their eligibility.
(b) The Kansas lottery will begin accepting entries for each drawing beginning at 12:01 a.m. on the 15th calendar day of the final month of that quarter, through 11:59 p.m. on the last calendar day of that quarter. For the purposes of this regulation, those months for each quarter shall be:

Drawings will be conducted within five days following the close of the entry period for each drawing.
(c) Only registered PlayOn members who meet the eligibility requirements in paragraph (a) may enter the quarterly player loyalty club drawings. PlayOn members must enter themselves into the drawings according to the terms and conditions of PlayOn and this regulation. Entries shall not be accepted which are submitted by any method other than through PlayOn.
(d) An eligible member will receive an entry into the promotional drawing by entering any ticket into PlayOn during the entry period. Only the first ticket submission during this period will warrant an entry. Members may only win one prize per calendar year.
(e) The procedures set forth in K.A.R. 111-18-5 for selecting winners and alternate winners shall be followed.
(f) The notification of winners in each drawing will be via email to the winners and will not be published on kslottery.com or within PlayOn. An email will be sent to the winner’s email address listed in their PlayOn profile with an electronic claim form attached, followed by the same documentation sent by U.S. mail. Winners must return the completed claim form, electronically, by U.S. mail, or hand-delivered to the Kansas Lottery claims center. The winner shall claim the prize within 10 days from the date the email notification is sent or the person will no longer be eligible for the prize and the prize will be given to the following alternate. The Kansas lottery is not responsible for electronic malfunction or player error.
(g) The Kansas lottery retains the right to substitute an alternate prize of approximate equal value.
(h) By entering the drawing(s), entrant agrees to PlayOn terms and conditions.
